The Department of the Interior and Local Government (DILG) Region VII, through the Local Government Capability Development Division (LGCDD), participated in the 2nd Quarter Regional Development Council VII – Economic Development Committee (RDC7-EDC) Meeting held on May 29, 2026 at the Department of Economy, Planning and Development (DepDev) Region VII, Sudlon, Lahug, Cebu City.

Representing the Regional Office, EnP Jerson O. Obo, MMEP, Assistant Chief of the LGCDD, discussed DILG Memorandum Circular No. 2020-167 entitled, “Guidelines on Promoting Local Economic Development and Investment Promotion Officers (LEDIPOs) and Establishment of LEDIP Office/Unit in all Provinces, Cities and Municipalities.” He likewise presented the latest status of compliance by Central Visayas Local Government Units (LGUs) with the said memorandum. Through the presentation of the latest status report, DILG Region VII reaffirmed its commitment to strengthening local economic governance and assisting LGUs in establishing conducive environments for investment, entrepreneurship, and sustainable local economic growth.

The meeting served as a venue for inter-agency collaboration and policy discussions on key economic development concerns in the region. Presentations included the Economic Development Sector Chapters of the 2025 Regional Development Report, Food Map and Sufficiency Levels of Major Agricultural Commodities, the "Tugkaran Ko, Tamnan Ko" initiative, DA7 Programs, Activities and Projects (PAPs) for inclusion in the Regional Development Investment Program (RDIP) and FY 2027 Annual Investment Program, reporting of additional EDC members for the remainder of the 2025-2028 term, the Food Safety Awareness Program and Regional Food Safety Plan for Agriculture and Fisheries (CY 2026-2028), PAGTANAW 2050 Science, Technology and Innovation Agenda, alternative locations of fish ports and fish supply self-sufficiency levels, and early-maturing and drought-tolerant rice varieties.

DILG Region VII remains committed to collaborating with development partners and stakeholders in advancing economic growth, competitiveness, and inclusive development across Central Visayas.

The Department of the Interior and Local Government (DILG) Region VII, through the Local Government Capability Development Division (LGCDD), actively participated in the NCI-SRD DA-DAR-DENR-DILG Joint Administrative Order No. 1, Series of 2020 Stakeholder Consultation: Visayas Cluster held on May 27–29, 2026 at One Central Hotel, Cebu City.

Representing DILG Region VII was EnP Jerson O. Obo, MMEP, Assistant Chief of the LGCDD, who joined representatives from partner national government agencies, local government units, and other stakeholders in meaningful discussions on the implementation of the National Convergence Initiative for Sustainable Rural Development (NCI-SRD).

The three-day consultation aimed to strengthen coordination among concerned agencies and stakeholders, gather valuable insights and recommendations, and identify opportunities to further enhance the implementation of the DA-DAR-DENR-DILG Joint Administrative Order No. 1, Series of 2020, as well as the convergence initiatives and strategies under the NCI-SRD framework.

Through this collaborative undertaking, DILG VII reaffirms its commitment to promoting whole-of-government approaches, strengthening inter-agency partnerships, and supporting sustainable rural development initiatives that empower local communities and contribute to inclusive growth in the countryside.

DILG Region VII, through the Local Government Capability Development Division (LGCDD), actively participated in the Local Disaster Risk Reduction and Management Planning (LDRRMP) Training of Trainers spearheaded by the Office of the Civil Defense (OCD) Region VII on May 18–22, 2026 at Alta Cebu Resort, Cordova, Cebu.

The five-day activity aimed to develop a competent pool of trainers who can effectively assist and guide local government units (LGUs) in the formulation, enhancement, and implementation of Local Disaster Risk Reduction and Management Plans. It also sought to strengthen capacities in disaster risk reduction and management planning and promote risk-informed and resilient local governance.

Representing DILG VII in the capability-building activity were Maria Thelya Y. Oporto, Chief of LGCDD, and LGOO V Leo A. Pasilang, DRR-CCA Focal Person of LGCDD. Their participation underscores DILG VII’s continued commitment to strengthening institutional capacities and enhancing local governance mechanisms in disaster preparedness and resilience.

Demonstrating excellence, LGOO V Pasilang emerged as top scorer in the pre-test conducted during the activity, showcasing a strong foundation in disaster risk reduction and management planning.

The activity was graced by RD Joel Q. Mamon of OCD Region VII, who emphasized the importance of building a competent pool of trainers equipped to support local government units in strengthening disaster resilience and advancing risk-informed planning.

DILG VII remains steadfast in empowering its personnel and partners through continuous learning and capacity development initiatives towards building safer, adaptive, and disaster-resilient communities.

DILG Region VII, through the Local Government Capability Development Division (LGCDD), continues to strengthen local governance capacities through sustained technical support and capability enhancement initiatives.

On May 25, 2026, EnP Jerson O. Obo, MMEP, Assistant Division Chief of LGCDD, provided Technical Assistance on Barangay Development Planning to DILG personnel of Lapu-Lapu City. The activity aimed to enhance the knowledge and technical competencies of DILG personnel in facilitating and guiding barangays in the formulation and/or updating of their Barangay Development Plans (BDPs).

The activity highlighted the salient provisions of DILG Memorandum Circular No. 2026-030 on the Formulation and/or Updating of Barangay Development Plans, emphasizing participatory planning processes, evidence-based decision-making, and the alignment of barangay priorities with local and national development goals.

Through strengthened technical capacities and continuous learning, DILG remains committed to empowering its personnel and ensuring effective assistance to barangays in pursuing responsive and sustainable local development.

Ang mga organizers nagpatuman og mga lakang nga gikinahanglan ug angay lamang ipatuman, subay sa standard international security protocols nga gigamit usab sa matag nasud nga nag-abiabi og mga lider sa kalibutan.

Apil sa maong mga lakang ang pagsira sa pipila ka mga dalan ug mga kausaban sa lihok sa mga tawo ug sakyanan nga posibleng maghatag og temporaryong kakulian. Kining mga kontroladong lakang mahimo usab makaapekto sa operasyon sa mga establisimyento ug negosyo.

Ang mga lokal nga panggamhanan (LGUs) sa Metro Cebu nagtinabangay uban sa Armed Forces of the Philippines (AFP) ug Philippine National Police (PNP) aron masiguro nga ang maong mga kakulian mapugngan ug makontrol sa labing maayo ug organisadong pamaagi.

Busa, kami nagahangyo sa pagsabot ug pasensya sa publiko.

Ang tanang security arrangements alang sa ASEAN Summit gituyo ug gipahimutang aron mapanalipdan dili lamang ang atong mga bisitang lider kon dili usab ang kaayohan ug kaluwasan sa atong mga komunidad.

Ang atong mga kaubanan sa AFP ug PNP kay gipang-deploy alang sa kalihokan alang sa kaluwasan sa tanan.

Sa matag Cebuano, kamo ang tinuod nga tig-abiabi sa ASEAN Summit.

ATTENTION ALL LGUs IN REGION VII

The Department of the Interior and Local Government (DILG) issues Memorandum Circular No. 2026-030 on the Formulation and/or Updating of Barangay Development Plans (BDPs).

All barangays are hereby reminded and directed to ensure the timely preparation and updating of their Barangay Development Plans (BDPs) and corresponding Barangay Development Investment Programs (BDIPs) in accordance with national policies and planning guidelines.

Key Reminders:
✔️ BDPs must be comprehensive, multi-sectoral, and community-driven
✔️ Ensure alignment with the Comprehensive Development Plans (CDPs) of cities/municipalities
✔️ Promote active participation of stakeholders and residents
✔️ Strengthen coordination among barangays and LGUs
✔️ Compliance will be monitored through the Barangay Information System (BIS)

2026 Barangay Development Planning Timeline:
• Jan–March – Organize planning team & conduct situational analysis
• March–April – Visioning, goal setting, and gap analysis
• May–July – Project identification & BDIP formulation
• August – Approval and adoption of BDP
• October – Presentation to Barangay Assembly
• November – Submission to City/Municipal Development Council

1st Quarter Meeting of Program Focal Persons of LGCDD PPAs on April 29, 2026 via Zoom.

The Local Government Capability Development Division (LGCDD) successfully conducted its 1st Quarter Meeting of Program Focal Persons, bringing together key personnel to discuss updates, align strategies, and strengthen the implementation of priority PPAs.

The activity was actively participated in by Program Focal Persons from DILG Sub-Regional Offices, ensuring that field-level perspectives and implementation realities are integrated into regional planning and coordination.

The meeting was graced by DC Maria Thelya Y. Oporto, who emphasized the importance of synergy, coordination, and shared accountability in delivering responsive services to LGUs. She also highlighted the assistance of SROs to covered LGUs for the fast-tracking of their compliance on CDPs, BDPs, EODB, and other mandated requirements.
