The Municipality of Carigara, through its Local Youth Development Office, received a Certificate of Commendation from the DILG Leyte Provincial Office for passing the Youth Development Governance Area of the 2025 Regional Champions for Good Local Governance.

Underlining the aim of JCI to create positive impact, Regional Vice President Cyril Ignacio explained the nitty-gritty about the organization and the boundless opportunity it offers for Carigara.

Hon. Eduardo T. Ong Jr., Municipal Mayor, graced the activity with his presence and affirmed his commitment to providing support to JCI Carigara.

Carigara, Leyte—With the principal aim of augmenting youth's knowledge on the fundamentals of Science and Mathematics, LYDC held another Oplan Tuklas Kaalaman to more or less 30 participants from Barangay Binibihan.

Merriel N. Pamanian, a Certified Public Accountant, has provided a thorough discussion on the concept of simple interest. Capacitating the youth on this practical topic would allow them to make wiser decisions on their finances.

Further, Aaron James Batalla, a Nursing student, clearly elucidated the basic functions of organ systems, instilling among our youth the interrelatedness and interconnection of human organs.

The Local Youth Development Office would like to extend its profound gratitude to Hon. Eduardo T. Ong Jr., Municipal Mayor, and Hon. Daniel N. Ariaso Jr., for their invaluable support for the success of this initiative.

The Local Youth Development Council, under the leadership of Hon. Daniel N. Ariaso Jr., convened a hybrid regular meeting to formally introduce the newly appointed officers from YORP Registered Organizations and deliberate on the Projects, Programs, and Activities (PPAs) for the third and fourth quarters of the year, at Carigara Teen Center on June 26, 2025. |𝘃𝗶𝗮 𝗟𝗬𝗗𝗢 𝗣𝘂𝗯𝗹𝗶𝗰𝗮𝘁𝗶𝗼𝗻 𝗖𝗼𝗺𝗺𝗶𝘁𝘁𝗲𝗲

Nineteen percent of Kalgaran-on youth are currently out of school, while 81% remain in school. Among those out-of-school, 62% are male and 38% are female. This is based on the data released by the Population Commission of the Municipality for the year 2024.

Some barangays have high OSY rates, with Nauguisan (56.6%), West Visoria (40.5%), and Caghalo (38%) topping the list. On the other hand, barangays like Rizal (1.47%), Tagak (2.43%), and Sawang (2.55%) show encouragingly low OSY rates.

The Sangguniang Bayan of Carigara headed by Municipal Vice Mayor Hon. Jimmy Camposano cemented its unwavering commitment towards youth holistic welfare and development through the approval of the Comprehensive Youth Welfare and Development Code principally authored by SK Federation President Hon. Daniel N. Ariaso Jr.

Anchored on the Philippine Constitution, RA 8044, RA 10742, and other national policies, this ordinance aims to cultivate a youth sector that is physically healthy, morally upright, intellectually capable, and socially responsible. It institutionalizes programs like Kabataan Kontra Krimen, Droga, at Terorismo (KK2DAT) and mandates the creation of Barangay Youth Development Councils (BYDC), ensuring inclusive and multi-sectoral youth participation in governance.

The Code recognizes the youth's civil, political, economic, social, cultural, and environmental rights—addressing discrimination, sexual exploitation, hazing, while promoting their access to education, healthcare, employment, entrepreneurship, and mental health support. It affirms the youth’s right to meaningful participation in decision-making and public affairs, guaranteeing spaces for expression, representation, and the exercise of suffrage.

The ordinance also provides fund allocation -to be determined by the Local Chief Executive- for the operation and maintenance of Carigara Teen Center.

At its core, the Code envisions a future where the youth are not merely recipients of services, but an active shaper of holistic, youth and adolescent development. |𝘃𝗶𝗮 𝗟𝗬𝗗𝗢 𝗣𝘂𝗯𝗹𝗶𝗰𝗮𝘁𝗶𝗼𝗻 𝗖𝗼𝗺𝗺𝗶𝘁𝘁𝗲𝗲
