The Department of the Interior and Local Government (DILG) Region 7, led by Regional Director Leocadio Trovela, conducted a two-day orientation on the Local Governance Resource Center (LGRC) and Knowledge Management (KM) audit tools and workshop/writeshop on April 7-8, 2026 in Cebu City.

LGCDD Chief Maria Thelya Oporto opened the activity, highlighting the role of knowledge management towards a responsive and innovative governance, and was followed by the presentation of the activity rationale by LGCDD Assistant Divison Chief EnP Jerson Obo, MMEP, which provided clear direction for a collaborative and output-based engagement.

Serving as the resource person from the Local Government Academy (LGA), Ms. Euly Enrique, RPDD-LGA Assistant Chief, facilitated key sessions on the overview of the LGRC system, introduction to KM audit, and the presentation of KM audit tools and assessment methodologies.

The activity gathered DILG-7 personnel, including division chiefs namely LGMED Division Chief Celerino Magto Jr., FAD Chief Atty. Ferdinand Albaรฑo, and PDMD Chief Atty. Rommel Correa, along with personnel designated to the different LGRC services: Capacity Development Services, Linkage and Networking Services, Public Education and Citizenship Development Services, Multi-Media Knowledge and Information/Library Services, and the MSAC Secretariat.

Participants engaged in workshops and writeshop sessions to consolidate findings, identify gaps, and develop action plans to enhance LGRC operations in the region.

The two-day activity aimed to strengthen the LGRC system and enhance KM practices, reaffirming the Officeโ€™s commitment to improved knowledge management for better local governance.

RDโ€™s Cup 2026 Opening Ceremony: Igniting Sportsmanship and Collaboration

DILG Regional Office VII officially launched the RDโ€™s Cup on March 25, 2026 through a vibrant and well-coordinated Opening Ceremony, bringing together participants in a spirit of unity, sportsmanship, and friendly competition.

The program commenced with the Opening Preliminaries, which included a prayer, the singing of the National Anthem, and the recognition and introduction of participants and their respective teams. This was followed by an inspiring Welcome Message from Regional Director Leocadio T. Trovela, CESO III, who encouraged everyone to embody teamwork and excellence throughout the activities. The emcees then presented the Games Mechanics to guide all participants, leading to the Sportsmanship Oath-taking headed by PDMD Chief Atty. Rommel A. Correa, emphasizing fairness and integrity in every competition. The ceremony also included a photo opportunity, capturing the enthusiasm and solidarity of all attendees.

Representatives from DILG Mandaue, DILG Cebu Province, DILG Cebu City, and DILG Lapu-Lapu City were present, demonstrating strong inter-office collaboration and support for this initiative.

More than just a sporting event, the RDโ€™s Cup highlights the importance of fostering wellness, teamwork, and a positive organizational culture within the DILG family.

The Local Government Capability Development Division (LGCDD) hosted the Regular Monday Flag Raising Ceremony on March 23, 2026, at the DILG Regional Office VII.

The activity was graced by Regional Director Leocadio T. Trovela, CESO III, who joined the officials and personnel in reaffirming the Departmentโ€™s commitment to public service, discipline, and good governance in support of local government units in Central Visayas.

Present during the ceremony were the division chiefs and personnel from the Local Government Capability Development Division (LGCDD), Local Government Monitoring and Evaluation Division (LGMED), Finance and Administrative Division (FAD), and the Office of the Regional Director (ORD).

The conduct of the flag-raising ceremony is in accordance with Republic Act No. 8491, also known as the โ€œFlag and Heraldic Code of the Philippines,โ€ which mandates the proper observance of respect and honor to the Philippine flag during official ceremonies. It also aligns with Civil Service Commission Memorandum Circular No. 19, s. 2012, which directs all government agencies to conduct regular Monday flag raising and Friday flag lowering ceremonies to strengthen patriotism, unity, and commitment among government workers.

Through this activity, DILG VII personnel renew their dedication to uphold the values of Matino, Mahusay, at Maaasahan na Serbisyo Publiko in serving the Filipino people.

DILG Region VII Participates in the 1st Quarter Nationwide Simultaneous Earthquake Drill (NSED)

Personnel of the Department of the Interior and Local Government Region VII actively participated in the 1st Quarter Nationwide Simultaneous Earthquake Drill (NSED) held on March 12, 2026, demonstrating the Departmentโ€™s strong commitment to disaster preparedness, workplace safety, and the continued promotion of Operation L!STO.

The activity gathered personnel from the Local Government Capability Development Division (LGCDD), Local Government Monitoring and Evaluation Division (LGMED), Finance and Administrative Division (FAD), and the Office of the Regional Director (ORD), highlighting the unified participation of the Regional Office in strengthening preparedness and response to earthquake hazards.

The drill was graced by Regional Director Leocadio T. Trovela, CESO III, who underscored the importance of preparedness, coordination, and vigilance in responding to disasters. He also reiterated the significance of Operation L!STO, the DILGโ€™s disaster preparedness advocacy program that ensures government offices and communities are alert, ready, and equipped to respond to emergencies.

The activity was facilitated by ENP Jerson O. Obo, MMEP, Assistant Division Chief of the Local Government Capability Development Division (LGCDD), who guided personnel through the proper โ€œDuck, Cover, and Holdโ€ procedure and earthquake response protocols.

Through initiatives such as the NSED and Operation L!STO, DILG Region VII continues to foster a culture of preparedness and resilience, contributing to the national governmentโ€™s efforts in building safer and disaster-resilient communities.

Promoting Wellness and Empowerment this Womenโ€™s Month

In celebration of Womenโ€™s Month, anchored on the theme โ€œLead like the Babaylans, Filipinas,โ€ the DILG Central Visayas conducts its Entrepreneurship and Wellness Activity, March 19, at the regional office in Sudlon, Lahug, Cebu City.

In collaboration with student interns, various DILG-7 divisionsโ€”LGMED, LGCDD, PDMD, ORD, and FADโ€”present a wide range of products, including bags, office supplies, and an assortment of food items, showcasing their creativity and entrepreneurial spirit.

Complementing the activity, the Lapu-Lapu City LGU provides free wellness services such as massage, haircut, manicure, and pedicure, contributing to the overall well-being and empowerment of participants.

This initiative highlights the importance of supporting women-led enterprises and promoting holistic wellness in the workplace. By creating spaces that encourage livelihood opportunities and self-care, the activity reinforces the vital role of women in community development and underscores the commitment to building a more inclusive, empowered, and resilient society.
