The Peace, Security and Reconciliation Office (PSRO) successfully conducted a Benchmarking Visit and Learning Exchange in Kuala Lumpur, Malaysia, held from June 23–30, 2026, led by Director II Kashmir A. Mohammad.

The benchmarking visit brought together a 21-member delegation composed of representatives from the PSRO and offices from the Office of the Chief Minster - BARMM including the Administrative Management Service (AMS) – Property and Supply Division (PSD), AMS – Records Division, Financial Management Services (FMS) – Accounting Division, FMS – Cash Division, the Bangsamoro Library and Archives, and the Intelligence and Security Services (ISS), reflecting a shared commitment to strengthening institutional collaboration and enhancing governance through international learning and knowledge exchange.

The activity commenced with a courtesy visit to the Philippine Embassy in Kuala Lumpur, where the delegation was warmly received by Deputy Head of Mission Mr. Roussel Reyes following a briefing conducted by Atty. Janis Mahalia A. Orbita-Lantud. The briefing provided valuable insights into Malaysia's political, economic, and socio-cultural landscape, as well as the Embassy's role in advancing Philippine interests.

As part of the learning exchange, the delegation visited esteemed Malaysian Institutions including International Institute of Advanced Islamic Studies (IAIS) Malaysia, a government think tank focusing on global Islamic affairs, the Universiti Malaya International Relations Centre (IRC), and the Universiti Kebangsaan Malaysia International Relations Centre (UKM Global). These engagements provided valuable insights into best practices in peacebuilding, governance, research, higher education, digital transformation, and institutional development while fostering meaningful exchanges with their Malaysian counterparts.

This benchmarking initiative underscores PSRO's commitment to continuous learning, capacity building, and forging strategic partnerships that contribute to responsive governance and sustainable peace in the Bangsamoro.

PSRO extends its sincere appreciation to the Philippine Embassy in Kuala Lumpur, the host institutions, and all participating offices whose warm hospitality, expertise, and support made this learning exchange both meaningful and productive.

BANGSAMORO AUTONOMOUS REGION IN MUSLIM MINDANAO (BARMM) - PEACE, SECURITY AND RECONCILIATION OFFICE (PSRO) CONDUCTS BENCHMARKING VISIT IN MALAYSIA

KUALA LUMPUR - The Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) - Peace, Security and Reconciliation Office (PSRO), led by Director Kashmir A. Mohammad, conducted a benchmarking visit to Malaysia from 23-30 June 2026.

The 21-member delegation engaged with various Malaysian institutions, including the Institute of Advanced Islamic Studies (IAIS), a government think tank focusing on global Islamic affairs, the Universiti Malaya International Relations Centre (UM IRC), and the Universiti Kebangsaan Malaysia International Relations Centre (UKM Global), to strengthen BARMM-PSRO’s institutional capacity through exposure to Malaysia’s established best practices, innovative systems, and proven development strategies in peacebuilding, governance, and related sectors.

Chargé d’affaires, a. i. Roussel Reyes received the delegation at the Philippine Embassy in Kuala Lumpur on 24 June 2026 and expressed the Embassy’s support for BARMM-PSRO’s efforts to promote peace, security, and reconciliation through knowledge exchange and international cooperation.

During the courtesy call, Attaché Janis Mahalia A. Orbita-Lantud, briefed the delegation on the bilateral relations of the Philippines and Malaysia and highlighted the longstanding cooperation between the two countries. END.

Mohammad, marked its 6th monthly staff meeting for the year 2026, highlighting significant discussions on progress made throughout the year and outlining strategic and clear priorities for the upcoming quarter meeting.

Today’s staff meeting provided an opportunity for reflection, planning, and collaboration as we work toward achieving our strategic objectives. Together, we remain committed to excellence, innovation,and teamwork.

The Peace, Security and Reconciliation Office (PSRO), headed by Director II Kashmir A. Mohammad, successfully conducted the second batch of the Accreditation and Organization of Community Peace Mediators including Bangsamoro Islamic Women Auxiliary Brigade (BIWAB), on June 16–18, 2026, at Acacia Hotel, Davao City.

This three-day training continued the initiative to strengthen community-based peacebuilding by enhancing the knowledge, skills, and competencies of participants in mediation and conflict resolution. The sessions covered:

📌 Session 2: Core Principles of the Mediation Process
📌 Session 3: Communication Strategies of an Effective Mediator and the Role of Women in Mediation

Participants actively engaged in workshops, discussions, and presentation of outputs, demonstrating their understanding of mediation concepts and their commitment to fostering peace within their communities.

The PSRO extends its appreciation to all participants for their active involvement, as well as to the resource persons, facilitators, and partners who contributed to the success of the training.

With the completion of the second batch, we continue to strengthen a network of Community Peace Mediators dedicated to dialogue, reconciliation, and sustainable peace.

The three-day training aimed to enhance the capacity of community peace mediators by strengthening their knowledge and skills in conflict resolution, mediation, and peacebuilding. Participants actively engaged in the following sessions:

The Peace, Security and Reconciliation Office (PSRO) proudly announces the publication of the 𝐎𝐩𝐞𝐫𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐆𝐮𝐢𝐝𝐞𝐥𝐢𝐧𝐞 𝐟𝐨𝐫 𝐋𝐨𝐜𝐚𝐥 𝐂𝐨𝐧𝐟𝐥𝐢𝐜𝐭 𝐢𝐧 𝐭𝐡𝐞 𝐁𝐚𝐧𝐠𝐬𝐚𝐦𝐨𝐫𝐨 𝐀𝐮𝐭𝐨𝐧𝐨𝐦𝐨𝐮𝐬 𝐑𝐞𝐠𝐢𝐨𝐧 𝐢𝐧 𝐌𝐮𝐬𝐥𝐢𝐦 𝐌𝐢𝐧𝐝𝐚𝐧𝐚𝐨, a document that brings together years of experience, practice, and lessons learned in peacebuilding and conflict resolution across the Bangsamoro.

This milestone was made possible through the collaborative efforts of PSRO and its valued partners: United Nations- International Organization for Migration (UN-IOM) and United Nations Development Programme (UNDP), Bangsamoro Seeds for Peace, the United Nations Philippines, the United Nations High Commissioner for Refugees (UNHCR), Peacebuilding Fund (PBF), and the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

The primary aim of this operational guideline is to document mediation processes in dealing with local conflicts in the BARMM. Data gathering activities heavily focus on the cases handled by PSRO, in collaboration with existing peace mechanisms on the ground such as Ad Hoc Joint Action Group (AHJAG) and Coordinating Committee in the Cessation of Hostilities (CCCH).

PSRO extends its sincere appreciation to all partners and stakeholders whose commitment and support have contributed to this important endeavor toward a more peaceful, secure, and resilient Bangsamoro.
