"MAS PINAHUSAY NA SARILI, MAS MAHUSAY NA SERBISYO."

Under the leadership of JCSUPT RUFINO M SANTIAGO JR, TLPE, Regional Director of the Jail Bureau, the Regional Welfare and Development Division (RWDD) led by JCINSP ELMERO L MATONDO successfully conducted a Welfare and Development Reports and Communications Coaching for all Welfare and Development Unit (WDU) Administrative personnel last November 20, 2025 at Davao City Jail Female Dormitory Conference Hall. The activity was organized as part of the Division’s continuous effort to enhance the competency, accuracy, and promptness of its all WDU Administrative personnel handling welfare and development accomplishment reports.

The RWDD emphasized the importance of producing clear, concise, evidence-based and timely reports that accurately reflect the status of welfare programs, interventions, and accomplishments. Participants from all jail units were also provided with guidelines on standard report formats, common reporting errors to avoid.

Throughout the activity, participants actively engaged in the learning process, sharing their experiences and seeking guidance to improve the quality of their reports and communication outputs in their respective jail units. The RWDD program in-charges also ensured that each concern was addressed and that all participants gained a clear understanding of the expectations and standards required in their roles.

Overall, the activity strengthened the capability of WDU In-Charge personnel to deliver timely, accurate, and well-structured reports and communications, thereby supporting efficient monitoring, and improved service delivery for the welfare of Persons Deprived of Liberty (PDL).

The Regional Welfare and Development Division (RWDD) of BJMP Regional Office XI headed by JCINSP ELMERO L MATONDO, proudly extends its heartfelt congratulations to its esteemed Regional Director, JCSUPT RUFINO M SANTIAGO JR, TLPE on his well-deserved promotion to Star Rank. This significant milestone is a testament to his exemplary leadership, unwavering dedication to public service, and steadfast commitment to the welfare and development of both personnel and Persons Deprived of Liberty (PDL) across the region.

The division recognized his consistent guidance and policy direction, which have greatly contributed to the successful implementation of welfare, development, and rehabilitation programs in all jail units within the region.

In line with the celebration of the National Correctional Consciousness Week (NACOCOW) 2025 under the leadership of JSSUPT RUFINO M SANTIAGO JR, TLPE, Regional Director of the Jail Bureau, the Regional Welfare and Development Division (RWDD) headed by JCINSP ELMERO L MATONDO successfully conducted a Paralegal Symposium for Persons Deprived of Liberty (PDLs) on October 20, 2025 at Davao City Jail-Male and Female Dormitory and Davao City Jail-Annex. The activity aimed to promote awareness of the legal rights and remedies available to PDLs, as well as to empower them with basic knowledge of the judicial process and paralegal assistance.

During the symposium, JCINSP ELMERO L MATONDO discussed essential topics such as the rights of the accused, procedures in filing legal remedies, post-conviction relief, and the role of paralegals in assisting PDL. An open forum followed, where PDL were encouraged to raise their concerns and clarify issues related to their cases.

The Paralegal Symposium served as a meaningful highlight of the NACOCOW 2025 celebration, reaffirming the Bureau's commitment to the principles of restorative justice, human dignity, and equal access to the law. Through this initiative, the PDLs were reminded that while they may be deprived of liberty, they are never deprived of their rights as human beings and citizens.

Under the leadership of JSSUPT RUFINO M SANTIAGO JR, TLPE, Regional Director of the Jail Bureau, the Regional Welfare and Development Division (RWDD) headed by JCINSP ELMERO L MATONDO conducted an Information Drive for Saint John Paul II College Criminology Interns on October 20, 2025 at Davao City Jail-Male Dormitory Conference Room and Davao City Jail-Annex as part with the observance of the National Correctional Consciousness Week (NACOCOW) 2025) with the theme “Matatag na Paglilingkod, Makabagong Pamamaraan, Maunlad na Serbisyong Pampiitan”

The activity aimed to deepen the understanding of criminology interns regarding the significance of NACOCOW, its historical background, and the role of jail institutions in promoting rehabilitation, human rights, and social reintegration of Persons Deprived of Liberty (PDLs).

The session was facilitated by JCINSP ELMERO L MATONDO, Chief, RWDD, who discussed the objectives of NACOCOW and the Bureau's continued commitment to humane safekeeping and development of PDLs. The discussion highlighted various welfare and development programs implemented across jails, emphasizing how these initiatives contribute to the holistic reformation of PDL and the strengthening of community-based correctional awareness.

Overall, the activity successfully underscored the importance of collaborative efforts in sustaining the advocacy of NACOCOW — reminding everyone that jail service is not only about discipline but also about transformation and hope.

BEHAVIOURAL SHAPING TOOLS WORKSHOP: A TCMP ENHANCEMENT SEMINAR

Under the leadership of JSSUPT RUFINO M SANTIAGO JR, TLPE, Regional Director of the Jail Bureau, BJMP-XI, the Regional Welfare Development Division headed by JCINSP ELMERO L MATONDO in collaboration with Health Service Division - Mental Health Service recently conducted a 9-day Behavioral Shaping Tools Workshop from September 1- 12, 2025 as part of the Therapeutic Community Management Program (TCMP) enhancement seminar. This important session was designed specifically for the TCMP Core Group members from all jail units within the region.

The workshop focused on equipping participants with practical behavioral shaping techniques aimed at improving PDL rehabilitation and fostering positive behavioral change. Through interactive discussions and hands-on activities, core group members gained valuable insights into how to apply these tools effectively within their respective jail facilities.

This initiative reflects the Bureau's commitment to continuous development and innovation in welfare programs for the jail management system.

“CHANGING LIVES, ONE MEAL AT A TIME”

Under the leadership of JSSUPT RUFINO M SANTIAGO JR, TLPE, Regional Director of the Jail Bureau, all jail units under BJMP-XI, in its continuous commitment to promote health and wellness among Persons Deprived of Liberty (PDL) actively participated in the nationwide celebration of 51st Nutrition Month with the theme: “Food at Nutrition Security Maging Priority! Sapat na Pagakain, Karapatan Natin” last July 1-31, 2025. The celebration aimed to raise awareness on the importance of proper nutrition, balanced diet, and healthy lifestyle, in line with the annual theme set by the National Nutrition Council.

The celebration was conducted across various BJMP-XI jail units, with each facility customizing activities suited to their respective environments and available resources.

The Nutrition Month celebration successfully increased awareness among PDLs regarding healthy lifestyle practices. The interactive and educational activities were well-received, with active participation and positive feedback.

“EAT RIGHT, LIVE BRIGHT!”

In line with the national celebration of Nutrition Month 2025, the Bureau of Jail Management and Penology Regional Office XI under the supervision of JSSUPT RUFINO M SANTIAGO JR, TLPE, Regional Director of the Jail Bureau, successfully conducted its 51st Nutrition Month Celebration Culmination Program last August 4, 2025, held at BJMPRO-XI Conference Room, Maa Compound, Davao City. This year’s theme, “Food at Nutrition Security Maging Priority! Sapat na Pagakain, Karapatan Natin”, served as a reminder of the importance of accessible and sustainable nutrition.

The program aimed to highlight the Regional Office’s efforts in promoting proper nutrition among Persons Deprived of Liberty (PDLs) and personnel, as well as recognize the role of balanced meals in the holistic rehabilitation and well-being of PDLs.
Moreover, series of engaging and informative activities for personnel were also carried out in line with the celebration. Davao City Jail- Female Dormitory Jail Warden, JCINSP CONNIE P SEDRIJAS, together with her Welfare and Development Unit personnel also attended the program as their jail unit won this year’s “Best 51st Nutrition Month Jail Implementer” Award.

The culmination program concluded with a guidance from the Regional Director, expressing gratitude to the Regional Welfare and Development Division. He reiterated the Bureau’s continued commitment to the promotion of health and nutrition as part of its mandate to protect the welfare of PDLs under its care.
