The DILG Camarines Norte successfully conducted the BNEO Component 3: Sharpening the Saw โ Barangay Revenue Code Updating on March 9โ11, 2026, at Selfie Beach Resort, Capalonga, Camarines Norte, participated in by 23 barangays from the Municipality of Labo under the 7th batch out of 9 batches of the training series.
The three-day activity aimed to enhance barangay officials' capacity to update their Barangay Revenue Codes. It also sought to strengthen their knowledge of revenue-raising powers. The program ensured the proper computation of taxes, fees, and charges using the Bureau of Local Government Finance (BLGF) 's prescribed toolkit.
The activity formally opened with MLGOO Atty. Francisco B. Deocareza Jr., who welcomed the participants and emphasized the importance of strengthening barangay fiscal administration through updated and responsive revenue codes.
This was followed by a message from Cluster Head Shielame B. Villa, who encouraged the barangay officials to actively participate in the workshop, highlighting that efficient revenue generation is essential in delivering better services to the community.
The overview of the activity was presented by LGOO VI Vencer Krystian M. Guerrero, who discussed the objectives, expected outputs, and the importance of the training as part of the Barangay Newly Elected Officials (BNEO) Program.
In the afternoon session, BLGF Financial Analyst III Trisha L. Rodil-Sasota discussed the Revenue-Raising Powers of Barangays and the Salient Features of DILG-DOF Joint Memorandum Circular 2019-01, providing guidance on the legal bases for imposing taxes, fees, and charges.
This was followed by the Workshop on the Computation of Taxes, Fees, and Charges using the BLGF Toolkit, facilitated by Local Treasury Operations Officer III Joan Charlene L. Lopos, where participants were guided step-by-step in determining reasonable and compliant rates.
The second day continued the workshop on the computation of taxes, fees, and charges using the BLGF Toolkit, ensuring that each barangay could compute the appropriate rates in accordance with the prescribed standards.
A comprehensive review of the proposed Barangay Revenue Codes of the participating barangays was conducted, led by LGOO VI Vencer Krystian M. Guerrero. Participants also worked on packaging the Revised Barangay Tax Ordinance with the guidance of their respective facilitators from the DILG Provincial Office, incorporating the computed taxes, fees, and charges using the BLGF Toolkit, as part of the required training output.
On the third day, MLGOO Atty. Francisco B. Deocareza Jr. discussed the Legislative Procedures and Requirements for the Enactment, Approval, and Implementation of Tax Ordinances, guiding barangay officials on the proper process to ensure that their revenue codes are legally enforceable.
The session on the Inclusion of Barangay Business Clearance in the eLGU System was delivered by DICT Provincial Officer Maria Peรฑafrancia L. Nepomuceno, followed by a walk-through of the eLGU system facilitated by PDO II John Vincent B. Macha of DICT.
During the closing program, Liga ng mga Barangay President Reymon Samonte expressed his gratitude to the DILG, DICT, and BLGF for conducting the activity, noting that the training provided practical knowledge that will greatly help barangays improve their revenue generation.
Vice Mayor Alvin Bardon highlighted the importance of having an updated and responsive Barangay Revenue Code, emphasizing that proper revenue collection enables barangays to deliver better programs and services to their constituents.
In her closing message, Provincial Director Melody A. Relucio, CESO V, underscored that barangays must ensure the imposition of reasonable and commensurate fees and charges to deliver more efficient, higher-quality services. She reminded participants that sound fiscal management is a key component of effective local governance.
The activity concluded with the successful completion of the revised revenue codes of the participating barangays. This marks another milestone in strengthening barangay governance in the Province of Camarines Norte. The accomplishment reflects the barangays' commitment to continuous improvement. It highlights the significance of capacity-building initiatives in promoting transparent and effective local fiscal administration.
