LOOK | DSWD 10, through its Risk Resiliency Program, conducts payouts to Project LAWA at BINHI partner-beneficiaries in Baroy, Pantar, and Linamon, Lanao del Norte.

The project engages partner-beneficiaries in community work that responds to urgent concerns such as limited water access, food insecurity, and the growing effects of climate change.

Through cash-for-work and training activities, beneficiaries help establish water impounding facilities and communal vegetable and fruit gardens, turning their labor into practical support for their families and communities.

DSWD 10 continues to work with local government units and partner-beneficiaries to strengthen community resilience and sustain local food security efforts.

The Sustainable Livelihood Program joined the Kadiwa ng Pangulo held on June 1 to 2, 2026, at Valencia National High School in Valencia City, Bukidnon.

The product display involved one SLP individual participant and three SLP associations, which recorded โ‚ฑ6,990 in total sales during the activity.

Products sold included peanuts, calamansi concentrate, mushrooms, soft brooms, accessories, and eggs in different sizes.

Kadiwa ng Pangulo served as a venue for SLP participants and associations to display and sell their products directly to buyers, helping promote community-based livelihood products in the local market.

Power to the people, by the people. โœŠ

Over the last decade (2015โ€“2025), a total of 62,566 ordinary citizens stepped up to become community volunteers under the Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS). They didn't just participate, they took the lead.

KALAHI-CIDSS upgrades the traditional Filipino spirit of bayanihan into real grassroots empowerment:

The Department of Social Welfare and Development Field Office X (DSWD-10), through its Supplementary Feeding Program (SFP), has begun the simultaneous delivery of food items across Northern Mindanao from June 1โ€“3 and June 8โ€“10, 2026, marking the start of the programโ€™s CY 2026 implementation.

This year, the program has been expanded from 120 feeding days to 180 feeding days following the approval of an additional 60 days of feeding. A total of 153,514 children enrolled in Child Development Centers (CDCs) and Supervised Neighborhood Play (SNP) across the region will benefit from the program, with a feeding budget of P25.00 per child per day.

To ensure uninterrupted nutrition support throughout the six-month implementation, Child Development Workers (CDWs) receive food supplies sufficient for 15 feeding days per delivery cycle, with allocations based on the number of enrolled beneficiaries. Deliveries are scheduled every three weeks and will continue until November 18, 2026.

In addition to food items for weekday hot meals, CDCs and SNPs also receive NutriCombo packs or alternative meals intended for weekend consumption. This intervention aims to sustain childrenโ€™s nutritional intake beyond regular feeding days and prevent gaps in nutrition provision.

The food items distributed under the program are based on the approved cycle menu developed during the menu planning activity conducted last year in collaboration with local social welfare and development officers. The menu was carefully designed considering childrenโ€™s food preferences, nutritional requirements, and the availability of affordable and locally accessible ingredients within their communities.

To ensure food quality and compliance with program standards, all food items underwent inspection by DSWD-10 field staff prior to distribution. Upon delivery, CDWs also conducted their own verification and inspection before officially accepting the supplies.

Expressing her appreciation for the expanded feeding period, Child Development Worker Mary Jane C. Talictic shared, โ€œMalipayon ko nga na extend siya kay ang mga kabataan labi na sa mga underweight, makarecover gyud โ€ฆ Excited pud ang mga bata nga naa silay makaon everyday. Dako pud siyaโ€™g tabang sa mga kabataan nga walang wala pud ang mga ginikanan. Matagaan gyud sila og kanang suporta sa ilang pagkaon.โ€

[I am happy that the program has been extended because the children, especially those who are underweight, can truly recover. The children are also excited because they have something to eat every day. It is a big help to those whose parents have very limited means. Through this program, they are truly given support for their daily food and nutrition needs.]

Through the Supplementary Feeding Program, DSWD-10 continues to strengthen its commitment to addressing child malnutrition by ensuring the timely provision of nutritious meals and supporting the healthy growth and development of young children across Northern Mindanao.

Manuel Jade C. Pagatpat started his life amid severe hardship in Tubod, Lanao del Norte.

His family lived with his grandparents, where no one in their lineage finished their studies.

His grandparents made a living solely by gathering copra from leased land, and when it was not copra season, they had no income.

His father worked as a construction laborer, and his mother is a traditional hilot for those who have bone dislocation to earn money.

Then, the Pantawid Pamilya Pilipino Program (4Ps) placed their family under the program., offering great help for them.

In 2011, Manuel became a monitored child under his grandmotherโ€™s household.

The program provided significant support for his schooling, allowing them to buy supplies, provide pocket money, and pay for transportation.

His parents constantly advised him: โ€œYour diploma is truly the only wealth we can leave you."

Manuel saw life's difficulties, so he diligently pursued his education.

Through his determination, he completed his Bachelor of Science in Social Work in 2018 at North Central Mindanao College as a Commission on Higher Education's scholar.

In the same year, he passed the Social Work Licensure Examination.

After becoming a licensed social worker, he paid back to his family, by helping them.

Manuel Jade validates that 4Ps Beneficiaries are not lazy.

The program supports children's nutrition and schooling, and its biggest objective breaks the cycle of poverty.

Today, he serves as a Municipal Link for DSWD Field Office X, assigned in Opol, Misamis Oriental.

He returns to serve the Department that once helped him and provides added inspiration to new Program Beneficiaries: โ€œIf we can do it, you can do it tooโ€.

In 2024, he won the Mr. DSWD-X 2024 pageant, citing his self-confidence to overcome anything.

He thanks the Department of Social Welfare and Development and the Pantawid Pamilya Pilipino Program, and hopes the program helps many more people like him who merely dreamed before.

The Community-Driven Development (CDD) Bill secured the endorsement of the Social Development Committee of the Regional Development Council of Northern Mindanao (RDC-X SDC) during its second quarter meeting yesterday.

The proposed measure mandates National Government Agencies and Local Government Units to adopt the CDD approach in the implementation of community-based development programs.

Championed by the Kapit-Bisig Laban sa Kahirapanโ€“Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS), the CDD approach empowers poor communities by giving them greater control over development planning, decision-making, and resource management.

In endorsing the bill, the RDC-X SDC provided several recommendations, including clarifying the extent of the law's coverage, expanding the role of the proposed advisory council, streamlining institutional arrangements, strengthening provisions on development outcomes, and incorporating measures on financing, capacity building, and institutional support.

"We have supported the 4Ps program in its institutionalization before, and we are also supporting this CDD Bill," said Regional Director Myla Faye Aurora B. Cariรฑo, CESO III of the Department of Economy, Planning, and Development X.

Cariรฑo also underscored the importance of strengthening the institutional structure of the Department of Social Welfare and Development (DSWD), including the establishment of plantilla positions that will support the long-term implementation of its institutionalized programs.

The CDD Bill is currently under deliberation by the Committee on Poverty Alleviation in the 20th Congress. In the House of Representatives, District Representative Maximo Y. Dalog Jr. of the Lone District of Mountain Province leads the bill's sponsorship, while Senator Erwin Tulfo serves as its principal sponsor in the Senate.

Following its endorsement by the RDC-X SDC, the proposed measure will be elevated to the full Regional Development Council for approval during its meeting on June 30.

Project LAWA at BINHI helps vulnerable communities address climate impacts, water scarcity, and food insecurity through cash-for-work and cash-for-training activities. Beneficiaries help build water impounding facilities and establish communal vegetable and fruit gardens.

Through the project, DSWD 10 continues to support community resilience, food security, and sustainable livelihood in Northern Mindanao.

As part of the ongoing four-day assessment and review of the Social Case Management Service (SCMS) implementation, the Peace and Development Buong Bansa Mapayapa - National Program Management Office (PDBBM-NPMO), alongside the PDBBM-RPMO of DSWD-10, successfully rolled out a series of field engagements and focus group discussions (FGDs) across the region.

On June 2, 2026, the joint team traveled to Maramag, Bukidnon to conduct a focus group discussion. This session served as a platform to actively listen to the experiences of our Friends Rescued (FRs) in the area, while gathering key operational insights from the local PDBBM Social Welfare Officers (SWO) IIIs and Case Managers assigned to the Province of Bukidnon.

Following this, on June 3, 2026, a comprehensive FGD and kumustahan session were held at the DSWD-10 Regional Office. The NPMO and RPMO engaged with another pool of regional SWO IIIs, Case Managers, and the PDBBM Information Technology Officer (ITO) to assess documentation practices, field experiences, and overall service delivery mechanisms.

A primary goal of these kumustahan and FGD activities is to directly listen to the firsthand concerns, insights, and valuable suggestions of both the Friends Rescued and the implementing field employees.
