#𝗣𝗥𝗗𝗣𝗡𝗲𝘄𝘀: DA-PRDP greenlights FMR subproject in Rizal, Occidental Mindoro

A ceremonial awarding of the No Objection Letter 1 (NOL1) for the Upgrading/Rehabilitation of Brgy. Manoot Farm-to-Market Road (FMR) in Rizal, Occidental Mindoro, worth PhP109.5 million, was held today at the Department of Agriculture (DA) Regional Field Office (RFO) MIMAROPA Office of the Regional Executive Director in Quezon City.

DA RFO MIMAROPA Regional Technical Director for Operations Ronald Degala awarded the NOL1 certificate to Rizal Mayor Sonny Pablo, officially greenlighting the subproject.

The project aims to improve road accessibility and connectivity in the area, providing farmers and residents with better access to markets, agricultural services, and other essential facilities.

Once completed, the upgraded road is expected to facilitate the faster and more efficient transport of agricultural products, reduce transportation difficulties, and improve mobility for communities in Brgy. Manoot and nearby areas.

𝗧𝗜𝗡𝗚𝗡𝗔𝗡: PRDP South Luzon, naglinang ng bagong pool ng procurement trainers para sa mPhilGEPS

Isang bagong pool ng procurement personnel ang sinanay sa pamamagitan ng “Building Trainer Capacity for Effective Use of Modernized PhilGEPS” bilang bahagi ng paghahanda para sa mas malawak na paggamit ng Modernized Philippine Government Electronic Procurement System (mPhilGEPS).

Isinagawa ng Department of Agriculture - Philippine Rural Development Project (DA-PRDP) South Luzon Project Support Office (PSO) ang nasabing training sa dalawang batch sa Manila City.

Dinaluhan ng PSO at RPCO technical personnel, S/BAC members, Technical Working Group (TWG) members, at BAC Secretariats ang unang batch na ginanap noong August 10–13, 2026. Samantala, noong August 24–27, 2026, isinagawa ang Batch 2 na nilahukan naman ng mga Local Government Unit (LGU) BAC members, TWG members, at BAC Secretariats.

Layunin ng training na maihanda ang mga kalahok sa tamang at epektibong paggamit ng mPhilGEPS, maunawaan at maisagawa ang wastong procurement procedures, at maibahagi ang kanilang mga natutuhan sa iba pang mga procurement practitioners.

Ipinakilala rin sa mga kalahok ang mahahalagang features at functions ng mPhilGEPS. Nagkaroon din sila ng hands-on exercises sa paghahanda at pag-post ng procurement opportunities at notices upang mas maging pamilyar sila sa actual na paggamit ng system.

Tinalakay rin sa aktibidad ang application ng World Bank Procurement Regulations sa mga procurement activities ng PRDP na nakatulong upang mas maunawaan ng mga participants kung paano nauugnay ang mga procurement requirements sa paggamit ng mPhilGEPS.

Ang matagumpay na pagsasagawa ng dalawang batches ng training ay nagpapakita ng patuloy na commitment ng PRDP South Luzon sa capacity building, efficient procurement, at transparent na public service, kasabay ng pag-angkop ng Project sa mga pagbabago sa government procurement system.

𝗧𝗜𝗡𝗚𝗡𝗔𝗡: IQMDS training, isinagawa para sa mas epektibong infrastructure quality monitoring

Nagsagawa ang Department of Agriculture – Philippine Rural Development Project (DA-PRDP) I-BUILD South Luzon Cluster ng Infrastructure Quality Monitoring and Durability System (IQMDS) Training, noong Agosto 11-14, 2026 sa Tagaytay City, bilang bahagi ng patuloy na pagsisikap na mapalawak ang kaalaman at kasanayan ng mga engineers at technical staff mula sa Project Support Office (PSO), Regional Project Coordination Offices, at local government units sa monitoring, quality assurance, at pangangalaga ng mga DA-PRDP subprojects.

Layunin ng training na maipakilala at mapalalim ang pag-unawa ng mga kalahok sa paggamit ng IQDMS bilang systematic approach sa pagsusuri ng quality, condition, performance, at durability ng mga infrastructure subprojects.

Tinalakay sa training ang kahalagahan ng maayos na pangangalap at pagtatala ng inspection data, monitoring ng construction quality, pagtukoy sa mga posibleng structural defects, at paggamit ng nakalap na datos bilang batayan sa maintenance at rehabilitation planning.

Binigyang-diin din ang kahalagahan ng paglipat mula reactive maintenance tungo sa preventive at predictive maintenance. Sa pamamagitan ng regular monitoring at maagang pagtukoy sa mga problema, maaaring maiwasan ang pagkasira ng mga imprastraktura, mabawasan ang maintenance costs, at mapahaba ang service life ng mga pasilidad.

Sa mensaheng binasa mula kay PSO Project Director, Atty. Christopher Bañas, binigyang-diin dito na hindi dapat makompromiso ang kalidad at tibay ng mga proyektong ipinapatupad.

Dagdag naman ng I-BUILD Component Head, Allan Tatierra, na ang bawat subproject ay may mas malalim na layunin dahil nakatuon ito sa kabuhayan at kinabukasan ng mga magsasakya sa South Luzon.

Inaasahang makatutulong ang IQMDS Training sa pagpapalakas ng technical capabilities ng mga kalahok upang higit na maging maayos, pisyente, at data-driven ang proseso ng infrastructure monitoring at quality management.

Sa pamamagitan ng naturang pagsasanay, patuloy na isinusulong ng I-BUILD Component ang pagkakaroon ng ligtas, de kalidad, matibay, at sustainable na mga imprastraktura para sa mga komunidad na pinaglilingkuran nito.

𝗧𝗜𝗡𝗚𝗡𝗔𝗡: I-REAP South Luzon Cluster, nagsagawa ng mid-year assessment at strategic planning

Nagsagawa ang Department of Agriculture – Philippine Rural Development Project (DA-PRDP) I-REAP South Luzon Cluster ng Mid-Year Assessment at Strategic Planning activity, noong Agosto 11-14, 2026 sa Puerto Princesa, Palawan.

Layunin nito na suriin ang naging performance ng mga enterprise subprojects sa unang semestre at matukoy ang mga kinakailangang hakbang para higit pang mapahusay ang kanilang implementasyon.

Tinalakay rin ang kasalukuyang operational status ng mga subprojects sa ilalim ng Original Loan (OL) at Second Additional Financing (AF2), kabilang ang mga pangunahing suliraning kinakaharap at mga kaukulang hakbang upang matugunan ang mga ito.

Binigyang-diin din ang timeline at mga kinakailangang paghahanda para sa maayos na turnover ng mga subprojects sa ilalim ng pangangasiwa ng AMAS/AMAD.

Ipinresenta sa aktibidad ang physical accomplishment, financial utilization, at status ng implementasyon ng mga subprojects. Sinuri rin ang mga isyu, gaps, risks, at iba pang hamon na nakaapekto sa pagpapatupad ng mga ito, kabilang ang mga salik na maaaring makaapekto sa napapanahon at maayos na paghahatid ng mga subproject.

Sa pamamagitan ng isang participatory workshop, nagkaroon ng pagkakataon ang mga participants na magbahagi ng mga updates, tukuyin ang mga pangunahing concerns, at maglatag ng mga kaukulang action points at strategies.

Tinalakay rin ang pagpapalakas ng koordinasyon sa pagitan ng Project Support Office, Regional Project Coordination Offices, local government units, at proponent groups upang mas maging maayos ang pagpapatupad ng mga plano sa mga susunod na buwan.

Sa pamamagitan ng assessment at strategic planning, layunin ng aktibidad na matiyak ang mas maayos na pagtugon sa mga natukoy na concerns at higit pang mapalakas ang implementasyon ng I-REAP subprojects tungo sa pagbuo ng mas competitive at sustainable na agri-fishery enterprises. #

𝗧𝗜𝗡𝗚𝗡𝗔𝗡: Nagsagawa ang Department of Agriculture – Philippine Rural Development Project (DA-PRDP) Finance Unit ng “Enhancing Interim Financial Reporting: 2Q 2026 Workshop and Digital Submission” noong August 4–7, 2026 sa Tagaytay City, Cavite. Layunin ng aktibidad na higit pang mapalakas ang financial management capabilities ng PRDP implementers at matiyak ang maayos na pagsunod sa financial reporting requirements ng DA, Commission on Audit, at World Bank (WB).

Tinalakay rito ang preparation, consolidation, at digital submission ng Interim Financial Reports (IFRs), kabilang ang Statement and Sources of Funds, Variance Analysis of Use of Funds, Designated Account Activity Statement, Contracts Subject to Prior and Post Review, Bank Reconciliation Statement; and Cash Forecast. Kasama rin sa mga talakayan ang pag-review ng Notice of Cash Allocation utilization, bank accounts, accounting records, at iba pang kinakailangang financial reports upang matiyak ang completeness, accuracy, at consistency ng financial data.

Binigyang-diin din sa aktibidad ang IFR bilang isa sa mga financial covenants ng DA-PRDP sa ilalim ng Loan Agreement. Bilang bahagi ng proseso, iko-consolidate ng Project Support Offices ang IFRs batay sa Monthly Statement of Receipts and Expenditures na isinumite ng Regional Project Coordination Offices bago ito isumite sa National Project Coordination Office tuwing ika-15 ng bawat buwan para sa review, comments, at reconciliation.

Sa pamamagitan ng workshop na ito, patuloy na pinapalakas ng DA-PRDP ang kakayahan ng mga implementers sa accurate, timely, at consistent financial reporting, na mahalaga sa mas maayos na financial management, accountability, at transparent na implementation ng proyekto.
