The OMHRMO hosted today's Weekly Convocation Program, which also marked the official launching of the 126th Philippine Civil Service Anniversary celebration in the Municipal Government of Monkayo.

Anchored on this year's theme, โ€œPuso, Dangal, at Galing Para sa Bayan,โ€ the celebration recognizes the dedication and invaluable contributions of government workers while renewing our shared commitment to integrity, excellence, professionalism, and responsive public service.

More than a month-long celebration, Civil Service Month reminds every employee of the greater purpose behind our work: to serve the people with puso, uphold public trust with dangal, and continuously pursue galing in everything we do.

Through the ASENSO Lingkod Bayani, the Municipal Government of Monkayo continues to strengthen a culture of competent, committed, and service-oriented public servants who work together toward better governance and a more progressive Monkayo.

In a significant step toward strengthening the Municipal Government of Monkayo's human resource management system, Mayor JayR N. Zamora, Jr. officially signed the Career and Personnel Development Plan (CPDP) 2026โ€“2030, following its adoption through Sangguniang Bayan Resolution No. 213, dated July 22, 2026.

Spearheaded by the Office of the Municipal Human Resource Management Officer (OMHRMO) under the leadership of Engr. Sunshine G. Paulin, PhD, the CPDP serves as the Monkayo's strategic roadmap for developing a competent, committed, adaptive, values-driven, and future-ready workforce.

The plan is anchored on CSC Resolution No. 91-1631, otherwise known as the Omnibus Rules Implementing Book V of Executive Order No. 292, which, under Rule VIII, requires every government agency to establish and maintain a continuing Career and Personnel Development Program as an integral component of its human resource management system.

A key feature of the plan is the institutionalization of the ASENSO Lingkod Bayani Framework, which integrates the Recruitment, Selection and Placement (RSP) and Learning and Development (L&D) pillars of PRIME-HRM through the WELCOME, CARE, ASCEND, LEARN, SHARE, LEAD, and WISE mechanisms. These interconnected mechanisms provide a structured employee development journey from onboarding and career advancement to leadership development, knowledge sharing, succession planning, and workforce sustainability.

The CPDP 2026โ€“2030 reaffirms the municipal government's commitment to investing in its people by promoting meritocracy, competency-based human resource management, continuous learning, leadership development, and organizational excellence in support of the ASENSO Development Agenda and the delivery of responsive, efficient, and people-centered public service.

Also present during the signing were Ms. Evelyn M. Dinopol, CPA, MPA, Municipal Administrator, and Engr. Raffy B. Burgos, Municipal Engineer, signifying the collective commitment of the municipality's leadership to advancing human resource development and building a stronger public service workforce for Monkayo.
