𝗔𝗿𝗼𝘂𝗻𝗱 𝟮𝟳𝟵 𝗿𝗲𝘀𝗶𝗱𝗲𝗻𝘁𝘀 𝗼𝗳 𝗕𝗿𝗴𝘆. 𝗠𝗮𝗿𝘂𝗴𝗮𝗻𝗴 𝗯𝗲𝗻𝗲𝗳𝗶𝘁 𝗳𝗿𝗼𝗺 𝗻𝗲𝘄𝗹𝘆 𝘁𝘂𝗿𝗻𝗲𝗱-𝗼𝘃𝗲𝗿 𝗙𝗠𝗥 𝗣𝗿𝗼𝗷𝗲𝗰𝘁

CONCEPCION, MISAMIS OCCIDENTAL, Jan. 5 — Around 297 residents of Barangay Marugang, Municipality of Concepcion, Misamis Occidental, are now benefiting from the improved mobility and enhanced access to markets following the inauguration and turnover of the Local Government Support Fund–Support to Barangay Development Program (LGSF-SBDP) 2023 Farm-to-Market Road Project.

The project, titled Opening with Concreting of Farm-to-Market Road, involves the concreting of a 0.725-kilometer Portland Cement Concrete Pavement with box culvert, implemented by the local government unit (LGU) of Concepcion. With a total project cost of ₱6.6M, the infrastructure was funded under the FY 2023 LGSF-SBDP and was completed in August 2025.

The turnover ceremony was led by DILG Region 10 Regional Director Bruce A. Colao, CESO V, together with Concepcion Municipal Mayor Hon. Jesse S. Viña, Vice Mayor Ronel Montipon, and Punong Barangay Hon. Rizaldo A. Tumagna of Barangay Marugang. They were joined by Municipal Engineer Engr. Ernesto Garcia, Jr., members of the Local Project Monitoring Committee (LPMC), other local officials, and project beneficiaries.

In his message, RD Colao underscored the vital role of barangays as the primary point of government presence and service delivery to the people.

“The barangay is the first face of government that our people encounter. It is at the barangay level where governance is felt most directly, and where government services must be visible, accessible, and responsive. Projects like this ensure that the services of government reach our communities first and foremost, especially those in far-flung and agricultural areas,” RD Colao said.

Barangay Marugang is a primarily agricultural barangay, with residents engaged in farming root crops and fruit-bearing plants as their main source of livelihood. As a highland barangay, access to reliable road infrastructure has long been a challenge for residents, particularly farmers transporting their produce and families accessing basic services.

The newly completed farm-to-market road is expected to significantly reduce travel time, lower transportation costs, and enhance the overall economic activity within the barangay.
Through the LGSF-SBDP, the DILG continues to support barangays by funding priority infrastructure projects that promote local development, strengthen governance, and improve the quality of life of communities nationwide.

Because of you, a long-time dream of our Barangay intended for the people of Barangay Marugang, and not only for those who live here but for everyone has finally been realized. Today, the long-standing problem of our community has been answered and resolved.

To our most handsome, hardworking, patient, and compassionate DILG Region 10 Regional Director, Sir Bruce A. Calao, CESO V, we sincerely thank you for personally visiting our Barangay. We truly appreciate the time and effort you have given us. Despite the long distance and the difficult road leading to our place, you remained determined and willing to come just to visit us and see our Barangay. It is a great honor for us to welcome a Regional Director into our humble community. Most of all, we would like to share that from what we saw, there was no sign of hardship, fatigue, or regret on your face—only genuine happiness and dedication to service. Thank you very much, Sir. We also extend our sincere appreciation to the INF (GSC) PA Battalion Commander, 10th Infantry Battalion, 1st Infantry Division, Philippine Army, for the support and assistance during the visit to our Barangay.

We also extend our heartfelt thanks to our hardworking and caring Mayor, Hon. Jessie S. Vina, together with the Vice Mayor, SB Members, Municipal DILG, and all those who worked behind this project. Thank you for your support, guidance, and for patiently answering our questions. We are deeply grateful for your assistance, as this project is a great help to us as residents of this Barangay. We no longer feel anxious during the rainy season because we now have bridges not just one, but two that ensure safety and accessibility for our community.

Lastly, to our Punong Barangay, Hon. Rizaldo A. Tumagna, the Barangay officials, SK Chairman, SK members, all Barangay government workers, and the people of Barangay Marugang, this achievement began with us. It was made possible through our unity, cooperation, and shared efforts. The bridges we now have are the fruits of our collective work. May we continue to remain united as one community as we work together for the continued development and progress of our Barangay. ❤️
