Re-orientation of the Functions, Duties, Responsibilities and Accountabilities as Accountable Officers

Honorable Governor Vincenzo Renato Luigi R. Villafuerte initiated the call to re-orient all Collecting and Disbursing Officers of the Provincial Government of Camarines Sur, pursuant to Section 181 (A) of the Government Accounting and Auditing Manual, which emphasizes the need to orient and brief accountable officers before the actual discharge of their duties.

As a response to this call, the Provincial Internal Audit Office (PIAO) took part as facilitators of the “Re-orientation of the Functions, Duties, Responsibilities and Accountabilities as Collecting and Disbursing Officers” conducted last 23 September 2022 at Villa Del Rey Function Hall.

Said re-orientation aimed to review and update the collecting and disbursing officers on existing and latest laws, provisions, policies, rules, and regulations pertinent to their capacities as accountable officers which will help them be more aware of the proper discharge of their functions, duties, responsibilities and accountabilities, which, could greatly contribute in mitigating and addressing the recurring observations and findings noted by the Commission on Audit.

The event was actively participated in by a total of 52 Collecting and Disbursing Officers of various departments/offices of the Provincial Government, who did not hesitate to raise questions and clarifications relative to their respective functions. Big thanks to the Provincial Treasurer’s Office who coordinated with them to attend and participate.

Moving forward, PIAO will continue to extend its support and assistance by giving guidance, information and recommendations needed by the accountable officers. At the end of the day, we must be one in ensuring that faithful adherence to any laws, rules and regulations are observed and administered in the Province.

2022 PIAO CAPDEV FOR RECONDITIONING MIND AND BODY

After two years of hiatus on group activities due to the pandemic caused by Covid-19, a two-day capacity development activity was organized by the Provincial Internal Audit Office (PIAO) on June 17-18, 2022 at JoeNor Getaway Farm and Resort, Brgy. Homestead, Siruma, Camarines Sur with the theme: “Together Everyone Achieves More”. The main objective of the activity was to provide a venue for PIAO employees to foster creativity and learning, improve communication and increase collaboration among them.

On the first day of the capacity development activity, the organizers presented a video discussion demonstrating how to cope with mental stress amidst the Covid-19 pandemic. Some of the helpful tips discussed are (a) taking a break from social media, (b) eating healthy and doing some exercises, (c) meditating, (d) talking with people, and (e) recognizing oneself when help is needed. The afternoon session of the activity was dedicated to discussions regarding COA Circular Updates and Useful Shortcuts in Microsoft Excel.

On the second day of the activity, tips on effective meditation that can be done anytime to lessen stress, reduce negative emotions and increase self-awareness have been discussed. All of the participants actively joined in exercising the meditation steps.

The employees did not waste the chance to explore the beauty of Siruma after the capacity development sessions. Several recreational activities such as swimming, walking and just appreciating the seaside were enjoyed by the participants.

Before restoration, everyone was handed an evaluation/survey form to rate the overall performance of the event and give their suggestion/recommendation, if any, to the organizers.

PIAO JOINED THE TRIBUTE TO LUIS R. VILLAFUERTE, SR. (LRV)

Earlier this 13th of September 2021, the Provincial Internal Audit Office joined with the other employees and officials of the Provincial Government of Camarines Sur in a tribute held during the flag raising ceremony in front of the Monolith at Capitol Complex, Cadlan, Pili, Camarines Sur in commemoration of the late Luis R. Villafuerte Sr. (LRV).

LRV being a genuine public servant and a prominent leader for over 40 years, his contributions and achievements will continue to inspire future generations specially the young leaders to come. His legacy will always be remembered.
