PRO7 FORTIFIES COMMUNITY POLICING WITH REVITALIZED RPSB TRAINING

Police Regional Office 7 (PRO7) strengthened its commitment to community-oriented policing with the formal opening of the Revitalized Pulis sa Barangay (RPSB) Training during a ceremony held at Camp Sergio Osmeña, Sr., Cebu City, on August 20, 2026.

The ceremony was graced by PCOL ARNEL J. APUD, Deputy Regional Director for Operations, as Guest of Honor and Speaker, who emphasized the need for police officers to remain responsive to the evolving security concerns and needs of the communities they serve.

The Revitalized Pulis sa Barangay (RPSB) is a community-oriented policing initiative that brings police personnel closer to the people by establishing a sustained presence in the barangays. It seeks to strengthen police-community relations, enhance the capability of police personnel to identify and address local concerns, improve the delivery of police services, and encourage community participation in maintaining peace and order. By fostering closer engagement with residents, RPSB personnel are positioned not only as law enforcers but also as trusted partners in crime prevention, information gathering, and addressing community security concerns.

This 16-day training is participated in by 100 police personnel from various police stations and units of PRO7, who will undergo capability-building activities aimed at enhancing their knowledge, skills, and understanding of community-oriented policing. The training is designed to prepare them for the challenges of working directly with communities and enable them to perform their duties with greater effectiveness, professionalism, and sensitivity to the needs of the public.

In his message, PCOL Apud highlighted the Quad Concept of Policing, where Operations, Intelligence, Investigation, and Community Affairs work hand in hand in addressing security concerns. He noted that the presence of RPSB personnel in the barangays should not only help deter crime but also strengthen public trust and safeguard communities from threats to peace, order, and democracy.

“As you begin this training, carry with you the core values of a Bagong Pulis sa Makabagong Panahon, a service that is swift, truthful, and felt by the community,” said PCOL Apud.

The opening of the RPSB Training reflects PRO7’s continuing efforts to develop police personnel who can effectively translate community engagement into meaningful police service. Through a stronger presence at the grassroots level, the program aims to foster greater public trust, improve police responsiveness, and contribute to safer and more peaceful communities throughout Central Visayas.

The initiative is consistent with the PNP’s commitment to delivering “Serbisyong Mabilis, Tapat, at Nararamdaman,” ensuring that police service is not only visible in the communities but also responsive to the people’s needs.

PRO7 CONDUCTS MONTHLY EMPO CHALLENGE TO STRENGTHEN POLICE RESPONSE READINESS

Police Regional Office 7, under the leadership of Regional Director PBGen ARNOLD E. ABAD, conducted the Monthly EMPO Challenge, a simulation exercise designed to assess the competence, preparedness, coordination, and effectiveness of police personnel in responding to various incidents on the ground.

Participated in by the Provincial and City Police Offices of PRO7, the activity puts personnel and police units through simulated scenarios that test their ability to respond promptly and appropriately, exercise sound decision-making, communicate effectively, and coordinate available resources during police emergencies.

The participating police offices were evaluated across four key components of police response: 911, Radio, Drones, and Unit Commander. Each component was assessed using a corresponding Management Evaluation Matrix (MEM) containing specific performance indicators and standards. The consolidated scores objectively measured the performance and effectiveness of the responding personnel and units throughout the simulated incident.

Based on the results of the evaluation, the Bohol Police Provincial Office (BPPO) garnered the highest overall score for this month’s EMPO Challenge, demonstrating commendable operational readiness, coordination, and competence in handling the simulated police response.

Through the Monthly EMPO Challenge, PRO7 continues to ensure that its personnel remain prepared, capable, and responsive in addressing actual police emergencies and delivering swift, effective, and professional service to the community.

Firearm owners are urged to ensure that their fi****ms are properly secured, comply with existing laws and regulations, and prevent unauthorized access or use. Responsible gun ownership is essential in preventing firearm-related incidents and protecting lives and communities.

CENTRAL VISAYAS CRIME CRACKDOWN: PRO7 ARRESTS 469

A total of 469 individuals were arrested by the Police Regional Office 7 (PRO7) during the recently concluded three-day Simultaneous Anti-Criminality Law Enforcement Operations conducted across Central Visayas from 12:01 AM of August 14 until 12:00 midnight of August 17, 2026.

The synchronized operations were carried out by police units across the region as part of PRO7’s intensified campaign against illegal drugs, loose fi****ms, illegal gambling, and other forms of criminality, as well as its continuing efforts to locate and apprehend wanted persons.

In the campaign against illegal drugs, police units arrested 186 individuals and confiscated a total of 600 grams of suspected shabu worth PhP4,280,988.00, based on the Standard Drug Price.

The intensified campaign against loose fi****ms likewise resulted in the arrest of 24 individuals and the confiscation of 63 fi****ms.

Meanwhile, Oplan Katok operations resulted in the recovery of 14 fi****ms with non-renewed permits and licenses, along with 351 rounds of ammunition. The initiative involves police personnel visiting firearm owners with expired or non-renewed licenses to remind them of their legal obligations and facilitate the proper surrender or processing of fi****ms in accordance with existing laws and regulations.

The anti-illegal gambling operations also resulted in the arrest of 180 individuals, with PhP20,707.00 in total bet money confiscated. The operations targeted common forms of illegal gambling, including unauthorized numbers games, illegal betting associated with cockfighting, card and dice games, and other gambling activities conducted without the required authority or license.

The simultaneous operations further resulted in the arrest of 19 Most Wanted Persons and 79 other wanted persons, for a total of 98 wanted individuals apprehended.

The arrested Most Wanted Persons and other wanted individuals were subjects of warrants issued by the courts for various offenses, including murder, homicide, r**e, robbery, theft, illegal drugs, and violations of special laws, among other criminal offenses. Their apprehension underscores PRO7’s continuing effort to ensure that individuals wanted by the courts are located and brought before the proper judicial authorities.

Regional Director PBGEN ARNOLD E. ABAD commended the police personnel who participated in the simultaneous operations, emphasizing that the accomplishment reflects the collective effort of PRO7 units in keeping Central Visayas safe.

“We will not let up. Our police units will continue to pursue drug personalities, illegal firearm holders, illegal gamblers, and wanted persons wherever they may be in Central Visayas. At the same time, we will continue to uphold the rule of law and ensure that our operations are conducted professionally, responsibly, and with respect for the rights of every individual,” said PBGen Abad .

The Regional Director also called on the public to remain active partners in maintaining peace and order by reporting information concerning illegal activities and the whereabouts of wanted persons to the nearest police station or through official police channels.

TOP 10 MOST WANTED PERSON IN CENTRAL VISAYAS ARRESTED IN BOHOL

A suspect for Qualified R**e and ranked among the Top 10 Most Wanted Persons in Central Visayas was arrested through a coordinated police operation in Burgos, Talibon, Bohol, on August 17, 2026.

Arrested at about 8:00 AM was alias “Jonas” through the service of a Warrant of Arrest by personnel of the Regional Mobile Force Battalion, Regional Intelligence Unit 7, Bohol Provincial Intelligence Team, and Trinidad Municipal Police Station (MPS), Bohol Police Provincial Office (BPPO).

The warrant was issued by the Regional Trial Court, 7th Judicial Region, Branch 101, Talibon, Bohol, dated May 25, 2022, with no bail bond recommended.

Following his apprehension, alias “Jonas” was temporarily detained at the custodial facility of Talibon MPS, BPPO, for subsequent presentation before the issuing court.

Police Regional Office 7 Regional Director PBGEN ARNOLD E. ABAD commended the operating units for their coordinated efforts that led to the apprehension of the wanted person.

“I commend our personnel for their commitment, coordination, and determination in bringing this wanted person before the law. The arrest of a Top 10 Most Wanted Person demonstrates the value of sustained intelligence work and teamwork among our units. Let us continue to build on this momentum and ensure that our efforts remain focused on protecting our communities,” PBGEN Abad said.

The Regional Director also called on the public to continue supporting law enforcement by providing timely and reliable information that could help locate wanted persons and prevent criminal activities.

PRO7 RECOGNIZES PERSONNEL FOR EXEMPLARY SERVICE AND OPERATIONAL ACCOMPLISHMENTS

Police Regional Office 7 recognized deserving personnel for their exemplary performance, courage, and dedication to duty during the Monday Flag Raising and Awarding Ceremony held at Camp Sergio Osmeña, Sr., Cebu City, on August 17, 2026, presided over by PBGEN ISAGANI A. FETIZANAN, Deputy Regional Director for Administration.

Conferred with the Medalya ng Kadakilaan were PMAJ DENNIS N. SERAGON and Pat Jun Reymar L. Miñon of the Mandaue City Police Office for their successful arrest of a drug personality during a buy-bust operation, which resulted in the confiscation of shabu with an standard drug value of PhP3.8 million.

PRO7 RECOGNIZES JULY’S BEST: TOP POLICE UNITS CITED FOR EXCELLENCE

CEBU CITY – Police Regional Office 7 (PRO7) has recognized its top-performing police units for the month of July through its monthly Best Performing Units recognition, an initiative spearheaded by Regional Director PBGEN ARNOLD E. ABAD to acknowledge outstanding performance, boost personnel morale, and strengthen the welfare of police officers in support of the 5-Focused Agenda of Chief, PNP PGEN JOSE MELENCIO C. NARTATEZ JR.

The monthly recognition is conducted to identify and acknowledge police units that demonstrate exemplary performance in their respective categories. The units are assessed based on established performance parameters covering key indicators such as operational accomplishments, crime prevention and solution efforts, performance of mandated functions, and other measures reflecting the effectiveness, efficiency, and responsiveness of police service.

COORDINATED POLICE OPERATION LEADS TO ARREST OF NATIONAL MOST WANTED PERSON IN CEBU

A coordinated intelligence-driven police operation led to the arrest of a National Most Wanted Person (NWMP) for Murder at about 10:50 AM on August 11, 2026, at Talisay City Hall, Barangay Lawaan 2, Talisay City, Cebu.

Arrested was alias “RR,” 42, who had a PhP140,000 reward for his arrest pursuant to DILG Memorandum Circular No. 2021-120. He was apprehended by personnel of the Talisay City Police Station, Cebu Police Provincial Office, Zamboanga City Intelligence Team, Regional Intelligence Unit 9, Provincial Intelligence Team-Cebu South, and Regional Intelligence Division 7.

The arrest was effected by virtue of a Warrant of Arrest issued by the Regional Trial Court, 9th Judicial Region, Branch 33, Zamboanga City, dated December 4, 2018, for Murder, with no recommended bail. He was subsequently held in the custodial facility of Talisay CPS for presentation before the issuing court.

Police Regional Office 7 Regional Director PBGen Arnold E. Abad commended the participating units for their sustained intelligence gathering, information validation, and inter-unit coordination.
