A significant stride of the Provincial Government to promote the overall health of Nortehanons and to expand mental health services in the province, the Sangguniang Panlalawigan, united with the provincial leadership of Governor Harris Ongchuan, enacted an ordinance institutionalizing community mental health services in Northern Samar.
The Ordinance, approved on third and final reading early this month, promotes and protects the rights of persons, especially those with mental health needs, to include the right to confidentiality, and access to affordable and quality mental healthcare services. The policy fosters mental health services such as outpatient consultations and counselling, community-based early interventions, psychotropic medicines, referral to higher level facilities, mental health promotion and awareness programs, crisis response and helpline mechanisms, integrating preventive, curative, and rehabilitative services across all levels of care from the provincial, municipal, down to the barangay level.
Moreover, it establishes a mechanism for policy-making, coordination, and monitoring through the creation of a Northern Samar Mental Health Council (NSMHC). With Governor Ongchuan as Chair, Vice Governor Clarence Dato as Co-Chairperson and Provincial Health Officer, Dr. Aurora Dubongco as Vice Chairperson, the Council will lead in coordinating mental health policies, programs and services with LGUs, national government agencies, institutions, and the private sector.
This local legislative measure likewise provides for support structures such as the Mental Health and Psychosocial Support Services Committees and Peer Support Groups to strengthen the mental well-being of different population groups ranging from the youth to senior citizens and other vulnerable groups.
Authored by Board Member Emil Ongchuan, and co-sponsored by Board Member Don Abalon and Board Member Floriane Dy, the legislation seeks to establish community-based mental health care systems and inter-agency collaboration to expand access, reduce stigma, and safeguard families and communities from mental conditions that compromise the life and welfare of Nortehanons.
The policy aligns with Governor Ongchuanโs Serbisyong HCO development agenda which puts premium on health, capacity building and opportunities for communities in the province.
