📢 CPDO Holds Online Workshop for 2027 AIP Formulation

The City Planning and Development Office (CPDO) successfully conducted an Online Consultation Workshop on the Formulation of the 2027 Annual Investment Program (AIP) on April 14, 2026, bringing together key stakeholders in the city’s development planning.

Representatives from various City Departments and Offices and Civil Society Organizations (CSOs) actively participated in the activity, reinforcing the city’s commitment to inclusive, participatory, and transparent planning.

The workshop was facilitated by the Planning, Investment Programming & Policy Formulation Division, with Acting City Planning and Development Coordinator, Engr. Ardines C. Cabrera, presenting the rationale, objectives, and formulation process of the AIP. He also introduced the new AIP template and provided guidance to ensure a more efficient and standardized approach to investment programming.

This initiative marks another step forward in strengthening evidence-based decision-making and strategic prioritization, as the city prepares its programs, projects, and activities for Fiscal Year 2027.

UPDATE | Committee on People’s Organization (CPO) Oath-Taking Ceremony

On April 6, 2026, the Committee on People’s Organization (CPO) successfully conducted its Oath-Taking Ceremony, bringing together newly elected officers and representatives from twenty-two (22) sectors. The ceremony marked their formal commitment to serve as active partners of the Local Government Unit (LGU) in advancing participatory and inclusive governance.

The officers and representatives took their oath before City Mayor Rolando A. Uy, signifying their readiness to uphold their roles in representing their respective sectors.

As accredited Civil Society Organization (CSO) representatives, they will play a vital role in bridging communities and the city government, ensuring that sectoral voices, needs, and aspirations are reflected in local planning, policy-making, and program implementation.

The twenty-two (22) sectors represented include: Youth and Students; Women; Senior Citizens; Farmers and Landless; Artisanal Fisherfolk; Urban Poor; Informal Settlers; Victims of Calamities; Labor and Migrant Workers; Persons with Disabilities; Children; Cooperatives; Non-Government Organizations (NGOs); Business Sector; LGBTQ+; Professionals; Transportation; Religious Groups; Health Workers; Academe; and Homeowners’ Associations.

The activity was spearheaded by the City Planning and Development Office (CPDO), in coordination with the CSO Desk, reinforcing strong collaboration and sustained partnerships between the LGU and civil society to strengthen community engagement and support sustainable development in the city.

📍 CDC Executive Committee Meeting | March 12, 2026

The City Development Council (CDC) Executive Committee Meeting was successfully conducted on March 12, 2026, at the City Planning and Development Office (CPDO) Conference Room.

The meeting was presided over by Engr. Ardines C. Cabrera, Acting City Planning and Development Coordinator. In attendance were CDC ExCom members, including Hon. Yan Lam S. Lim, Chairman of the Committees on Barangay Affairs, Economic Enterprises, and Finance, Budget & Appropriations; a representative from the office of Hon. Marlo L. Tabac, Committee on Barangay Affairs; Balay Mindanaw, the Office of the City Budget Officer, COCPO, and the Police Regional Office 10 (PRO-X).

During the meeting, COCPO and PRO-X presented their proposed infrastructure projects, which were discussed and reviewed by the Committee. The CDC Executive Committee likewise endorsed several proposals to the Regional Development Council X.

This collaborative engagement reflects the City Government’s continued commitment to strengthening coordination among stakeholders and advancing programs that support the city’s development priorities and public safety initiatives.

CPDO Participates in CDRRMC 1st Quarter Meeting

On March 10, 2026, the City Planning and Development Office (CPDO) actively participated in the 1st Quarter Meeting of the City Disaster Risk Reduction and Management Council (CDRRMC), held at the Chali Beach and Conference Center in Cugman, Cagayan de Oro.

Presided over by Acting City Planning and Development Coordinator Engr. Ardines C. Cabrera, EnP, the meeting was attended by representatives from various local government offices, the academe, private sector, and other organizations, fostering a collaborative approach to disaster risk reduction and management.

Discussions focused on the four thematic areas of the city’s disaster management program: Disaster Prevention and Mitigation, Disaster Preparedness, Disaster Response and Early Recovery, and Disaster Rehabilitation and Recovery.

CPDO’s active participation highlights its role in providing technical input and supporting initiatives to enhance the city’s resilience and preparedness against disasters.

📌 CPDO Leads Alignment Meeting on Public Safety Programs under POPS

The City Planning and Development Office (CPDO) spearheaded an alignment meeting with the City Budget Office to discuss the actual allocation of funds for public safety Programs, Projects, Policies, Services, and Activities (PPPSAs) under the Peace and Order and Public Safety (POPS) Plan of Cagayan de Oro City for the 2026–2028 planning period. The activity aimed to ensure that the PPPSAs proposed by the POPS Plan Technical Working Group (TWG) are fully aligned with the funding provisions reflected in the Calendar Year 2026 Annual Budget.

As the lead office in integrating planning and budgeting processes, the CPDO facilitated a thorough review of proposed public safety interventions, emphasizing the alignment of strategic priorities with available fiscal resources. The discussion focused on clarifying budgetary requirements, rationalizing program costs, and strengthening the linkage between the POPS Plan and the city’s annual investment and budget framework to ensure effective implementation of peace and order and public safety initiatives.

The meeting was led by Ms. Jo May P. Lago, CPDO–PDSMRCD Team Leader, together with Ms. Novah Cherry Mae I. Atay, POPS Plan Focal Person, and Ms. Mari-Jean P. Edrote.

The engagement underscored CPDO’s pivotal role in steering inter-office coordination and advancing a well-funded, coherent, and sustainable public safety agenda for Cagayan de Oro City.

📌 Coordination Meeting on the Proposed Master Development Plan for PRO-10

On March 3, 2026, the City Planning and Development Office (CPDO) held a coordination meeting at the CPDO Conference Room to discuss the proposed Comprehensive Master Development Plan and its corresponding budgetary requirements for Police Regional Office 10, strategically located at Camp General Nicolas Capistrano in Gusa, Cagayan de Oro City.

Representing CPDO were Engr. Jeo V. Valerio, Division Head of the Project Monitoring and Evaluation Division (PMED), together with Engr. Kraven Adroit B. Nagac and Ms. Donna Alma B. Lustre. The meeting was likewise attended by representatives from the Cagayan de Oro City Police Office (COCPO), the City Engineering Office (CEO), the City Budget Office (CBO), and Philippine National Police – Region 10.

The meeting provided a venue to ensure that the proposed development initiatives are aligned with the city’s planning priorities, infrastructure standards, and fiscal framework. Emphasis was placed on promoting coordinated, sustainable, and forward-looking improvements that will further strengthen public service delivery and public safety in Cagayan de Oro City.

CPDO Participates in Annual Review of Local Development Plan for Children

The City Planning and Development Office (CPDO), represented by Ms. Jo May P. Lago, LPT, Team Leader of the Project Development Division – Social Sector, and Mariel V. Con-ogan, co-focal person for CCPC, took part in the Annual Program Implementation Review (PIR) of the Local Development Plan for Children (LDPC) of the City Council for the Protection of Children, held on February 25–27, 2026, at JETS Mountain View Resort.

This three-day activity brought together Council members and partner agencies to evaluate the Year 1 implementation of the LDPC, review progress on targets under the Results and Resources Framework (RRF), and identify gaps, lessons learned, and recommendations for enhancing the plan.

During the workshop sessions, CPDO facilitated the review of physical targets versus accomplishments, consolidated gains and challenges for each outcome area, and assisted in formulating actionable recommendations to strengthen program implementation.

The event served as a vital platform for collaborative assessment, policy and program alignment, and updating of the RRF and Annual Work and Financial Plan, ensuring a more responsive and results-oriented delivery of programs for the children of Cagayan de Oro City.

CPDO Update | CPDO Participates in RDC–EDC 1st Quarter 2026 Meeting & FY 2027 Budget Review

The City Planning and Development Office participated in the RDC–Economic Development Committee (EDC) First Quarter 2026 Meeting cm Review of the FY 2027 Regional Budget Proposals of Economic Development Sector Agencies on 24 February 2026 at N Hotel.

Representing City Mayor Rolando A. Uy, Acting City Planning and Development Coordinator Engr. Ardines C. Cabrera, together with Mr. Michael Anthony E. Cabana, Jr., joined the review of regional budget proposals. Member agencies presented their FY 2027 programs and budget proposals, while the Committee provided inputs and suggestions to ensure these plans aligned with regional development goals.

In line with Cagayan de Oro City’s commitment to building a healthier and more resilient community, Ms. Jo May P. Lago and Ms. Kate B. Mistula of the City Planning and Development Office (CPDO), serving as members of the Technical Working Group (TWG) for “Himsog nga Kagay-anon Para sa Syudad nga Lig-on,” actively took part in the deliberation of results for barangays that qualified for the Level 2 assessment.

Held on February 24, 2026, at Limketkai Luxe Hotel, the activity underscored the City’s continued efforts to uphold evidence-based evaluation, strengthen inter-office collaboration, and advance programs that promote the overall well-being of every Kagay-anon.

Through initiatives such as this, the City Government reaffirms its dedication to fostering strong, healthy, and empowered communities across Cagayan de Oro.
