Pursuant to Article 4 of Republic Act No. 9520, Rule 7 of its Implementing Rules and Regulations (IRR), and CDA Memorandum Circular No. 2015-09, “Requiring All Officers of the Cooperative to Undergo Mandatory Training as Part of Regulatory Compliance of Cooperatives,”

The Provincial Cooperative Development Office (PCDO) – Davao Occidental, with the support of Hon. Governor Atty. Franklin P. Bautista and Hon. Vice Governor Lorna Bautista Bandigan, successfully conducted the 2-Day (16-Hour) Mandatory Training on Fundamentals of Cooperatives and Governance and Management of Cooperatives for Micro Cooperatives.

The training was conducted and participated by the cooperators both men and women officers and members of the cooperatives from Sta. Maria on September 1–2, 2026, and in Malita on September 3–4, 2026.

The activity strengthened the knowledge and skills of the participants on cooperative principles, good governance, effective management, and organizational sustainability-further empowering them to lead and manage their cooperatives responsibly and effectively.

“ART. 4. of RA 9520

7 Cooperative Principles. – Every cooperative shall conduct its affairs in accordance with Filipino culture, good values and experience and the universally accepted principles of cooperation which include, but are not limited to, the following:

“(1) Voluntary and Open Membership – Cooperatives are voluntary organizations, open to all persons able to use their services and willing to accept the responsibilities of membership, without gender, social, racial, cultural, political or religious discrimination.

“(2) Democrative Member Control – Cooperatives are democratic organizations that are controlled by their members who actively participate in setting their policies and making decisions. Men and women serving as elected representatives, directors or officers are accountable to the membership. In primary cooperatives, members have equal voting rights of one-member, one-vote. Cooperatives at other levels are organized in the same democratic manner.

“(3) Member Economic Participation – Members contribute equitably to, and democratically control, the capital of their cooperatives. At least part of that capital is the common property of the cooperative. They shall receive limited compensation or limited interest, if any, on capital subscribed and paid as a condition of membership. Members allocate surpluses for any or all of the following purposes: developing the cooperative by setting up reserves, part of which should at least be indivisible; benefitting members in proportion to their partonage of the cooperative’s bubsiness; and, supporting other activities approved by the membership.

“(4) Autonomy and Independence – Cooperatives are autonomous, self-help organizations controlled by their members. If they enter into aggreements with other organizations, including government, or raise capital from external sources, they shall do so on terms that ensure democratic control of their members and maintain their cooperative autonomy.

“(5) Education, Training and Information – Cooperatives shall provide education and training for their members, elected and appointed representatives, managers, and employees, so that they can contribute effectively and efficiently to the development of their cooperatives.

“(6) Cooperation Among Cooperatives – Cooperatives serve their members most effectively and strengthen the cooperative movement by working together through local, national, regional and international structures.

(7) Concern for Community – Cooperatives work for the sustainable development of their communities through policies approved by their members

🌴 EMPOWERING COOPERATIVES THROUGH FINANCIAL STEWARDSHIP 📊🤝

With the support of Governor Atty. Franklin “Colin” Bautista and Vice Governor Hon. Lorna Bautista Bandigan, the Coconut Farmer Cooperatives of Davao Occidental actively participated in the five-day Financial Stewardship Program conducted by the Cooperative Development Authority (CDA) Region XI in Digos City.

“Empowering Cooperatives with Clarity, Compliance, and Strategic Insight”**

The capacity-building program brought together coconut farmer cooperatives from across Davao Region, including cooperatives from Davao Occidental, to enhance their knowledge and skills in the Standard Chart of Accounts (SCA) and the application of STEPS Financial Ratios through the Cooperative Assessment Information System (CAIS), particularly in understanding and preparing the Performance Audit Report.

The active participation of the Davao Occidental cooperatives reflects their commitment to continuous learning, sound financial management, transparency, accountability, and good cooperative governance. Through this initiative, cooperatives are better equipped to make informed financial decisions, strengthen their organizational performance, and build more resilient and sustainable enterprises.

📢 CALL TO ACTION: Standing with Mindanao

In response to the devastating earthquake that struck Mindanao on June 8, 2026, the implementation of Section 6 of CDA Memorandum Circular No. 2021-01 remains SUSPENDED.

This continued suspension allows all registered cooperatives to immediately utilize their Community Development Fund (CDF) and unprogrammed Optional Fund to provide swift disaster relief and vital assistance to affected members and communities.

We call on our cooperative sector to show unwavering solidarity. By mobilizing these funds, we can deliver targeted, meaningful relief to those who need it most. Let us embody the core cooperative values of mutual aid, social responsibility, and care for the community during this challenging time. 🤝
