The Cooperatives and Social Enterprise Authority (CSEA), through its Social Enterprise Division (SED), with the support of the International Organization for Migration (IOM), successfully conducted a four-day site visit to identified community-based organizations who are beneficiaries of the FAIR VALUE Project in Tawi-Tawi.

The activity was conducted in line with the objective of providing CSEA with an opportunity to witness and assess the work being undertaken by community-based organizations in their respective areas, gain a deeper understanding of their operations and initiatives, and identify potential areas for inclusion in the Agencyโ€™s future programs, projects, and activities. The visit also served as a platform for knowledge-sharing, benchmarking, and exploring potential partnerships that could contribute to the sustainable development of the beneficiaries and their communities.

On the first day, the team conducted a benchmarking activity at Inay's Resto at Brgy. Pag Asa, Bongao, Tawi-Tawi, providing an opportunity to learn from its operations, practices, and experiences as a social enterprise.

On the second day, the team conducted an orientation and benchmarking activity with the Mandulan Consumers Cooperative at Brgy. Mandulan, Bongao, Tawi-Tawi, focusing on its organizational practices, operations, and initiatives that may provide valuable insights for the development and strengthening of community-based organizations.

The third day was dedicated to an orientation with FAIR VALUE beneficiaries from Languyan Island, where the team gained insights into their experiences, initiatives, and the impact of the project on their organizations and communities. The activity also provided an avenue to identify their needs, opportunities, and potential areas for future support and collaboration.

On the fourth and final day, the team conducted an orientation and site visit to the seaweed (Agar-Agar) farm at Panampangan Island, Brgy. Bannaran Lookan, Sapa-Sapa, Tawi-Tawi. The visit allowed the team to observe the beneficiariesโ€™ seaweed farming activities firsthand, understand the challenges and opportunities within the sector, and explore possible interventions and support mechanisms that could contribute to the sustainability and growth of the enterprise.

Overall, the four-day site visit provided CSEA and its partners with valuable insights into the operations, experiences, challenges, and development needs of community-based enterprises in Tawi-Tawi province. It also strengthened opportunities for knowledge exchange, partnership-building, and the development of future programs and initiatives that can advance not only the enterprises themselves but also the communities they serve.

August 10, 2026, the Cooperatives and Social Enterprise Authority (CSEA), in partnership with the Bangsamoro Development Agency (BDA Inc.) and Community and Family Services International (CFSI), formally sealed a partnership through the signing of a Memorandum of Agreement (MOA) for the Bangsamoro Camps Transformation Project Phase 2 (BCTP/2).

This multi-stakeholder partnership brings together complementary strengths: BDA Inc. in community mobilization and grassroots participation, CFSI in technical and social development support, and CSEA in cooperative strengthening, livelihood development, and enterprise support.

Under BCTP/2, CSEA will contribute to creating sustainable economic opportunities in former M**F camps through capacity-building for cooperatives, micro-enterprises, and social enterprises, as well as training in cooperative governance, financial literacy, and enterprise management.

The partnership also places strong emphasis on inclusive community participation, engaging women, youth, Indigenous Peoples, and farmers in development initiatives while promoting resilience through climate adaptation and disaster risk reduction.
Supported by the Bangsamoro Normalization Trust Fund (BNTF) and implemented under the guidance of the Project Board co-chaired by the GPH and M**F, this collaboration represents another important step toward strengthening communities and advancing the goals of peace and normalization.

Through this partnership, we reaffirm our shared commitment to empowering communities, strengthening local ownership, creating sustainable livelihoods, and building a more peaceful, resilient, and inclusive Bangsamoro.
