The Provincial Project Monitoring Committee (PPMC) of Samar successfully completed its First Quarter Field Monitoring and Evaluation on February 26, 2026, visiting key infrastructure projects implemented in the Province of Samar, particularly in Catbalogan City and Motiong.

Led by Yolanda T. Tan, Chairperson of PPMC, the committee assessed the status, progress, and compliance of priority development projects, namely;
1) Philippine Rural Development Project's (PRDP) Improvement/Concreting of Brgy. Maypange-Brgy. Inalad - Brgy. Angyap Farm to Market Road in Motiong, Samar;
2) Site Development for Spark Samar Sports City Project, Brgy. Lagundi, Catbalogan City, Samar;
3) Construction /Maintenance of Flood Mitigation Structure and Drainage System - Construction of Flood Structure, Antiao Bridge IV (Catbalogan Diversion Bridge), Sta. 0+926.31 - Sta. 1+040.00, Brgy. San Andres, Catbalogan City, Samar;
4) Construction / Repair / Rehabilitation of Catbalogan Drainage System at Brgy. Canlapwas;
5) Road Widening of Arteche Boulevard, Construction of Perimeter Fence and Other Improvement Works of Various Government Office Buildings, along Arteche Blvd, Catbalogan City, Samar.

PPMC Member representatives- Municipalities of Matuguinao and Pinabacdao, the Civil Society Organizations, and the PPMC Secretariat joined the monitoring to ensure transparency, accountability, and effective project implementation.

📌 Findings and recommendations from the field monitoring will be consolidated and presented in the next PPMC meeting to guide further action and strengthen project delivery for the people of Samar.

Strengthening Accountability And Development In Samar.

The Provincial Project Monitoring Committee (PPMC) of the Province of Samar successfully convened its First Quarter Meeting on February 19, 2026, at the Sangguniang Panlalawigan Session Hall, Capitol Building, Catbalogan City.

Chaired by Board Member of the 2nd District of Samar, Yolanda T. Tan, the committee reviewed the Fourth Quarter Regional Project Monitoring Evaluation System (RPMES) outputs of 2025 and finalized the roster of projects slated for First Quarter Monitoring and Evaluation. The meeting was attended by key members of the committee: Provinical Director Judy L. Batulan of Department of the Interior and Local Government (DILG- Samar), Civil Society Organization's Gerardo M. Malinao and Ret P/Col Joseph N. Pensotes, underscoring a shared commitment to transparent and effective project implementation.

As the monitoring arm of the Provincial Development Council, the PPMC remains steadfast in ensuring the timely delivery of quality programs and projects for the continued progress and welfare of all Samarnons.

Provincial Project Monitoring Committee (PPMC) successfully conducted its Fourth Quarter Field Monitoring and Evaluation on November 19, 2025 (Wednesday). The activity aimed to assess the status, progress, and compliance of selected priority infrastructure projects within the Province of Samar.

The monitoring team carried out site inspections, observations, and on-site validations to ensure that project implementation aligns with approved plans, specifications, and timelines. During the conduct of the activity, the monitoring team coordinated closely with project implementers, local officials, and contractors to gather relevant information and validate on-site conditions. The following projects were visited and evaluated:

The Province of Samar’s Provincial Project Monitoring Committee (PPMC) held its Fourth Quarter Meeting on November 14, 2025, at the Vice Governor’s Conference Room, Capitol Building, Catbalogan City, Samar.

Presided over by the PPMC Chairperson, Yolanda T. Tan, the panel thoroughly discussed the Regional Project Monitoring and Evaluation System (RPMES) outputs from the Third Quarter monitoring. The committee also deliberated on the list of projects scheduled for monitoring in the Fourth Quarter of FY 2025.

Present during the meeting were DILG Samar Provincial Director Judy L. Batulan, Ret. P/Col. Joseph N. Pensotes of Samar Guardians, Inc., and Mr. Gerardo M. Malinao, President of GIOS, representing the Civil Society Organizations.

The PPMC continues to serve as the monitoring arm of the Provincial Development Council (PDC), ensuring the effective implementation and delivery of quality programs and projects for the benefit of all Samarnons.

The Project Management Office (PMO) successfully conducted a Technical Writing Workshop from November 5 to 8, 2025, held at the Tandaya Conference Room, Capitol Grounds, Cagtbalogan City, Samar. The workshop aimed to enhance the participants’ skills in preparing clear, concise, and well-structured technical documents essential for project planning, implementation, monitoring, and reporting. The activity was conducted in collaboration with Samar State University educators- Dr. Nathalie Ann Alaga-Acosta and Tranie B. Gatil, serving as distinguished resource speakers.

The four-day activity was attended by employees from different departments of the Provincial Government of Samar, specially participated by the Provincial Project Monitoring Committee secretariat. For Day 1-Writing Proposals, Reports, and Exemplary Practices, Day 2-The Context, The Body, and Photo Documentation, Day 3- Ethical Use of AI in Technical Writing and Workshop, Day 4- Presentation, Critiquing, and Synthesis of different outputs of every department.

Province of Samar's Project Monitoring Committee conducted its Third Quarter Field Monitoring and Evaluation on September 24, 2025.
Headed by the newly appointed PMC Chairperson-Yolanda Tan, Board Member of the 2nd District of Samar together with other PPMC Members and their respective representatives, assessed and evaluated the projects ensuring that these were set in accordance to the standards indicated in the Detailed Engineering Design.
The following are the projects inspected:
1. Construction of Covered Court with Bleachers at Brgy. Monbon, Sta. Margarita, Samar
2. Construction of Water System, Level II, Brgy. Macugo, Gandara, Samar
3. Construction of Multi-Purpose at Brgy. Piñaplata, Gandara, Samar
4. Construction/ Maintenance of Flood Mitigation Structure and Drainage System. Construction of Flood Control Structure, Antiao Bridge IV (Catbalogan Diversion Bridge), Brgy. San Andres, Catbalogan City, Samar.

Provincial Project Monitoring Committee Second Quarter Meeting convened on May 23, 2025 (Friday) at Vice Governors Conference Room, Capitol Building. Present was the PPMC Chairperson, Hon. Fe Tan Arcales, PPMC Members, Hon. Aran D. Boller of Municipality of Matuguinao, Joselito L. Rafon, representative from Hinabangan, Engr. Myla M. Nicolasora, LGOO II and a representative of Provincial Director Judy L. Batulan of DILG Samar, Engr. Wella Duterte-Yangzon, the OIC of the Provincial Engineerings Office. Also attended are the CSO's P/Col. Joseph N. Pensotes of Samar Guardians, Inc. and Gerardo M. Malinao of GIOS with Lucila C. Loterte, OIC of Project Management Office and Provincial Nutrition Office, as the secretariat of PPMC.

Provincial Project Monitoring Committee’s PPMC Samar First Quarter Field Monitoring and Evaluation was completed March 28, 2025.
The PPMC Samar visited different projects, centered at Catbalogan City. For its Quarter Field Monitoring and Evaluation, the committee visited the Academic Building of Eastern Visayas Regional Highschool located at Brgy. Guindapunan. Another project inspected was the renovated building of DOST Samar inside Samar State University. The group also took a glimpse inside the old gymnasium of Catbalogan that will soon be the Provincial Standard Evacuation Center and the Improvement of Tandaya Hall, the excavation and clearing of land for the construction of Sports Complex at Brgy. Lagundi. The farm-to-market road of Brgy. Majacob - Brgy. Sitio Sto. Nino -Brgy. Mancares, Tarangnan was included in site visitation. Two projects was also inspected from DPWH 2nd District- Flood Control Antiao Bridge IV in San Andres, Catbalogan and Multi-Purpose Building (Catbalogan City Community (CCC) Building at Brgy. Lagundi. Represented by Eunice Nuevo, Engineer II and Francisco Bacnotan, Engineer II.
Engr. Joselito Mendoza of Provincial Planning and Development Office and Lucila C. Loterte the OIC-Project Management Office/Provincial Nutrition Office headed the field monitoring and evaluation.
