There are many factors that affects the flow of releasing your passports.

First, it is printed in manila. The DFA main branch simultaneously receiving data from different cities in the Philippines. Sub-branches are tasks to audit the papers and submit names with care.

Second, all throughout Philippines the main office recieves thousands of applicants per week and the printing process needs to take time for durability and authentication of your passport.

Third is the shipping. We have the assurance of your passports to be delivered a hand with care. Sometimes, inevitable weathers and instances of incidents are engaged. Man cannot control everything.

Other factors are created itself internally and externally, from applicants to designated offices employees.

We in DFA 10 send our propfound apology to those who are affected of delays. Sorry is not enough. We know how disappointing on encountering such. However, we do our greatest to implement the best and most efficient way of servicing you all.
We all need change, change for the better not to worst. A better government. A better DFA. In your hands, the Philippines destined. On May 9, we should choose a leader to change this ineffective system and who eliminate alligators.

Please take note that there is an additional fee of P200.00 for a lost valid MRRP / MRP or P350.00 for a lost valid e-passport.

Please be advised that appointments during Saturdays will be considered express processing and will be charged P1,200.

Apply for your passport early, prepare requirements before the appointment date, non-OFW and Metro Manila-based applicants should secure an appointment when applying for a passport, those in provinces can apply at the nearest Regional Consular Office or during Mobile Passport Service (MPS), do not deal with fixers, avail of the passport delivery service & take good care of your passport. DFA CdO is temporarily not implementing the online appointment system. Applicants are strongly advice to come to DFA office ONLY on their scheduled date.
Applicant who does not come on his/her scheduled date forfeits his/her appointment and should re-apply for another appointment.
Applicants without an appointment on that date will not be facilitated.

Most recent expiring or expired passport

Bring original brown passport and photocopy of passport pages 1,2,3,4 and last page
Birth Certificate (BC) in Security Paper (SECPA) issued by the National Statistics Office (NSO) or Certified True Copy (CTC) of BC issued by the Local Civil Registrar (LCR) and duly authenticated by NSO, to determine complete middle name. Transcribed Birth Certificate from the LCR is required when entries in NSO Birth Certificate are blurred or unreadable.

Report of Birth duly authenticated by NSO if born abroad

Green Passport or passports issued after 01 May 1995:

Bring original green passport and photocopy of first and last page of passport

Machine Readable Passport (MRP) issued in the year 2007:

Bring original passport and photocopy of first and last page of passport

If divorced: Certified True Copy (CTC) of the Divorce Decree duly authenticated by the Philippine Embassy or Consulate where the divorce was obtained or by the concerned foreign diplomatic or consular mission in the Philippines. Original and CTC of Philippine Court recognition of foreign divorce decree must also be present and the NSO Marriage Contract with the annotation of the Divorce Decree.

For NSO Birth Certificate

Birth Certificate (BC) in Security Paper (SECPA) issued by the National Statistics Office (NSO) or Certified True Copy (CTC) of BC issued by the Local Civil Registrar duly authenticated by NSO depending on the NSO signatory.

In Case of No Birth Record

If born in or after 1950 (January 1, 1950 or after):

Apply for the delayed registration of birth at the local civil registry office located at the place of birth of applicant

Submit authenticated Birth Certificate from NSO and supporting public document/s upon the discretion of the processor or Consular Officer, with correct date and place of birth (i.e. Form 137, Voter’s Registration Record, Baptismal Certificate with readable dry seal or National Commission on Muslim Filipinos (NCMF) / Office on Muslim Affairs (OMA) Certificate with photo and readable dry seal for Muslim applicants).

If born before 1950 and below (December 31, 1949 and below):

Certificate of Non-Availability of Record from NSO

Notarized Joint Birth Affidavit of Two Disinterested Persons

Any public document/s with correct full name, date and place of birth (i.e. Baptismal Certificate with readable dry seal or NCMF / OMA Certificate with photo and readable dry seal for Muslim applicants)

Any mis-spelled and other problems regarding the BC should be corrected to avoid conflict.

DFA: ‘Technical’ problems cause delay in issuance of passports

MANILA, Philippines — There will be a delay in the issuance of passports due to a “technical problem”, the Department of Foreign Affairs (DFA) said in an advisory Saturday.The DFA said the glitch has resulted in a breakdown in passport production.”

The DFA, however, assured that it has addressed the problem and expected operations to normalize also this Saturday.

The DFA said “it would address the delays in passport issuance within the next three to four weeks as its personnel would work around the clock, even during holidays and weekends, to ensure that production backlogs are addressed in the soonest possible time.”

“The Department sincerely apologizes for the delays in passport issuance and the inconvenience that this has caused to our fellow Filipinos. The Department assures the public that it is taking all the necessary steps to ensure that passports are issued on time and appeals to the public for its kind understanding on this matter,” it said.
