On the same day, March 27, 2014, the Government of the Philippines and the Moro Islamic Liberation Front (M**F) signed the Comprehensive Agreement on the Bangsamoro (CAB), which served as the blueprint for the Bangsamoro Organic Law (BOL), recognizing the identity of the Bangsamoro people and establishing the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

In accordance with Bangsamoro Autonomy Act (BAA) No. 49 or the Bangsamoro Local Governance Code (BLGC) of 2023, 𝐜𝐨𝐧𝐬𝐭𝐢𝐭𝐮𝐞𝐧𝐭 𝐋𝐆𝐔𝐬 𝐬𝐡𝐚𝐥𝐥 𝐫𝐞𝐜𝐞𝐢𝐯𝐞 𝐟𝐨𝐫𝐭𝐲 𝐩𝐞𝐫𝐜𝐞𝐧𝐭 (𝟒𝟎%) 𝐨𝐟 𝐭𝐡𝐞 𝐬𝐡𝐚𝐫𝐞 𝐨𝐟 𝐭𝐡𝐞 𝐁𝐚𝐧𝐠𝐬𝐚𝐦𝐨𝐫𝐨 𝐆𝐨𝐯𝐞𝐫𝐧𝐦𝐞𝐧𝐭 𝐢𝐧 𝐭𝐡𝐞 𝐧𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐭𝐚𝐱𝐞𝐬, 𝐟𝐞𝐞𝐬, 𝐚𝐧𝐝 𝐜𝐡𝐚𝐫𝐠𝐞𝐬 𝐜𝐨𝐥𝐥𝐞𝐜𝐭𝐞𝐝 𝐢𝐧 𝐭𝐡𝐞 𝐁𝐚𝐧𝐠𝐬𝐚𝐦𝐨𝐫𝐨 𝐭𝐞𝐫𝐫𝐢𝐭𝐨𝐫𝐢𝐚𝐥 𝐣𝐮𝐫𝐢𝐬𝐝𝐢𝐜𝐭𝐢𝐨𝐧. The MFBM computed the specific shares of LGUs from the total actual collections, as certified by the Bureau of Internal Revenue (BIR). Accordingly, the distribution shall be carried out as follows:

𝐀. 𝐀𝐥𝐥𝐨𝐜𝐚𝐭𝐢𝐨𝐧 𝐁𝐚𝐬𝐞𝐝 𝐨𝐧 𝐩𝐥𝐚𝐜𝐞 𝐨𝐟 𝐜𝐨𝐥𝐥𝐞𝐜𝐭𝐢𝐨𝐧 (𝐅𝐢𝐟𝐭𝐲 𝐩𝐞𝐫𝐜𝐞𝐧𝐭 [𝟓𝟎%])

Fifty percent (50%) of the total certified collections shall accrue to and be divided among the LGUs where the taxes, fees, and charges were actually collected.

The said fifty percent (50%) share shall be further apportioned according to the following rules:

𝐀.𝟏. 𝐖𝐡𝐞𝐧 𝐭𝐡𝐞 𝐛𝐚𝐫𝐚𝐧𝐠𝐚𝐲 𝐨𝐫 𝐦𝐮𝐧𝐢𝐜𝐢𝐩𝐚𝐥𝐢𝐭𝐲 𝐢𝐬 𝐩𝐚𝐫𝐭 𝐨𝐟 𝐚 𝐩𝐫𝐨𝐯𝐢𝐧𝐜𝐞, 𝐩𝐫𝐨𝐜𝐞𝐞𝐝𝐬 𝐬𝐡𝐚𝐥𝐥 𝐛𝐞 𝐝𝐢𝐬𝐭𝐫𝐢𝐛𝐮𝐭𝐞𝐝 𝐚𝐬 𝐟𝐨𝐥𝐥𝐨𝐰𝐬:

A.3 When the barangay or municipality is not part of a province, the share shall be allocated as follows:

𝐁. 𝐀𝐥𝐥𝐨𝐜𝐚𝐭𝐢𝐨𝐧 𝐀𝐦𝐨𝐧𝐠 𝐀𝐥𝐥 𝐂𝐨𝐧𝐬𝐭𝐢𝐭𝐮𝐞𝐧𝐭 𝐋𝐆𝐔𝐬 (𝐑𝐞𝐦𝐚𝐢𝐧𝐢𝐧𝐠 𝐅𝐢𝐟𝐭𝐲 𝐏𝐞𝐫𝐜𝐞𝐧𝐭 [𝟓𝟎%])

The remaining fifty percent (50%) of the total certified collections shall be distributed among all constituent LGUs within the region, regardless of the place of collection.

The distribution of this portion shall be as follows:

B.1 All provinces and cities to share equally in ten percent (10%) thereof;

B.2 All municipalities to share equally in forty percent (40%) thereof; and

B.3 All barangays to share equally in fifty percent (50%) thereof

With the region’s largest budget to date at ₱114.07 billion, the Bangsamoro Parliament has passed the General Appropriations Act of the Bangsamoro (GAAB) for Fiscal Year 2026, covering the period from January 1 to December 31, 2026.

The Act focuses through top priority programs of the Chief Minister Abdulraof A. Macacua, including Education, Health, Social Services, Infrastructure, Agriculture and Fisheries, and Digitalization, ensuring development and continuity as the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) transitions toward its first regular government elections.

Taken together, these developments signify the Bangsamoro Government’s strong fiscal commitment to its people and the continuing success of its moral governance framework.

Further, MFBM Minister Ubaida C. Pacasem emphasized the importance of transparency and accountability in the budget’s preparation and ex*****on.

Guided by the theme ‘Building a Future-Ready Bangsamoro,’ GAAB 2026 translates this vision into tangible investments in human capital development.

The successful passage of the appropriations act is a vital step toward realizing the region’s socio-economic goals, targeting a peaceful, self-governing, and prosperous future for all Bangsamoro constituents.
