PROPOSED SCHEDULE OF MARKET VALUES
OF THE PROVINCE OF CATANDUANES

The Provincial Government of Catanduanes thru the Provincial Assessor’s Office together with the eleven (11) Municipal Assessor’s Offices invites all real property owners, taxpayers, and interested sectors of society to attend the Public Consultation on the Proposed Schedule of Market Values for the Province of Catanduanes, in accordance with Republic Act No. 12001, otherwise known as the Real Property Valuation and Assessment Reform Act (RPVARA).

This public consultation is being conducted to inform and explain to the public the Proposed Schedule of Market Values (SMV) of the province, to enhance their understanding of its purpose and implications on real property valuation, and to provide everyone the opportunity to express their questions, comments, and suggestions as part of an open and participatory process.
Your participation is important to ensure a fair, transparent, and equitable system of property valuation and assessment, in accordance with the existing standards and policies of the Department of Finance.

Simplehan ta lang po...

Ano ang Tax Declaration?
• Opisyal na dokumento mula sa Local Government Unit (LGU) na nagsasaad kung sino ang may-ari ng lupa at kung magkano ang buwis (real property tax) na dapat bayaran.
• Hindi ito katumbas ng titulo, kaya hindi pa ito legal proof ng full ownership sa mata ng batas.
• Ginagamit ito para sa pagbabayad ng buwis, loans, at iba pang government transactions.

Papel ng Tax Declaration
1. Proof of possession/use – Ipinapakita na ikaw ang gumagamit o may hawak ng lupa.
2. Basehan sa buwis – Dito tinatantiya ang value ng lupa at bahay para sa real property tax (Amilyar).
3. Simula ng proseso para sa titulo – Para magkaroon ng TCT/OCT, kadalasan kailangan mo munang may tax dec sa pangalan mo.

Limitasyon
• Hindi pa ito absolute proof of ownership.
• Hindi puwede direktang gamitin para magbenta o mag-transfer ng lupa kung walang titulo.
• Puwede may conflict kung may ibang nag-claim ng lupa, dahil ang titulo pa rin ang pinakamataas na legal proof.

Simpleng analogy
• Tax Declaration = Receipts ng bayad sa buwis
• Title = Official ownership certificate

Parang, ang tax dec ay “patunay na binabayaran mo ang lupa,” pero ang titulo ang “patunay na sa’yo talaga ang lupa.”

Pasabot sa mga kagsadiri ning daga...

Bago matransfer ang tax declaration, mag iinpect po ang taga assessor's office para icheck ang property at kapag nakita nilang merong mga undeclared improvements, bibigyan kayo ng assessment for 10 years back taxes kung first time declaration.
