📊 COMMITTEE HEARING | FINANCE, BUDGET & APPROPRIATION 💼

The Sangguniang Bayan Committee on Finance, Budget & Appropriation, chaired by Hon. Mark Ruffin C. Villaruz, conducted a Committee Hearing on August 18, 2026 📅, at the Sangguniang Bayan Session Hall 🏛️.

The Committee discussed and evaluated the following matters:

• 📌 A proposed Resolution affirming the validity of the Annual Budget of the Sangguniang Kabataan of Brgy. Tambaliza for CY 2026; and

• 📌 The request from the Office of the Mayor for the consideration of Supplemental Budget No. 1 of the Municipality of Concepcion for Fiscal Year 2026, amounting to ₱7,130,000.00 💰.

The hearing provided an opportunity for the concerned officials and representatives to present clarifications and necessary inputs 🗣️ to assist the Committee in its proper evaluation and recommendation ✅.

Through careful deliberation and responsible fiscal oversight 📑, the Committee continued to uphold transparency, accountability, and the prudent use of public funds for the benefit of the people of Concepcion 🤝🇵🇭.

33rd Regular Session | 12th Sangguniang Bayan

The 12th Sangguniang Bayan of Concepcion, Iloilo convened for its 33rd Regular Session on August 17, 2026, where various measures and resolutions were taken up in support of the municipality’s continued development and the welfare of its constituents.

Also present during the session were the Boy and Girl Officials of Concepcion 2026, who had the opportunity to witness the proceedings and gain firsthand insight into the workings of local government and public service. Their presence highlighted the importance of encouraging our young people to become active, responsible, and future-ready leaders in the community.

Among the matters discussed were measures concerning barangay rabies prevention and control, responsible pet ownership, sustainable waste management, the “Basura Baylo Goods” Program, and the “Rescue Baylo School Supplies” Program.

The session also tackled initiatives supporting our local fisheries and aquaculture sector, including the proposed partnership for the sustainable valorization of crustacean processing wastes—promoting innovation, environmental sustainability, and opportunities for our local communities.

Other measures covered finance and budget, housing and land utilization, youth and sports development, civil society organizations, marine protected area patrols, and social welfare programs.

As Chairman on Finance, Budget and Appropriation, I remained committed to supporting measures that promoted responsible governance, sustainable development, and meaningful programs for the people of Concepcion.

𝗙𝗬 𝟮𝟬𝟮𝟳 𝗣𝗥𝗢𝗣𝗢𝗦𝗘𝗗 𝗕𝗨𝗗𝗚𝗘𝗧 𝗛𝗘𝗔𝗥𝗜𝗡𝗚

The FY 2027 Proposed Budget Hearing of the Municipality of Concepcion was successfully conducted on August 13–14, 2026, at Concepcion Plaza Hotel.

The budget hearing provided an opportunity for the various municipal offices and departments to present their proposed programs, activities, projects, and corresponding budget requirements for FY 2027.

As members of the Sangguniang Bayan, we took part in the thorough review and discussion of the proposed budget, ensuring that public funds are responsibly allocated toward programs and services that address the needs and priorities of the people of Concepcion.

Transparent governance. Responsible budgeting. A better Concepcion for all.

🐾 𝐏𝐚𝐫𝐚 𝐬𝐚 𝐌𝐚𝐬 𝐋𝐮𝐰𝐚𝐬 𝐤𝐚𝐠 𝐌𝐚𝐬 𝐑𝐞𝐬𝐩𝐨𝐧𝐬𝐚𝐛𝐥𝐞 𝐧𝐠𝐚 𝐊𝐨𝐦𝐮𝐧𝐢𝐝𝐚𝐝.

Padayon ang Sangguniang Bayan sang Concepcion sa pagsuporta sa mga tikang nga nagaprotektar sa panglawas, kaluwasan, kag kaayuhan sang aton mga kasimanwa, ilabi na sa paglikaw sa rabies kag animal bites.

Sa 32nd Regular Session sang Agosto 10, 2026, ginpresentar ang Committee Report No. 68 sang Committee on Agriculture, Fisheries and Aquatic Resources bahin sa Barangay Ordinance No. 02, Series of 2026 sang Barangay Agnaga, nga nagatuyo sa pag-regulate kag pag-require sa mga pet owners nga maghatag sang bulig ukon assistance sa mga biktima sang rabies kag/o animal bites.

Ang amo nga tikang nagapabaskog sang responsible pet ownership kag nagahatag sang mas klaro nga responsibilidad sa mga tag-iya sang sapat, labi na kon ang ila mga pets makahimo sang injury ukon posible nga exposure sa rabies.

Importante gid nga ang aton mga kasimanwa may yara sang kaalam kag responsibilidad sa pag-atipan sang ila mga pets. Ang paglikaw sa rabies indi lamang responsibilidad sang isa ka tawo—responsibilidad ini naton tanan bilang isa ka komunidad.

Ginkilala man sang Committee nga ang implementasyon sang ordinansa kinahanglan mangin fair, reasonable kag legal, kag dapat ginahimo sa koordinasyon sa Municipal Health kag Veterinary Authorities, kag suno sa mga nagapadayon nga national laws pareho sang Anti-Rabies Act of 2007 (RA 9482) kag Local Government Code of 1991 (RA 7160).

💙 Kon responsable kita sa aton mga sapat, mas luwas ang aton pamilya kag komunidad.

Para sa mas luwas, mas himsog, kag mas responsable nga Concepcion!

Isa naman ka mabinungahon nga adlaw sang pagserbisyo sa katawhan sa aton 31st Regular Session sang Sangguniang Bayan sang Concepcion.

Isa sa mga importante nga tikang nga ginpatuhuyan naton sang atensyon amo ang proposed Municipal Catch Documentation and Traceability System (MCDTS)—isa ka ordinansa nga nagatinguha mapabakod ang pagmonitor kag pagdokumentar sang aton municipal fisheries. Ini nga tikang nagasuporta sa legal, responsable kag mas masaligan nga pangisdaan, agud maprotektahan ang pangabuhi sang aton mga mangingisda kag mapabakod pa gid ang industriya sang pangisdaan sa Concepcion.

Gintalakay man ang iban pa nga mga ordinansa kag resolusyon nga nagapatuhoy sa:
🐾 Rabies prevention kag responsableng pag-atipan sang ido;
👧🧒 Pagpauswag sang Child-Friendly Barangays;
🌿 Suporta sa seaweed development projects; kag
🇵🇭 Pagbulig sa aton mga retired veterans pinaagi sa financial assistance programs.

Padayon kita sa paghimo sang mga polisiya nga indi lang para sa subong, kundi para man sa mas maayo nga palaabuton sang aton banwa. Ang serbisyo nga may pagpamati, pagbinuligay, kag pagpalangga sa Concepcion ang aton padayon nga handum.

Padayon ang trabaho. Padayon ang serbisyo. Para sa mas mabaskog nga Concepcion.

Lakip sa mga gintalakay amo ang:

✅ Pagkilala sa South Single Motorcycle Association bilang isa ka Civil Society Organization (CY 2026–2028)
✅ Pag-aprubar sang Supplemental Annual Investment Program (AIP) No. 2 nga nagabalor sang ₱6.97 milyon para sa mga prayoridad nga programa kag proyekto sang banwa
✅ Pag-endorso sang amended SOLARIS Project agud mapadali ang pagproseso sang Environmental Compliance Certificate (ECC) sini
✅ Pagbaton sang request sang CONSOOA para sa mga opisyal nga dokumento may kaangtanan sa moratorium, restrictions, kag total ban sang sinsoro operations halin 2023 tubtob 2026

✅ Proposed nga pagtukod sang Seaweed Culture Laboratory paagi sa partnership sang DA-BFAR Region VI, Northern Iloilo State University (NISU), kag Provincial Government of Iloilo
✅ Isa ka urgent measure nga nag-otorisar sang pagpasulod sa Memorandum of Agreement (MOA) upod sa PESOMAP Iloilo Province Chapter bilang suporta sa PESO Regional Congress

🏃‍♀️ Active Kids, Active Future! 👧👦

It was a pleasure to join the Women’s Run PH Active Kids Community Day held at Brgy. Nipa Elementary School, a meaningful initiative led by Women’s Run PH CEO, Ms. Nicole Wuthrich Dela Cruz. This inspiring program encourages children to embrace an active lifestyle while promoting the importance of proper nutrition, healthy habits, and overall well-being.

It was truly heartwarming to see the enthusiasm and energy of the students of Brgy. Nipa Elementary School, together with the unwavering support of their teachers, whose dedication continues to shape the minds and future of our young learners. Programs like these create lasting opportunities for children to learn, grow, and develop healthy lifestyles.

My sincere appreciation to Women’s Run PH, led by Ms. Nicole Wuthrich Dela Cruz; to the teachers and students of Brgy. Nipa Elementary School; to Brgy. Captain Leobert Villaruz for his support and commitment to the community; and to all the organizers, volunteers, parents, and partners who made this meaningful activity a success.

🤝 SB Mark Ruffin C. Villaruz attended the Committee on Health and Social Services Meeting chaired by Hon. Amy O. Gabo to discuss the proposed ordinance requiring every barangay in the Municipality of Concepcion to designate one (1) Barangay Sanitary Inspector Volunteer and define their duties and responsibilities.

🩺🧹 The proposed measure seeks to strengthen public health services at the grassroots level by promoting proper sanitation, disease prevention, environmental cleanliness, and health awareness in every barangay.

💼 As Chairman of the Committee on Finance, Budget and Appropriations, SB Mark Ruffin C. Villaruz remains committed to supporting legislative measures that enhance public health, empower communities, and improve the quality of life of every Concepcionnon.
