SUBJECT: Reiteration of DepEd Order 23 S. 2015 “Student-Led
School Watching and Hazard Mapping”

The Schools Division Office reiterates the implementation of DepEd Order No. 23, s. 2015, titled “Student-Led School Watching and Hazard Mapping,” which aims to guide all public elementary and secondary schools in actively engaging learners in the identification and mitigation of hazards and risks within the school environment.

The objectives of this activity are as follows:
• To improve students’ awareness of potential hazards and risks within and around the school.
• To increase children’s participation in disaster risk reduction by addressing vulnerabilities; and
• To inculcate a culture of safety in the daily experiences of children in school.

To further support and sustain the conduct of this activity, the identified School Watching Team may be organized as part of your Super Batang Kalasag and/or Batang Empowered and Resilient Team (BERT).

2025 DISASTER RESILIENCE MONTH THEME AND POSTING OF BANNER

In line with NDRRMC Memorandum No. 027, s. 2025, the Schools Division Office (SDO) of Camarines Norte successfully conducted the Nationwide Simultaneous Earthquake Drill to strengthen disaster preparedness and response. The drill was actively participated in by all sections of the SDO, led by SDS Crestito Morcilla, ASDS Joel Caolboy, SGOD Chief Niño B. Raro, and CID Chief Emma Soriano.

This initiative highlights the division's commitment to ensuring safety and readiness in the face of emergencies.

SUBJECT: LEARNING SESSION ON THE CONDUCT AND FACILITATION OF PSYCHOSOCIAL SUPPORT (PSS) ACTIVITIES TO
LEARNERS AFFECTED BY STS KRISTINE

Psychosocial support activities are essential for promoting, protecting, and prioritizing learners’ socio-emotional well-being as they transition back to classes following the impact of a disaster. Accordingly, all advisers are required to conduct Psychosocial Support Activities before resumption to regular classes, utilizing the Psychosocial Support Activity Pack (All Levels): A Teacher’s Guide.

To assess the psychosocial status of learners in line with these activities and to effectively address their needs, the Psychosocial Evaluation tool will be employed.

Furthermore, teachers are encouraged to monitor any red flags or reactions that learners may display, including but not limited to the following behaviors:

Learners Aged 6-11:
• Isolating themselves
• Becoming quiet around family, friends, and teachers
• Experiencing nightmares or sleep disturbances
• Displaying irritability or disruptive behavior
• Having outbursts of anger
• Starting fights
• Struggling to concentrate
• Refusing to attend school
• Complaining of physical ailments
• Developing irrational fears
• Showing signs of depression
• Exhibiting feelings of guilt
• Feeling emotionally numb
• Performing poorly in schoolwork
•
Learners Aged 12-17:
• Experiencing flashbacks to the traumatic event
• Avoiding reminders of the event
• Displaying antisocial behavior (e.g., disruptive, disrespectful, or destructive actions)
• Suffering from nightmares or other sleep issues
• Withdrawing and displaying confusion
• Showing signs of depression
• Expressing suicidal thoughts
• Becoming easily startled
• Regressing to behaviors from earlier developmental stages
