𝗞𝘂𝗺𝘂𝘀𝘁𝗮 𝗸𝗮?

Isang simpleng tanong, pero kailan nga ba natin ito huling tinanong nang may tunay na pagnanais na makinig?

Sa likod ng mga ngiti, may mga pagod na hindi nakikita. Sa likod ng katahimikan, may mga salitang gustong sabihin pero hindi mailabas. At sa likod ng “Okay lang ako,” may mga pinagdaraanan na hindi natin alam.

Paano kung ang taong palaging nagpapasaya sa iba ay siya palang nangangailangan ng makikinig? Paano kung ang pananahimik ng isang learner ay hindi kawalan ng problema, kundi hirap na hirap na siyang ipaliwanag ang kanyang nararamdaman?

Hindi lahat ng sugat ay nakikita. Hindi lahat ng problema ay kayang ikuwento agad. At hindi lahat ng taong nangangailangan ng tulong ay marunong kung paano ito hihingin.

Kaya ngayong Mental Health Month, huwag nating hintaying may tuluyang sumuko bago tayo makinig. Huwag nating maliitin ang nararamdaman ng iba dahil lamang hindi natin nararanasan ang kanilang pinagdaraanan. At huwag nating gawing biro ang sakit na hindi natin nakikita.

Minsan, hindi natin kailangang magkaroon ng perpektong payo. Kailangan lang nating matutong makinig nang hindi nanghuhusga, kumustahin nang taos-puso, at samahan nang hindi ipinaparamdam na nag-iisa sila.

Kung ikaw ay nahihirapan, hindi mo kailangang harapin ang lahat nang mag-isa. Lumapit sa isang pinagkakatiwalaang g**o, school counselor, magulang, kapamilya, o kaibigang handang makinig. Ang paghingi ng tulong ay hindi kahinaan; isa itong hakbang tungo sa pag-aalaga sa iyong sarili.

At kung may taong naglakas-loob na magbahagi ng kanyang pinagdaraanan, maging ligtas na espasyo ka para sa kanya. Makinig. Unawain. Igalang ang kanyang kuwento. Tulungan siyang makalapit sa angkop na suporta kung kinakailangan.

Dahil ang bawat kuwento ay may halaga. Bawat damdamin ay nararapat pakinggan. At bawat taong nahihirapan ay karapat-dapat sa malasakit, pag-unawa, at tulong.

Sa simpleng pagtatanong ng “𝗞𝘂𝗺𝘂𝘀𝘁𝗮 𝗸𝗮?”, maaari tayong maging simula ng isang pag-uusap, isang pag-asa, at isang pagbabagong tunay na kailangan ng isang tao.

Kaya ikaw, 𝗸𝘂𝗺𝘂𝘀𝘁𝗮 𝗸𝗮 𝘁𝗮𝗹𝗮𝗴𝗮? At handa ka bang makinig kapag may nagsabing hindi siya okay?

𝗦𝗔𝗙𝗘 𝗦𝗖𝗛𝗢𝗢𝗟𝗦. 𝗦𝗧𝗥𝗢𝗡𝗚 𝗖𝗢𝗠𝗠𝗨𝗡𝗜𝗧𝗜𝗘𝗦. 𝗘𝗩𝗘𝗥𝗬 𝗟𝗘𝗔𝗥𝗡𝗘𝗥 𝗠𝗔𝗧𝗧𝗘𝗥𝗦.

Sapat bang may matibay na gate, malinaw na school rules, at mga paalala sa bawat sulok ng paaralan para masabing ligtas ang ating mga learners? 𝗛𝗶𝗻𝗱𝗶. Ang tunay na school safety ay nagsisimula sa malasakit, pagkilos, at paninindigan ng bawat isa.

Ang ligtas na paaralan ay 𝗵𝗶𝗻𝗱𝗶 𝗿𝗲𝘀𝗽𝗼𝗻𝘀𝗶𝗯𝗶𝗹𝗶𝗱𝗮𝗱 ng teachers at school heads lamang. Kailangan din ang mga magulang na handang makinig, mga learners na marunong rumespeto, at mga komunidad na handang umalalay.

Kapag may batang binu-bully, mananahimik ba tayo o magsasalita? Kapag may learner na humihingi ng tulong, makikinig ba tayo o babalewalain ang kanyang nararamdaman? Kapag may batang nangangailangan ng proteksiyon, hihintayin ba nating iba ang kumilos?

Dahil 𝗮𝗻𝗴 𝗽𝗮𝗻𝗮𝗻𝗮𝗵𝗶𝗺𝗶𝗸 ay maaaring mag-iwan sa isang bata na mag-isang lumalaban, pero ang isang boses na may tapang ay maaaring maging simula ng pagbabago.

Ngayong 𝗡𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗦𝗰𝗵𝗼𝗼𝗹 𝗦𝗮𝗳𝗲𝘁𝘆 𝗪𝗲𝗲𝗸 𝟮𝟬𝟮𝟲 (October 12–16), tandaan natin: ang kaligtasan ay hindi lamang kawalan ng panganib. Ito ay pagkakaroon ng paaralang may respeto, malasakit, pananagutan, at mga taong handang manindigan para sa kapakanan ng bawat learner.

Bumuo tayo ng mga paaralang walang batang natatakot pumasok, walang learner na nahihiyang humingi ng tulong, at walang sumbong o paghingi ng saklolo na binabalewala.

𝗦𝗽𝗲𝗮𝗸 𝘂𝗽. 𝗦𝘁𝗮𝗻𝗱 𝘁𝗼𝗴𝗲𝘁𝗵𝗲𝗿. 𝗞𝗲𝗲𝗽 𝗲𝘃𝗲𝗿𝘆 𝗹𝗲𝗮𝗿𝗻𝗲𝗿 𝘀𝗮𝗳𝗲.

Dahil bawat bata ay may pangarap, may kinabukasan, at may karapatang matuto nang ligtas at malaya sa takot.

Bawat learner ay mahalaga. Bawat boses ay may halaga. Bawat pagkilos para sa proteksiyon ay may epekto.

Every learner deserves to feel safe, heard, respected, and supported.

National School Safety Week reminds us that a safe school is more than a place free from physical harm. It is a learning environment where children and young people are protected from bullying, violence, discrimination, abuse, and harassment—both in person and online.

Creating safe schools is not the responsibility of teachers alone. It is a shared commitment among learners, families, educators, school leaders, and the entire community.

Speak up. Look out for one another. Help keep every learner safe.

This National Teachers’ Day, let us remember that teachers are not only educator. They are people who also need care, rest, support, and understanding.

Behind every lesson plan, classroom activity, learner conference, and act of encouragement is a teacher who may be carrying pressures we do not always see: long hours, heavy workloads, limited resources, emotional demands, and the responsibility of helping shape the future of every Filipino learner.

When we care for teachers, we strengthen learning.
When we protect their dignity, we strengthen the profession.
When we listen to their needs, we create healthier schools for everyone.

Supporting teachers means more than thanking them once a year. It means promoting fair working conditions, providing meaningful support, respecting their professional expertise, protecting their mental health, and creating school communities where asking for help is welcomed—not judged.

Hindi lang bullying ang LRP. Mas malawak ang saklaw nito.

Under DO 006, s. 2026, LRP concerns include cases involving:

Child abuse
Violence
Exploitation
Discrimination
Bullying and retaliation
Gender-based sexual harassment
At iba pang acts, conditions, o circumstances na maaaring makapinsala sa rights, safety, development, dignity, at well-being ng learners.

Kasama rin dito ang concerns involving learners who may be particularly vulnerable because of circumstances such as disability, pregnancy, HIV/AIDS status, being a Child at Risk (CAR) or Child in Conflict with the Law (CICL), among others.

Kaya hindi dapat “bullying program” lang ang prevention plan.
Ang goal ay comprehensive Learner Rights and Protection system.

𝟮. 𝙎𝙤, 𝙡𝙖𝙝𝙖𝙩 𝙗𝙖 𝙣𝙜 𝙨𝙘𝙝𝙤𝙤𝙡𝙨 𝙠𝙖𝙞𝙡𝙖𝙣𝙜𝙖𝙣𝙜 𝙢𝙖𝙮 𝙋𝙧𝙚𝙫𝙚𝙣𝙩𝙞𝙤𝙣 𝙖𝙣𝙙 𝙍𝙚𝙨𝙥𝙤𝙣𝙨𝙚 𝙎𝙩𝙧𝙖𝙩𝙚𝙜𝙞𝙚𝙨?
YES. Para sa public schools and CLCs.

Ang DO 006, s. 2026 ay nagtatatag ng prevention at response strategies para sa all public schools and Community Learning Centers (CLCs).

Ibig sabihin, hindi ito “optional kapag may LRP case.” Dapat may systems in place even before an incident happens.

Prevention is not a reaction to a case. It is preparation before the case.

Case handling + learner behavior

The LFO handles bullying and related complaints/cases, facilitates the case process, protects the rights of those involved, and provides findings and recommendations to the School Head as applicable under the governing procedures.

Important: Under DepEd Memorandum No. 055, s. 2026, the School Counselor, School Counselor Associate, Guidance Advocate, and other non-teaching personnel shall not be designated as LFOs.

𝗦𝗰𝗵𝗼𝗼𝗹 𝗖𝗼𝘂𝗻𝘀𝗲𝗹𝗼𝗿
Counseling + intervention + professional support

Provides counseling, intervention, referral, and monitoring, and helps determine the safety and well-being needs of learners involved in an incident.

LFO ≠ School Counselor.
Different functions. Complementary roles.

Support + prevention + referral

Supports school-based mental health services, prevention and awareness activities, referrals, and other support functions within the scope of the position.

𝗖𝗵𝗶𝗹𝗱 𝗣𝗿𝗼𝘁𝗲𝗰𝘁𝗶𝗼𝗻 𝗖𝗼𝗺𝗺𝗶𝘁𝘁𝗲𝗲 (𝗖𝗣𝗖)
The school's protection mechanism—not just a committee on paper.

Magmomonitor ng interventions na ibinibigay sa mga learners concerned.

The CPC establishes mechanisms for protecting learners from LRP incidents and includes the School Head/Administrator, school counselor/teacher, teacher representative, parent representative, learner representative, and community representative.

𝗧𝗲𝗮𝗰𝗵𝗲𝗿𝘀 𝗮𝗻𝗱 𝗢𝘁𝗵𝗲𝗿 𝗦𝗰𝗵𝗼𝗼𝗹 𝗣𝗲𝗿𝘀𝗼𝗻𝗻𝗲𝗹
Everyone has a role in prevention and early identification.

They help create a safe environment, recognize concerns, report appropriately, implement preventive measures, and support learners within their respective roles and responsibilities.

𝟱. 𝘿𝙤𝙚𝙨 𝙩𝙝𝙞𝙨 𝙢𝙚𝙖𝙣 𝙚𝙫𝙚𝙧𝙮𝙤𝙣𝙚 𝙝𝙖𝙣𝙙𝙡𝙚𝙨 𝙘𝙖𝙨𝙚𝙨
No. Everyone has a responsibility to protect.
But not everyone has the same function in handling a case.

Observe and report when appropriate.
Refer to the designated personnel.
Maintain confidentiality.
Do not investigate beyond your authority or role.
Provide support within your competence.

Clear roles = safer responses.

𝟲. 𝙋𝙧𝙚𝙫𝙚𝙣𝙩𝙞𝙤𝙣 𝙗𝙖 𝙢𝙚𝙖𝙣𝙨 “𝙬𝙖𝙡𝙖𝙣𝙜 𝙢𝙖𝙣𝙜𝙮𝙖𝙮𝙖𝙧𝙞𝙣𝙜 𝙘𝙖𝙨𝙚”?
Hindi necessarily.

Prevention aims to reduce the likelihood and impact of LRP concerns through proactive measures. It cannot guarantee that no incident will ever occur.

That is why schools need both:

Paano natin mababawasan ang possibility na mangyari?

Kung nangyari na, paano tayo tutugon nang tama, mabilis, safe, at rights-based?

DO 006 establishes both approaches precisely because learner protection requires action before and after an incident.

𝟳. 𝙒𝙝𝙖𝙩 𝙢𝙖𝙠𝙚𝙨 𝙖 𝙜𝙤𝙤𝙙 𝙨𝙘𝙝𝙤𝙤𝙡 𝙇𝙍𝙋 𝙨𝙮𝙨𝙩𝙚𝙢?
Hindi lang maraming activities. Ang mas mahalaga ay may system that works.

May clear protocols
May informed personnel
May accessible reporting mechanisms
May defined roles
May referral pathways
May appropriate interventions
May documentation and confidentiality
May monitoring and follow-through
May coordination with parents and appropriate agencies when necessary

Hindi sapat na may policy. Dapat alam ng tao. Hindi sapat na alam ng tao. Dapat gumagana ang sistema.

LRP is not only about responding to cases.
It is about building a school culture where:

We respond when harm occurs.
We support those affected.
