The ICCs/IPs of Ilocos Sur gathered for a necrological service at the residence of the late Edgardo Balicdang, Barangay IPMR of Poblacion, Galimuyod, Ilocos Sur. He was remembered as a dedicated teacher and culture bearer who devoted his life to the preservation and transmission of Indigenous culture and heritage.

Atty. Laarni Banez-Tumacdang joined the gathering, where the Resolution of Condolence and Saranay from the Barangay IPMRs of Ilocos Sur were presented to the bereaved family in honor of the late Edgardo Balicdang.

On its third day, the Pammadayew Sintatako Awards Provincial Assessment Team (SAPAT) conducted onsite validation in the barangays of Luna, Poblacion Sur, and Poblacion Norte in Burgos, Ilocos Sur. The team carried out file assessment, document validation, and interviews to verify and substantiate the information, accomplishments, and supporting evidence presented in the bidbooks submitted by the participating barangays.

In preparation for the upcoming onsite validation, Hon. Elpidio Quines Sr. convened the Pammadayew Sintatako Awards Provincial Assessment Team (SAPAT) for a preparatory meeting to discuss the activities and procedures for the validation. The team is composed of personnel from PGIS-IPMR office, DILG-Ilocos Sur, NCIP-Ilocos Sur, Office of the Provincial Prosecutor, ISPSC, PNP-ISPPO, Provincial Legal Office, and DepEd Candon City Division who will visit the 13 LGU finalists to verify and substantiate the information presented in their bid books.

Day 2 of the Pammadayew Sintatako table evaluation continued the assessment of the bidbooks submitted by 137 ICCs/IPs. The Pammadayew SAPAT thoroughly reviewed the completeness of the documentation of each bidbook, including the relevance of its content, in accordance with the prescribed criteria. The evaluation successfully concluded with the identification of the finalists.

Day 1 of the Pammadayew Sintatako Table Evaluation, where the Pammadayew Sintatako Awards Provincial Assessment Team (SAPAT), composed of representatives from the Provincial IPMR Office, Provincial Legal Office, DILG Ilocos Sur, NCIP Ilocos Sur, Office of the Provincial Prosecutor, Ilocos Sur Police Provincial Office, Ilocos Sur Polytechnic State College, and the DepEd Schools Division Office of Candon, evaluated 137 bid books submitted by the ICCs/IPs of Ilocos Sur.

The bid books showcased the communities’ documentation of their Indigenous Dispute Resolution practices, which have been observed since time immemorial, as well as their compliance with existing laws, rules, and regulations.

23 April 2026 | 2nd Quarter Meeting

The City and Municipal IPMRs, together with the IPO Federated Presidents, convened to deliberate on measures and matters concerning the ICCs/IPs of Ilocos Sur. Discussions included the pre-planning for Begnas di Ilocos Sur 2026, the proposed accreditation with the NCCA, and the identification of artifacts for the proposed IP Museum.

Also present was the Provincial Director of the DILG–Ilocos Sur, who introduced to the body the ongoing study and the proposed capacity development initiatives for IPMRs and IP youth, to be funded by the Local Government Academy and partner agencies. The Provincial Legal Officer of NCIP–Ilocos Sur likewise provided updates on ongoing CADT applications, the ADSDPP, and selection processes within the province.

Other concerns were addressed, including the registration of IPMRs and clarifications on Saranay
