𝐊𝐀𝐋𝐀𝐌𝐁𝐔𝐀𝐍 𝐒𝐄𝐑𝐁𝐈𝐒𝐘𝐎 𝐂𝐀𝐑𝐀𝐕𝐀𝐍: 𝐊𝐀𝐋𝐀𝐌𝐁𝐔𝐀𝐍 𝐒𝐀 𝐀𝐆𝐑𝐈𝐊𝐔𝐋𝐓𝐔𝐑𝐀

𝐁𝐚𝐫𝐚𝐧𝐠𝐚𝐲 𝐒𝐚𝐧𝐠𝐚𝐛, 𝐌𝐚𝐜𝐨, 𝐃𝐚𝐯𝐚𝐨 𝐝𝐞 𝐎𝐫𝐨, came alive on the morning of May 15, 2026, as the Kalambuan Serbisyo Caravan: Kalambuan sa Agrikultura opened its doors to the farming and fisherfolk communities of Davao de Oro. Organized by the 𝐏𝐫𝐨𝐯𝐢𝐧𝐜𝐞 𝐨𝐟 𝐃𝐚𝐯𝐚𝐨 𝐝𝐞 𝐎𝐫𝐨 𝐢𝐧 𝐩𝐚𝐫𝐭𝐧𝐞𝐫𝐬𝐡𝐢𝐩 𝐰𝐢𝐭𝐡 𝐭𝐡𝐞 𝐃𝐞𝐩𝐚𝐫𝐭𝐦𝐞𝐧𝐭 𝐨𝐟 𝐀𝐠𝐫𝐢𝐜𝐮𝐥𝐭𝐮𝐫𝐞 – 𝐑𝐞𝐠𝐢𝐨𝐧𝐚𝐥 𝐅𝐢𝐞𝐥𝐝 𝐎𝐟𝐟𝐢𝐜𝐞 𝐗𝐈 (𝐃𝐀 𝐑𝐅𝐎 𝐗𝐈), the caravan delivered a full spectrum of frontline agricultural services directly to one of the province's most underserved communities — a powerful demonstration of government in action.

The program was graced by the presence of 𝐇𝐨𝐧. 𝐃𝐞𝐥𝐛𝐞𝐫𝐭 𝐂. 𝐂𝐚𝐧𝐞𝐝𝐨, 𝐏𝐮𝐧𝐨𝐧𝐠 𝐁𝐚𝐫𝐚𝐧𝐠𝐚𝐲 𝐨𝐟 𝐒𝐚𝐧𝐠𝐚𝐛, who warmly welcomed participants and expressed deep gratitude to the participating agencies for bringing vital services to the barangay's doorstep. His message resonated with the spirit of the caravan.

Lending his full weight and support to the initiative, 𝗛𝗼𝗻. 𝗥𝗮𝘂𝗹 𝗚. 𝗠𝗮𝗯𝗮𝗻𝗴𝗹𝗼, 𝗣𝗿𝗼𝘃𝗶𝗻𝗰𝗶𝗮𝗹 𝗚𝗼𝘃𝗲𝗿𝗻𝗼𝗿 𝗼𝗳 𝗗𝗮𝘃𝗮𝗼 𝗱𝗲 𝗢𝗿𝗼, delivered a message that reinforced the provincial government's steadfast dedication to agricultural progress and rural development.

At the core of the caravan was the conduct of a comprehensive Agricultural Forum, where an array of national government agencies engaged directly with community members — providing information, on-site consultations, and immediate assistance. Participating agencies included the 𝐍𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐂𝐨𝐦𝐦𝐢𝐬𝐬𝐢𝐨𝐧 𝐨𝐧 𝐈𝐧𝐝𝐢𝐠𝐞𝐧𝐨𝐮𝐬 𝐏𝐞𝐨𝐩𝐥𝐞𝐬 (𝐍𝐂𝐈𝐏), 𝐏𝐡𝐢𝐥𝐢𝐩𝐩𝐢𝐧𝐞 𝐂𝐫𝐨𝐩 𝐈𝐧𝐬𝐮𝐫𝐚𝐧𝐜𝐞 𝐂𝐨𝐫𝐩𝐨𝐫𝐚𝐭𝐢𝐨𝐧 (𝐏𝐂𝐈𝐂), 𝐁𝐮𝐫𝐞𝐚𝐮 𝐨𝐟 𝐅𝐢𝐬𝐡𝐞𝐫𝐢𝐞𝐬 𝐚𝐧𝐝 𝐀𝐪𝐮𝐚𝐭𝐢𝐜 𝐑𝐞𝐬𝐨𝐮𝐫𝐜𝐞𝐬 (𝐁𝐅𝐀𝐑), 𝐏𝐡𝐢𝐥𝐢𝐩𝐩𝐢𝐧𝐞 𝐂𝐨𝐜𝐨𝐧𝐮𝐭 𝐀𝐮𝐭𝐡𝐨𝐫𝐢𝐭𝐲 (𝐏𝐂𝐀), 𝐚𝐧𝐝 𝐭𝐡𝐞 𝐏𝐫𝐨𝐯𝐢𝐧𝐜𝐢𝐚𝐥 𝐀𝐠𝐫𝐢𝐜𝐮𝐥𝐭𝐮𝐫𝐞 𝐎𝐟𝐟𝐢𝐜𝐞 (𝐏𝐀𝐆𝐑𝐎), which conducted free soil analysis for local farmers.

𝐑𝐒𝐁𝐒𝐀: 𝐑𝐞𝐠𝐢𝐬𝐭𝐞𝐫𝐢𝐧𝐠 𝐅𝐚𝐫𝐦𝐞𝐫𝐬, 𝐔𝐧𝐥𝐨𝐜𝐤𝐢𝐧𝐠 𝐎𝐩𝐩𝐨𝐫𝐭𝐮𝐧𝐢𝐭𝐢𝐞𝐬
Among the most significant undertakings of the day was the on-site implementation of the 𝐑𝐞𝐠𝐢𝐬𝐭𝐫𝐲 𝐒𝐲𝐬𝐭𝐞𝐦 𝐟𝐨𝐫 𝐁𝐚𝐬𝐢𝐜 𝐒𝐞𝐜𝐭𝐨𝐫𝐬 𝐢𝐧 𝐀𝐠𝐫𝐢𝐜𝐮𝐥𝐭𝐮𝐫𝐞 (𝐑𝐒𝐁𝐒𝐀) — a flagship initiative of the Department of Agriculture aimed at formally recognizing and profiling farmers and fisherfolk across the country.

As part of the DA's dedicated outreach program for 𝐆𝐞𝐨𝐠𝐫𝐚𝐩𝐡𝐢𝐜𝐚𝐥𝐥𝐲 𝐈𝐬𝐨𝐥𝐚𝐭𝐞𝐝 𝐚𝐧𝐝 𝐃𝐢𝐬𝐚𝐝𝐯𝐚𝐧𝐭𝐚𝐠𝐞𝐝 𝐀𝐫𝐞𝐚𝐬 (𝐆𝐈𝐃𝐀), the DA RFO XI field team conducted farmer registration, extended RSBSA assistance,and provided technical support to community members who have historically had limited access to mainstream government agricultural programs. By bringing registration services directly to Barangay Sangab, the activity removed longstanding barriers and opened doors to a wider range of government interventions — from production support and insurance coverage to credit facilitation and disaster assistance.
This effort affirms a clear and resolute message from the Department of Agriculture: 𝘯𝘰 𝘧𝘢𝘳𝘮𝘦𝘳 𝘴𝘩𝘢𝘭𝘭 𝘣𝘦 𝘭𝘦𝘧𝘵 𝘣𝘦𝘩𝘪𝘯𝘥 𝘢𝘯𝘥 𝘯𝘰 𝘤𝘰𝘮𝘮𝘶𝘯𝘪𝘵𝘺 𝘵𝘰𝘰 𝘳𝘦𝘮𝘰𝘵𝘦 𝘵𝘰 𝘣𝘦 𝘴𝘦𝘳𝘷𝘦𝘥.

𝐓𝐡𝐞 𝐊𝐚𝐥𝐚𝐦𝐛𝐮𝐚𝐧 𝐒𝐞𝐫𝐛𝐢𝐬𝐲𝐨 𝐂𝐚𝐫𝐚𝐯𝐚𝐧 is more than an outreach activity — it is a declaration of commitment. A commitment that the government will go the extra mile, cross the mountains and reach every barangay to ensure that the men and women who feed the nation receive the support, recognition and services they rightfully deserve.

The 𝐃𝐞𝐩𝐚𝐫𝐭𝐦𝐞𝐧𝐭 𝐨𝐟 𝐀𝐠𝐫𝐢𝐜𝐮𝐥𝐭𝐮𝐫𝐞 – 𝐑𝐞𝐠𝐢𝐨𝐧𝐚𝐥 𝐅𝐢𝐞𝐥𝐝 𝐎𝐟𝐟𝐢𝐜𝐞 𝐗𝐈 (DA-RFO XI), through the 𝐑𝐞𝐠𝐢𝐬𝐭𝐫𝐲 𝐒𝐲𝐬𝐭𝐞𝐦 𝐟𝐨𝐫 𝐁𝐚𝐬𝐢𝐜 𝐒𝐞𝐜𝐭𝐨𝐫𝐬 𝐢𝐧 𝐀𝐠𝐫𝐢𝐜𝐮𝐥𝐭𝐮𝐫𝐞 (𝐑𝐒𝐁𝐒𝐀), successfully brought government services closer to farmers through its SERBISYO CARAVAN held at Brgy. Mabugnao, Maragusan, Davao de Oro.

In partnership with our dedicated Field Data Assistants (FDAs) and the Municipal Agriculture Office (MAGRO), farmers were assisted in the profiling, updating, and validation of their records to ensure accurate registration in the RSBSA database —bringing essential agricultural services closer to the community. This initiative aims to strengthen the government’s agricultural database and ensure that more farmers and fisherfolk can access programs, interventions, and support services from the Department of Agriculture. Through accurate and updated registration, beneficiaries are better connected to opportunities that help improve productivity and livelihood.

The RSBSA team convened today virtually for its monthly meeting to review accomplishments and align priorities for 2026. Key updates were presented on regional/field activities, RPMO dashboards, calendar of activities, status of procurement, obligation and disbursement.

The team also discussed strategies to stay on track with targets despite the ongoing fuel crisis, reinforcing a shared commitment to continuous improvement and effective service delivery for farmers, farm workers, fisherfolk and agri-youth in Davao Region.

As part of the RSBSAPP-LGU implementation, Mr. Dyck John A. Camillo, Municipal Agriculture Officer of Sarangani, Davao Occidental, visited the Department of Agriculture – Regional Field Office XI.

RSBSA Focal Person Ma’am Jollie Ann B. Osmeña and Darell Jhon T. Payot, Data Quality Officer for Davao Occidental, facilitated the completion of enabling documents, including the Data Sharing Agreement and Data Processing and Non-Disclosure Agreement (DPrNDA), to support the rollout of the platform.

The activity reinforces the joint efforts of DA-RFO XI–RSBSA and LGUs to advance data-driven agricultural programs and ensure more responsive services for farmers and fisherfolk.

The 𝐃𝐞𝐩𝐚𝐫𝐭𝐦𝐞𝐧𝐭 𝐨𝐟 𝐀𝐠𝐫𝐢𝐜𝐮𝐥𝐭𝐮𝐫𝐞- 𝐑𝐞𝐠𝐢𝐨𝐧𝐚𝐥 𝐅𝐢𝐞𝐥𝐝 𝐎𝐟𝐟𝐢𝐜𝐞 𝐗𝐈 (𝐃𝐀-𝐑𝐅𝐎 𝐗𝐈), through the 𝐑𝐞𝐠𝐢𝐬𝐭𝐫𝐲 𝐒𝐲𝐬𝐭𝐞𝐦 𝐟𝐨𝐫 𝐁𝐚𝐬𝐢𝐜 𝐒𝐞𝐜𝐭𝐨𝐫𝐬 𝐢𝐧 𝐀𝐠𝐫𝐢𝐜𝐮𝐥𝐭𝐮𝐫𝐞 (𝐑𝐒𝐁𝐒𝐀), facilitated the profiling and validation of fisherfolk with the support of Field Data Assistants (FDAs) in coordination with the City Agriculturist’s Office (CAGRO) for the validation of Municipal Fishing Licenses and Certificates of Municipal Fishing Vessel Registration. The activity was conducted from February to March 2026 across different barangays in Davao City.

This initiative aims to bring government services closer to the fisherfolk communities and assist them in complying with licensing and vessel registration requirements, while ensuring their inclusion in the RSBSA registry for improved access to agricultural and fisheries support programs.

The 𝘿𝙚𝙥𝙖𝙧𝙩𝙢𝙚𝙣𝙩 𝙤𝙛 𝘼𝙜𝙧𝙞𝙘𝙪𝙡𝙩𝙪𝙧𝙚 – 𝙍𝙚𝙜𝙞𝙤𝙣𝙖𝙡 𝙁𝙞𝙚𝙡𝙙 𝙊𝙛𝙛𝙞𝙘𝙚 𝙓𝙄 (𝘿𝘼-𝙍𝙁𝙊 𝙓𝙄) - 𝐑𝐞𝐠𝐢𝐬𝐭𝐫𝐲 𝐒𝐲𝐬𝐭𝐞𝐦 𝐟𝐨𝐫 𝐁𝐚𝐬𝐢𝐜 𝐒𝐞𝐜𝐭𝐨𝐫𝐬 𝐢𝐧 𝐀𝐠𝐫𝐢𝐜𝐮𝐥𝐭𝐮𝐫𝐞 (𝐑𝐒𝐁𝐒𝐀) successfully conducted an orientation and hands-on training for Field Data Assistants (FDAs) on georeferencing to further strengthen data accuracy and field validation processes. The activity provided participants with in-depth discussions on standard georeferencing protocols, proper use of GPS-enabled devices and the importance of precise coordinate capturing in profiling and validation activities. Through practical exercises and guided demonstrations, the participants were able to apply correct geotagging techniques, troubleshoot common field challenges and ensure compliance with established data quality standards.

Durian farmers in Davao Region continue to strengthen the industry by aligning with national quality and safety standards through PhilGAP registration. On February 12, 2026, in Wangan, Calinan District, Davao City, the Department of Agriculture – Regional Field Office XI (DA-RFO XI), through the Registry System for Basic Sectors in Agriculture (RSBSA), in coordination with the Regulatory Division, High Value Crops Development Program (HVCDP) and LGU–Calinan District, facilitated the registration process to guide growers toward compliance and certification.

Integral to the activity was the validation and updating of RSBSA registration, ensuring that participating durian farmers are accurately profiled and eligible for government programs and support services. By strengthening farmer records alongside PhilGAP compliance, DA-RFO XI reinforces traceability, market credibility and the continued positioning of Davao Region’s durian as a competitive high-value commodity.
