Tร‰DURAY PEOPLE โ€“ TRIBAL CONGRESS

Hon. Abubakar D. Campong, IPMR of Cotabato City, attended the Tรฉduray People. Tribal Congress held on August 18, 2026, an important gathering that aims to strengthen consultation, unity, and meaningful representation among the Tรฉduray people.

Advancing Support for Indigenous Peoples in Cotabato City

On August 13, 2026, Hon. Abubakar Daud Campong, Indigenous Peoples Mandatory Representative (IPMR) of Cotabato City, formally submitted a request to the Ministry of Indigenous Peoplesโ€™ Affairs (MIPA) for the provision of a utility and rescue vehicle for the Indigenous Peoples community.

The proposed vehicle will help address urgent transportation needs during medical emergencies, childbirth, accidents, burials, and other critical situations. It will also support the transportation of agricultural products, delivery of relief goods during calamities, and the participation of IP elders and leaders in important tribal governance activities.
This initiative reflects the commitment of the Office of the IPMR to promote the safety, welfare, mobility, and well-being of Indigenous Peoples in Cotabato City. Through stronger government support and responsive public service, we continue to work toward a more accessible and resilient IP community.

Hon. Abubakar D. Campong, Indigenous Peoples Mandatory Representative (IPMR) of Cotabato City, presented a Privilege Speech and proposed ordinance seeking to strengthen protection for Indigenous Peoples (IPs) and Indigenous Cultural Communities (ICCs) against bullying, discrimination, harassment, and cultural disrespect.

The proposed ordinance covers schools, workplaces, public spaces, and other areas within Cotabato City. It prohibits derogatory remarks, cyberbullying, exclusion, intimidation, and other acts targeting Indigenous identity, culture, traditions, language, and appearance. It also establishes coordination among the City Social Welfare and Development Office (CSWDO), IPMR, Ministry of Indigenous Peoplesโ€™ Affairs (MIPA-BARMM), Philippine National Police (PNP), and schools for complaint handling, monitoring, and interventions.

The measure provides appropriate interventions and penalties for minors, adults, schools, and establishments, while promoting cultural sensitivity and respect for Indigenous Peoples. It is anchored on existing national and regional legal frameworks, including the Indigenous Peoplesโ€™ Rights Act (RA 8371), Anti-Bullying Act (RA 10627), Special Protection of Children Against Abuse, Exploitation and Discrimination Act (RA 7610), and Bangsamoro Organic Law (RA 11054).

Overall, the proposed ordinance aims to uphold the dignity, equality, cultural identity, and fundamental rights of Indigenous Peoples in Cotabato City and ensure a safer and more inclusive community for all.
