Today, I am honored and grateful to witness the inauguration of the Multi-Purpose Building at Caglayan Elementary School and the distribution of food assistance to indigent individuals in Barangay Paddig.

The activity was led by Cong. Hon. Eleanor C. Bulut-Begtang and Governor Elias C. Bulut Jr. This project would not have been possible without their strong leadership, support, and commitment to public service, together with the representatives from DSWD, CDH, DPWH, teachers, barangay officials, and my fellow Board Members.

Idiay programa, nangted ni Cong. Leah ti naindaklan a mensahe maipapan iti kinapateg ti edukasyon. She also spoke about the need to protect women and children from violence and abuse, including r**e, and encouraged everyone to remain vigilant in safeguarding the rights and dignity of every individual. Higit sa lahat, kanyang ipinaalala ang kahalagahan ng pagkakaisa at pagtutulungan sapagkat sa pamamagitan nito ay mas mapapalakas natin ang ating mga komunidad, maisusulong ang kaunlaran, at makapagbibigay ng mas maraming oportunidad para sa susunod na henerasyon.

I feel truly blessed and fortunate to be part of this meaningful activity that promotes education, community welfare, and good governance.

I am so grateful to have been part of this meaningful celebration — a tribute to the father and founder of Apayao.

On the 2026 Provincial Founder’s Day we honored not only the province’s rich history and progress, but also the life and legacy of the late beloved Governor Elias K. Bulut Sr.

His vision, leadership, and unwavering dedication to the people laid the foundation of the province we proudly call home today.

As the celebration came to a close, we carried with us the promise to continue the work he started, to protect our home, and to keep his legacy alive for future generations.

May 12, 2026 — Apayao is now in a state of eternal peace and security.

I am truly grateful to have joined the Conferment Ceremony. It was a meaningful and memorable moment that reflected the strength, unity, and resilience of the people of Apayao.

The activity was attended by Governor Hon. Elias C. Bulut Jr., Vice Governor Hon. Kyle Mariah Chelsea S. Bulut-Cunan, the 11th Sangguniang Panlalawigan, municipal and barangay officials, representatives from the DILG, and all those who took part in this historic occasion.

The day was not only about sharing experiences during the encounters with the NPA in Apayao, but also about celebrating the peace, progress, and security that the province now continues to enjoy today. Truly, this is a victory for every YApayao.
