Bills and Index Division Recognizes Outstanding Staff for Punctuality and Perfect Attendance

The Bills and Index Division (BID) awarded its staff who obtained perfect attendance and demonstrated exceptional punctuality in reporting to the office for the month of Ramadhan during its staff meeting last March 28, 2025. BID Chief, Atty. Badrodin S. Tamama, led the awarding of the Most Punctual and Perfect Attendance Awards.

The Most Punctual Award was given to Saima K. Pangunotan and Abdullah E. Mandugay, who tied for the highest number of punctual arrivals. Meanwhile the Perfect Attendance Award was received by Nasreefa T. Angkal, Ronald B. Sali, Sherrah May T. Macalintangui, and Bai Rea A. Mindo. A special award was also given to Sonaya H. Balindong for her satisfactory attendance during office days of Ramadhan.

Atty. Tamama commended the awardees for their participation and enthusiasm in attending to the office regularly, and he is looking forward that the awardees will keep up what they have practiced even beyond the Holy Month of Ramadhan.

To promote discipline, accountability, and efficiency at work, as well as to recognize and reward staff members who arrive early and report regularly to the office, the Bills and Index Division, with the initiative of its Chief, Atty. Badrodin S. Tamama, is conducting the Perfect Attendance and Most Punctual Staff Competition for its staffers. This activity will run throughout the office days of the Holy Month of Ramadhan. Winners of this activity will receive cash incentives and certificates to be awarded on March 28, 2025.

“A broom is stronger than a single stick. . . .” With this message of unity and teamwork, the Bills and Index Division (BID) held its periodic staff meeting on November 8, 2024, at Ellanoor Snack House at Barangay Tanuel, Datu Odin Sinsuat, Maguindanao del Norte.

The meeting aimed to assess the division’s day-to-day operations and to develop strategic plans and actions to enhance its effectiveness. Preparation for the forthcoming budget hearings for the Support to Operations (STO) offices of the Bangsamoro Transition Authority (BTA) was also part of the main agenda.

BID personnel outlined essential steps to streamline workflows, strengthen administrative support, and ensure a coordinated approach to the upcoming tasks, emphasizing the division’s commitment to providing thorough and efficient legislative support.

A vibrant pink Wednesday! 16 October 2024, the Bills and Index Division wore pink outfits in support to the fight against breast cancer.

Breast cancer is the most common cancer in women worldwide, but it can also affect men, although it's much rarer. It occurs when abnormal cells in breast tissue grow uncontrollably and can spread if untreated. Risk factors include genetics, age, hormonal imbalances, and lifestyle preferences. Early detection through screening and timely treatment significantly improves outcomes for both women and men.

In line with this, the Office of the Parliament Speaker of the Bangsamoro Transition Authority issued Memorandum Order No. 1024-475, which directs all employees of the Members of the Parliament as well as staff from BTA organic offices to wear pink attire every Wednesday throughout October 2024 to show solidarity in the fight against breast cancer.

BID Staff Attend Training to Enhance Legislative Writing and Editing Skills

CEBU CITY — Staff from the Bills and Index Division (BID), namely Atty. Badrodin S. Tamama, Nasreefa T. Angkal, Saima K. Pangunotan, Ronald B. Sali, Abdul Al-Barry H. Dipatuan, and Abdullah E. Mandugay, participated in the “Training on Principles and Techniques in Minutes, Journal Writing, and Copyreading" held at Rajah Park Hotel in Cebu City from September 29 to October 3, 2024. Organized by the Plenary Support Service of the Bangsamoro Transition Authority (BTA), the said training aimed to enhance the skills of legislative staff in minutes and journal writing, editing, and copyreading of legislative measures and documents.

Mr. Joseph Ty Cuber, the resource person of the said event, focused his discussion on the principles of writing particularly from the process of drafting to editing. He also emphasized the significance of these principles in ensuring the quality and precision of legislative measures within the Parliament.

Participants to the training also included staff from the Journal Division, Plenary Affairs Division, and Plenary Support Service – Office of the Director, of the BTA. This training was part of a broader initiative to enhance the technical competence of the legislative support staff of the BTA in the field of journal and minutes preparation, copyreading and editing, and refinement of legislative measures and documents.

Atty. Tamama Shares Kinds of Parliamentary Motions and Dynamics of Floor Debates at the BPDA Training

Cotabato City, July 23, 2024 — Atty. Badrodin S. Tamama, Chief of the Bills and Index Division of the Bangsamoro Transition Authority (BTA), made a comprehensive presentation on the Kinds of Motions and How to Conduct Debates observing the Parliamentary Procedure during the BEDC Parliamentary Practices and Procedures Training. The event, held at BPDA Conference Hall 2 from July 22-23, 2024, was conducted under the auspices of the Bangsamoro Planning and Development Authority or BPDA with the support of SUBATRA, the same geared towards enhancing the knowledge of the participants on the fundamental concepts and practices of parliamentary procedure.

Atty. Tamama, a resource person conversant on the basics of parliamentary processes, led a substantive discussion focused on the variations and usages of parliamentary motions and dynamics of floor debates. His shared topics were crucial in equipping attendees the knowledge needed to navigate the complexities of the subject.

Other presenters from the BTA included Director Jaime M. Ayub of the Plenary and Committee Affairs Department; Chief Jehan Alangca-Madid of the Rules, Ethics, and Accountabilities Division; and Gerardo T. Concepcion III, the Committee on Rules’ assigned Committee Secretary.

The training was a significant step towards strengthening the capabilities of the participants to conduct meetings and render required secretariat services in the BEDC, its Committees and in the different concerned agencies of the Bangsamoro Autonomous Region, aimed at ensuring the prompt, effective and efficient delivery of basic services to the stakeholders and to the Bangsamoro People in general.

BID Holds Accomplishment Review Meeting

Cotabato City — The Bills and Index Division (BID) personnel conducted a staff meeting yesterday, July 3, 2024 at the Manor Café in Cotabato City. The agenda focused on reviewing recent accomplishments and discussing plans of the Division.

The meeting served as an opportunity to acknowledge the hard work and achievements of the team. Staff meetings like this are essential for maintaining clear communication, fostering team cohesion, and aligning goals and objectives. They provide a platform for celebrating successes, addressing challenges, and planning for continuous improvement.

Atty. Badrodin S. Tamama Lectures on Legislative Documents and Measures at BTA Orientation

On June 4, 2024, Atty. Badrodin S. Tamama, the Chief of the Bills and Index Division (BID), thoroughly lectured on the legislative documents and measures of the Bangsamoro Transition Authority (BTA) Parliament and the process flow of filing legislative measures. This event was part of the orientation for newly hired employees of the BTA, held at D&M Resto in Cotabato City.

The session was attended not only by the new employees but also by selected staff members from the BID, including Nasreefa T. Angkal, Saima K. Pangonotan, Sonaya H. Balindong, and Adelah M. Dipatuan. Atty. Tamama's lecture provided a comprehensive overview of the procedural intricacies involved in the legislative workflow, emphasizing the critical role of proper documentation and systematic filing of legislative measures.
