Strengthening our commitment to a healthier, smoke-free and v**e-free Concepcion.

Today, the Municipality of Concepcion, through the Concepcion Primary Care Facility and Municipal Health Office, welcomed the To***co Control Leadership (TCL) Validation Team from the Department of Health – Western Visayas Center for Health Development.

The validation provided an opportunity to showcase our municipality’s to***co control policies, programs, initiatives, and accomplishments, while also receiving valuable feedback and recommendations to further strengthen our implementation.

Our sincere appreciation to Hon. Milliard S. Villanueva, for the support and leadership of our local government; to Dr. Mark Anthony P. Celestial, Municipal Health Officer; Mr. Jimmy Celestial, Municipal Administrator and Executive Director of CMAST; and to our dedicated Municipal Health Office and Concepcion Primary Care Facility team, and CMAST Enforcers for continuously supporting our to***co control initiatives.

More than a validation, today is a reminder that protecting our community from the harmful effects of to***co and va**ng is a shared responsibility.

Let’s continue building a healthier, safer, and smoke-free Concepcion. ❤️

Many people believe that va**ng is a "safer" alternative to smoking, but e-cigarettes and v**es are far from harmless. Behind the flavors and clouds is a toxic cocktail of chemicals and a high risk of lifelong addiction.

𝐖𝐡𝐚𝐭 𝐚𝐫𝐞 𝐲𝐨𝐮 𝐚𝐜𝐭𝐮𝐚𝐥𝐥𝐲 𝐢𝐧𝐡𝐚𝐥𝐢𝐧𝐠?

V**e aerosol is not just "water v***r". It contains dangerous substances, including:

* Formaldehyde: A toxic byproduct that can cause heart disease and cancer.
* Heavy Metals: Metal particles associated with cardiovascular toxicity.
* Acrolein: A chemical that can damage your DNA.
* Diacetyl: A flavoring chemical known to cause serious lung harm when inhaled.
* Benzene: A chemical found in car exhaust linked to blood problems and cancers.

𝐓𝐡𝐞 𝐍𝐢𝐜𝐨𝐭𝐢𝐧𝐞 𝐓𝐫𝐚𝐩 🪤

Furthermore, e-cigarette use among young non-smokers doubles their chance of starting traditional cigarette smoking later in life.

𝐏𝐫𝐨𝐭𝐞𝐜𝐭𝐢𝐧𝐠 𝐂𝐨𝐧𝐜𝐞𝐩𝐜𝐢𝐨𝐧 🌊

Under Municipal Ordinance No. 2021-03, we are committed to protecting our youth and bystanders from these risks:

✅ Minimum Age 21: The sale, distribution, and use of v**es are strictly prohibited for anyone under 21 years old.
✅ No Secondhand Clouds: Va**ng is banned in enclosed public places, workplaces, and public transport to protect others from secondhand aerosol, which is proven risky for those with respiratory conditions.

🚫 Violations carry heavy penalties:
1st Offense: P500
2nd Offense: P1,500
3rd Offense: P2,500 (and potential revocation of business permits).
