At the 23rd IISS Shangri-La Dialogue in Singapore, I presented a vision of the Philippines as an Archipelagic Sentinel and a Guardian of the Freedom of the Seas.
Anchored on four (4) principles: sovereignty and territorial integrity, the international rule of law, ASEAN centrality, and deterrence, this vision reflected our commitment to protecting our maritime rights while working with like-minded nations to uphold peace, stability, and a rules-based order in the Indo-Pacific.
We also marked the 10th anniversary of the Arbitral Award on the South China Sea. Here, I reaffirmed that the country would continue to stand firm in defense of international law and serve as a hub for convergence among partners committed to shared principles.
Because in a fragmenting world, cooperation is key not only to safeguard our seas, but also to protect the rights, dignity, and welfare of people whose contributions sustain the global, including Filipino migrant workers around the world.

For us, the First Island Chain is not merely a line on a map. It is a convergence point for countries that face both the Pacific Ocean and the continuing challenge of protecting maritime boundaries, sovereignty, and territorial integrity.
The Philippines and Japan share this reality. We face common threats, and because of that, we must work together to create deterrence, deepen defense cooperation, and build stronger economic, social, and cultural ties within a framework of stability.
Our position is anchored on international law. We stand on UNCLOS, the UN Charter, and the 2016 Arbitral Award. These are not abstract principles. They are the legal foundation of our rights, our territory, and our maritime entitlements.
That is why the Philippines continues to build partnerships with countries that share the goal of protecting a rules based maritime order.

IISS SHANGRI-LA DIALOGUE 2026 | Secretary of National Defense Gilberto C. Teodoro, Jr. underscored the Philippines' role as a hub for convergence among those committed to upholding international law, particularly the 1982 United Nations Convention on the Law of the Sea (UNCLOS), at the Sixth Plenary Session on “Evolving Security Partnerships in a Fragmenting World” of the International Institute for Strategic Studies (IISS) Shangri-La Dialogue in Singapore.
"With our defense of international law, and strategic location, unlike any other, the Philippines has emerged as a hub for convergence among those committed to a rules-based order in the maritime domain, insofar as Philippine interests are concerned."

The visit aimed to foster collaboration and strengthen established partnership between the BJMP and the 3CRG, CMOC, AFP. The discussion centered on enhancing inter-agency coordination, particularly in areas of public information, community relations, and support for peace and order initiatives.

The productive discussion centered on optimizing the integration of civil-military operations with local public safety and security initiatives. By aligning 3CRG’s communication strategies with the operational tempo of BFP Region 7, both units aim to deliver a more cohesive, impactful presence that ensures regional stability and boosts public confidence.

Anchored on four key principles – sovereignty and territorial integrity, the international rule of law, ASEAN centrality, and deterrence – the concept envisions the Philippines as a convergence hub for like-minded countries in a fragmenting world.
In light of ongoing conflicts abroad, the Defense Chief likewise emphasized the need for the international order to protect migrant workers from the Philippines and other smaller countries, whose contributions sustain the global economy.⁩
