𝑹𝒐𝒂𝒅𝒔 𝒐𝒇 𝑪𝒐𝒏𝒏𝒆𝒄𝒕𝒊𝒐𝒏, 𝑩𝒖𝒊𝒍𝒅𝒊𝒏𝒈𝒔 𝒐𝒇 𝑺𝒆𝒓𝒗𝒊𝒄𝒆.

The Provincial Project Monitoring Committee (PPMC) conducted its Third Quarter Field Monitoring and Evaluation on August 20, 2026, headed by PPMC Chairperson Engr. Yolanda T. Tan, together with the CSO representatives, PPMC Members, and the PPMC Secretariat.

The projects monitored were the following:
• Construction of Road from Brgy. Hinica-an to Brgy. Malobago, Motiong, Samar (25IK0013), under the Sustainable Infrastructure Projects Alleviating Gaps (SIPAG) – Interjurisdictional Roads and/or Bridges Program, implemented by the DPWH 2nd District Engineering Office. The project aims to strengthen connectivity across communities and local government jurisdictions.
• Repair and Rehabilitation of Multi-Purpose Buildings in Barangays Cantao-an and Poblacion 1 in Paranas, Samar. The projects were highlighting the importance of safe and functional facilities in serving communities.
• Concreting of Road in Barangay Cabugawan, Catbalogan City. This project contributed to improved accessibility and mobility for its residents.

Through continuous monitoring and evaluation, the PPMC remains committed to ensuring that infrastructure projects not only connect places but also build stronger, more responsive, and better-served communities.

Following the successful conduct of the Third Quarter Provincial Project Monitoring Committee (PPMC) Meeting on July 10, 2026, the Committee participated in a short learning session on "The Practice of Adaptive Leadership" with OIC-Office of the Provincial Project Management Officer, Lucila C. Loterte, as key resource speaker.

The training provided valuable insights into adaptive leadership principles, emphasizing the importance of leading through complexity, embracing change, fostering collaboration, and developing innovative solutions to emerging challenges in public service. It encouraged participants to strengthen their leadership capacity by promoting resilience, shared responsibility, and informed decision-making in addressing organizational and community concerns.

By investing in continuous learning and leadership enhancement, the PPMC reaffirms its dedication to delivering efficient, accountable, and people-centered public service in support of the Province's development goals.

The Provincial Project Monitoring Committee (PPMC) of Samar successfully convened its Third Quarter Meeting on July 10, 2026, at the SP Session Hall, Provincial Capitol, Catbalogan City, Samar.

The meeting served as a venue for the Committee to review and discuss the status of ongoing government-funded projects, assess the accomplishments of the previous quarter, and deliberate on key issues, findings, and recommendations arising from project monitoring and evaluation activities. It likewise reinforced the Committee's commitment to strengthening project implementation, promoting transparency and accountability, and ensuring that public investments effectively contribute to the sustainable development of the Province of Samar.

Through the continued collaboration and active participation of its member agencies and stakeholders, the PPMC remains steadfast in its mandate of ensuring that government programs and infrastructure projects are implemented efficiently, effectively, and for the benefit of every Samareño.

𝙋𝙋𝙈𝘾: 𝙉𝙤 “𝙂𝙝𝙤𝙨𝙩” 𝙁𝙡𝙤𝙤𝙙 𝘾𝙤𝙣𝙩𝙧𝙤𝙡 𝙋𝙧𝙤𝙟𝙚𝙘𝙩𝙨 𝙞𝙣 𝙎𝙖𝙢𝙖𝙧

Between 2022 and 2025, a series of flood control initiatives spearheaded by the Department of Public Works and Highways (DPWH) were implemented across Samar Province, intended to shield vulnerable communities and livelihoods from recurring flood threats. However, by mid-2025, the national government faced intense scrutiny following allegations of budgetary irregularities, substandard construction, and the presence of "ghost" flood control projects. These concerns triggered a series of investigations by the Senate Blue Ribbon Committee regarding potential conflicts of interest and the misuse of public funds.

In response, the Samar Provincial Project Monitoring Committee (PPMC) has taken a leading role in conducting an objective, ground-level assessment of the 64 flood control projects implemented in the two Districts of Samar. This rigorous audit was designed to ensure that every infrastructure initiative is implemented in strict accordance with its intended design, engineering standards, and original purpose.

The field inspection and monitoring confirmed that all listed projects were physically existing and that the majority are effectively serving their intended purpose of protecting communities from flooding. Residents expressed increased confidence in the structures, citing a significant reduction in flood-related risks during heavy rainfall and typhoons.

The PPMC extends its appreciation to the DPWH 1st and 2nd District Engineering Offices, project engineers, local government units, barangay officials, and community stakeholders for their cooperation and active participation throughout the monitoring and evaluation process.

The findings and recommendations generated from this activity will serve as a basis for policy recommendations, inter-agency coordination, and continuous improvements to ensure that flood control infrastructure remains effective, sustainable, and responsive to the needs of the people of Samar.

On April 29, 2026, the Provincial Project Monitoring Committee (PPMC) of Samar took to the field for its Second Quarter Monitoring and Evaluation, visiting key infrastructure projects across Catbalogan City and Paranas.

Headed by Chairperson Yolanda T. Tan, the team closely assessed the progress and compliance of major developments—Widening on Permanent Tabucan Br. (B00563SM) along Wright - Taft - Borongan Road, Construction of Concrete Road, Buri Circumferential Road at Buri Island, Site Development of Barangay Payao Government Center, Improvement of Provincial Warehouse, Construction of Multi - Purpose Building, Himyangan Compound, Brgy. Guindapunan, Catbalogan City and Improvement / Rehabilitation of Himyangan.

Joined by representatives from Pinabacdao, Civil Society Organizations, and the PPMC Secretariat, the activity highlighted a strong, collective commitment to transparency, accountability, and quality project delivery.

To further strengthen the capability of its members in carrying out their duties and responsibilities, the Provincial Project Monitoring Committee also conducted capacity-building sessions on Batas Pambansa Blg. 344 (Accessibility Law) and Basic Engineering Concepts for Non-Engineers. These learning sessions enhanced the committee’s understanding of project standards, particularly on accessibility compliance and construction requirements. Serving as resource speakers were Engr. Jericho Almeria, Engineer II, and Engr. Ria Angela Montejo, PEO II, who shared valuable insights and expertise during the training.

The Provincial Project Monitoring Committee (PPMC) of Samar successfully completed its First Quarter Field Monitoring and Evaluation on February 26, 2026, visiting key infrastructure projects implemented in the Province of Samar, particularly in Catbalogan City and Motiong.

Led by Yolanda T. Tan, Chairperson of PPMC, the committee assessed the status, progress, and compliance of priority development projects, namely;
1) Philippine Rural Development Project's (PRDP) Improvement/Concreting of Brgy. Maypange-Brgy. Inalad - Brgy. Angyap Farm to Market Road in Motiong, Samar;
2) Site Development for Spark Samar Sports City Project, Brgy. Lagundi, Catbalogan City, Samar;
3) Construction /Maintenance of Flood Mitigation Structure and Drainage System - Construction of Flood Structure, Antiao Bridge IV (Catbalogan Diversion Bridge), Sta. 0+926.31 - Sta. 1+040.00, Brgy. San Andres, Catbalogan City, Samar;
4) Construction / Repair / Rehabilitation of Catbalogan Drainage System at Brgy. Canlapwas;
5) Road Widening of Arteche Boulevard, Construction of Perimeter Fence and Other Improvement Works of Various Government Office Buildings, along Arteche Blvd, Catbalogan City, Samar.

PPMC Member representatives- Municipalities of Matuguinao and Pinabacdao, the Civil Society Organizations, and the PPMC Secretariat joined the monitoring to ensure transparency, accountability, and effective project implementation.

📌 Findings and recommendations from the field monitoring will be consolidated and presented in the next PPMC meeting to guide further action and strengthen project delivery for the people of Samar.

Strengthening Accountability And Development In Samar.

The Provincial Project Monitoring Committee (PPMC) of the Province of Samar successfully convened its First Quarter Meeting on February 19, 2026, at the Sangguniang Panlalawigan Session Hall, Capitol Building, Catbalogan City.

Chaired by Board Member of the 2nd District of Samar, Yolanda T. Tan, the committee reviewed the Fourth Quarter Regional Project Monitoring Evaluation System (RPMES) outputs of 2025 and finalized the roster of projects slated for First Quarter Monitoring and Evaluation. The meeting was attended by key members of the committee: Provinical Director Judy L. Batulan of Department of the Interior and Local Government (DILG- Samar), Civil Society Organization's Gerardo M. Malinao and Ret P/Col Joseph N. Pensotes, underscoring a shared commitment to transparent and effective project implementation.

As the monitoring arm of the Provincial Development Council, the PPMC remains steadfast in ensuring the timely delivery of quality programs and projects for the continued progress and welfare of all Samarnons.

Provincial Project Monitoring Committee (PPMC) successfully conducted its Fourth Quarter Field Monitoring and Evaluation on November 19, 2025 (Wednesday). The activity aimed to assess the status, progress, and compliance of selected priority infrastructure projects within the Province of Samar.

The monitoring team carried out site inspections, observations, and on-site validations to ensure that project implementation aligns with approved plans, specifications, and timelines. During the conduct of the activity, the monitoring team coordinated closely with project implementers, local officials, and contractors to gather relevant information and validate on-site conditions. The following projects were visited and evaluated:
