In line with the provincial government's commitment to creating an inclusive, barrier-free environment for all citizens, the Provincial General Services Office (PGSO) is leading the extension and improvement of the Persons with Disabilities (PWD) access ramp at the Capitol grounds. This infrastructure initiative aims to provide safer, smoother, and more convenient mobility for PWDs, senior citizens, and visitors transacting business at government offices.

On-site construction includes concrete breaking, laying heavy-duty steel wire mesh reinforcement, and precision paving to achieve a smooth, slip-resistant slope compliant with accessibility standards. Positioned strategically beside marked non-parking access zones and equipped with perimeter handrails, the upgraded ramp ensures clear and direct passage straight to building entrances.

By actively removing physical barriers in public facilities, the PGSO continues to ensure that Capitol services remain fully welcoming, safe, and accessible to every member of the community. Works are progressing efficiently under protective shelters to guarantee proper concrete curing and long-term durability.

The Provincial General Services Office (PGSO) continues to attend to the maintenance and repair needs of the Capitol Grounds and various PGNS offices.

Among the activities conducted were the fabrication of a signboard for the Capitol Grounds, replacement of door k***s at Kwarto ni Neneng, repair works at the Provincial Social Welfare and Development Office (PSWDO), and other necessary repairs in different Capitol offices.

These maintenance activities are part of the regular work of PGSO in keeping government facilities in good condition and addressing the needs of different offices. Through these efforts, the office helps ensure that the Capitol remains functional, orderly, and conducive for daily government operations.

The PGSO team continues to provide maintenance and repair services as needed, supporting the smooth operation of the different offices and services of the Provincial Government of Northern Samar.

Demonstrating its continuing commitment to preserving government infrastructure and ensuring the safety and functionality of public facilities, the Government Facilities Maintenance Division (GFMD) of the Provincial General Services Office (PGSO) is currently undertaking the rehabilitation of the Old Capitol Complex.

The ongoing maintenance works cover the Old Provincial Capitol Building, the PGNS Warehouse, the temporary Provincial Library, and other government offices within the compound. The project includes the repair and replacement of damaged ceiling components, rehabilitation of deteriorated roofing materials and structural members, and other necessary maintenance interventions to address the effects of aging and prolonged exposure to the elements.

Every successful infrastructure project begins with sound planning. While the Planning, Designing, and Engineering Solutions Unit develops the technical plans, specifications, and implementation strategies, it is the expertise and craftsmanship of PGSO's talented skilled workers that bring these plans to life. Under the supervision of Engr. Christian Siervo, Engr. Romanze de Leon, and Engr. Ronald Gelera, the team continues to carry out the rehabilitation works with precision, efficiency, and a steadfast commitment to quality.

The project is further strengthened through the close collaboration of Asset, Risk, and Financial Management Division Chief Gerald Asuncion, whose office ensures the timely provision of the materials, supplies, and logistical requirements essential to sustaining the uninterrupted progress of the rehabilitation activities. This seamless coordination among the planning, implementation, and resource management teams reflects PGSO's integrated and results-driven approach to public service.

As the rehabilitation progresses, the Provincial General Services Office remains committed to safeguarding government assets, extending the service life of public facilities, and creating workspaces that are safe, functional, and conducive to efficient public service delivery. Proper planning and coordination are essential to the successful implementation of every government infrastructure project. Following the issuance of the Notice to Proceed (NTP) on July 2, 2026, the Provincial General Services Office (PGSO) conducted a pre-construction meeting at the PGSO Conference Room for the Construction of Kauswagan Village โ€“ Phase II in Barangay Cablangan, Mondragon, Northern Samar. The pre-construction activity was held on July 13, 2026. The project is targeted for completion in November 2026.

The meeting brought together PGSO Engineers and representatives from The Tuscan Structures & Supply to discuss the project's scope of work, implementation schedule, technical requirements, safety measures, and the responsibilities of each party. This coordination ensures that all project activities will be carried out efficiently, in accordance with government standards, and within the approved timeline.

The activity was led by Engr. Joel Solarta, together with Project Engineer Engr. Nelou Phua and Project-in-Charge Engr. Janneth Balleta and Engr. Jun Woodrow Canastillo. Through collaborative planning and open discussion, the team addressed key implementation concerns and reaffirmed its commitment to delivering a quality infrastructure project that will benefit the residents of Barangay Cablangan, particularly the former rebels who have returned to the fold of the law and are among the intended beneficiaries of the Kauswagan Village project.

Proper inventory and inspection of government assets play a vital role in promoting transparency, accountability, and efficient public service. From July 13โ€“17, 2026, personnel of the Provincial General Services Office (PGSO) spearheaded the inventory and inspection of provincial properties at Allen District Hospital (ADH), Allen, Northern Samar, as well as in Barangay Kinabranan and Barangay Cabacungan.

The activity covered the inventory of hospital infrastructure, buildings, operating room (OR) equipment, and other provincial assets to ensure accurate documentation, proper accountability, and effective asset management. The inspection also extended to provincial properties located in the two barangays, reaffirming the Provincial Government's commitment to safeguarding public resources and ensuring they remain functional and beneficial to the communities they serve.

The inventory included a comprehensive accounting and verification of Property, Plant, and Equipment (PPEs) such as medical equipment, Information and Communications Technology (ICT) equipment, office furniture and fixtures, office equipment, appliances, machinery, motor vehicles, and other accountable provincial properties. This thorough validation helps maintain accurate property records, identify the condition and status of assets, and support informed planning for maintenance, repair, replacement, and disposal.

The activity was conducted in coordination with Dr. Joseph Cary O. Tomada, Chief of Hospital, and Jefferson J. Jamorlin, Administrative Officer of Allen District Hospital, whose support and cooperation contributed to the successful conduct of the inventory and inspection.

Every repaired roof, repainted ceiling, and re-tiled floor is a results from a team working with a purpose. Since June 8, 2026, the Provincial General Services Office (PGSO) continues its commitment to service through the ongoing inspection for the Repair and Improvement of San Antonio District Hospital in San Antonio, Northern Samar. It covers roofing, ceiling repainting, CR fixture repairs, strengthening septic systems, launching chamber, retiling, and enhancements in the Nurse Station and Walkway Shed. This ongoing project is more than construction but it is about creating a safer, stronger, and more welcoming space for patients and health workers.

Present during the inspection were PGSO Engineers together with San Antonio District Hospital personnel, led by Project Engineer Wilson Genoguin, with Project-in-Charge Engr. Marielle Giray and Engr. Andro Irinco. Their leadership and teamwork ensure that every improvement is carried out with dedication and care for the community.

PGSO remains steadfast in serving beyond structures to make sure that each repair and enhancement becomes a foundation for better health services and brighter futures for Nortehanons.

Recently, the Procurement Team of the Provincial General Services Office (PGSO), together with representatives from the Northern Samar Provincial Hospital (NSPH) and the Provincial Planning and Development Office (PPDO), participated in the Government Procurement Policy Boardโ€™s (GPPB) ProcureSmart LIVE: Market Scoping Session.

The webinar was conducted to strengthen the capacity of procuring entities and end-users in implementing market scoping under the New Government Procurement Act (NGPA), or Republic Act No. 12009. As required by the law, a comprehensive Market Scoping Report must now be prepared and attached to the Project Procurement Management Plan (PPMP) before any procurement activity may commence.

By participating in this learning opportunity, PGSO, along with the participating provincial offices, continues to strengthen procurement planning practices and ensure compliance with the NGPA. In support of the Provincial Government of Northern Samar's commitment to improving public healthcare facilities, the Provincial General Services Office (PGSO), through its Engineering and Architectural Team led by Arch. Edzel Jomao-as, together with Project-in-Charge Engr. Catarina Tenepere, and the personnel of Allen District Hospital, conducted a site inspection for the ongoing Repair/Improvement of Allen District Hospital located in Barangay Kinabranan II, Allen, Northern Samar.

Following the issuance of the Notice to Proceed on June 5, 2026, with project implementation commencing on June 8, 2026, the inspection was undertaken to monitor the progress of the project and assess the condition of key support facilities, including the Placenta Pit for the safe disposal of placentas and other biological waste after childbirth, the Sharp Pit for the proper disposal of used needles, syringes, scalpel blades, and other sharp medical instruments, the Ambulance Shed that provides protection and readiness for emergency response vehicles, and the Laundry Building, an essential hospital facility that supports sanitation, infection control, and the efficient operation of healthcare services.

The inspection enabled the technical team to evaluate the ongoing works, verify compliance with project requirements, and identify any necessary interventions to ensure that the improvements are implemented according to engineering standards. Through collaborative field monitoring and technical assessment, the Provincial Government of Northern Samar continues to deliver responsive and quality infrastructure projects that strengthen healthcare services and promote the welfare of Nortehanons.

As part of the governmentโ€™s reintegration and peacebuilding efforts for former members of armed groups, engineers from the Provincial General Services Officeโ€”Engr. Joel Solarta, Engr. Andrew Irinco, and Engr. Allan Batallerโ€”provided technical assistance and support to the Kauswagan Village housing initiative led by the Provincial Government of Northern Samar, in coordination with the Provincial Social Welfare and Development Office and partner agencies through Task Force Balik Loob and other social integration programs.

On June 24, 2026, an updated housing design proposal was presented to 34 qualified beneficiaries of Kauswagan Village in Barangay Cablangan, Mondragon, Northern Samar, a housing and livelihood community intended for former rebels, now referred to as peace builders.

The project is currently undergoing design revisions by the National Housing Authority (NHA) and the Provincial Government of Northern Samar to address rising construction costs while ensuring a durable and disaster-resilient structure capable of withstanding potential natural calamities. While the original plan consisted of single-detached housing units, alternative configurations such as duplex and quadruplex designs are being considered. These options utilize shared walls to maximize available resources, accommodate more beneficiaries, and maintain quality and safety standards.

Additionally, an ocular inspection was conducted to assess potential water sources as part of the preparation for establishing essential services within Kauswagan Village. Ensuring access to a safe and sustainable water supply is vital in promoting health, sanitation, and stable community living among future residents.

Through the continued technical support and involvement of the PGSO engineering team, Kauswagan Village moves closer to its goal of providing not only secure housing but also a foundation for peace, stability, and sustainable opportunities for peace builders and their families.

The Government Facilities Management Division (GFMD) โ€“ Planning, Designing, and Engineering Solutions Section of the Provincial General Services Office (PGSO) recently conducted a pre-construction meeting with the project contractor in preparation for the implementation of the Repairs and Improvement Project of Biri District Hospital. The meeting aimed to ensure that all stakeholders are aligned on the project objectives, technical requirements, implementation schedules, and quality standards prior to the commencement of construction activities.

The coordination meeting was spearheaded by Engr. Joel Solarta and Engr. Carlo Cardenas, with the participation of Engr. Danah Saludario, Engr. Jade Marlowe Aleria, Project Contractor Alan Fua, and Engr. Sheina May Rosales. During the discussion, the team thoroughly reviewed the project scope, technical specifications, construction methodologies, safety protocols, and monitoring mechanisms for tracking weekly and monthly accomplishments. Particular emphasis was placed on adherence to the approved plans and program of work, as well as compliance with applicable engineering standards to ensure the efficient and timely implementation of the project.

The rehabilitation project covers several key infrastructure improvements aimed at enhancing the hospitalโ€™s functionality, safety, and service delivery. These include the replacement of damaged roofing sheets and purlins, waterproofing of concrete gutters, rehabilitation of fifteen (15) comfort rooms with improved ventilation systems, ceiling repairs, construction of a new Outpatient Department (OPD) comfort room, repair of five spans of the perimeter fence, and upgrading of electrical facilities.

Officials underscored the importance of maintaining close coordination among the implementing team, contractor, and hospital management throughout the duration of the project. Regular progress monitoring, site inspections, and coordination meetings will be conducted to ensure compliance with project specifications, quality standards, and implementation timelines.

Upon completion, the repairs and improvements are expected to provide a safer, more comfortable, and more efficient healthcare environment for patients, hospital personnel, and visitors. The project reflects the Provincial Government of Northern Samarโ€™s continuing commitment to strengthening healthcare infrastructure and enhancing the delivery of quality public health services for all Nortehanons.
