The Municipality of Quinapondan formally inaugurated its second Seal of Good Local Governance (SGLG) Incentive Fund Project, the Disaster Risk Reduction and Management (DRRM) Operation Center on March 18, 2025, this municipality.
Representing DILG 8 Regional Director, Arnel M. Agabe, DILG Eastern Samar Provincial Director Johannes Y. Dorado attended the ceremony along with Municipal Local Government Operations Officer (MLGOO) Niรฑa B. Servano, local officials, functionaries, and other key stakeholders who congratulated Quinapondanโs commitment to disaster resilience and efficient emergency response.
In his message, Provincial Director Dorado commended the municipality for securing the SGLG Incentive Fund and prioritizing disaster preparedness. He emphasized the importance of a fully operational DRRM center in ensuring quick and effective emergency response.
The project, located in Barangay San Pedro, was initiated in compliance with SGLG and Gawad KALASAG Assessments which require LGUs to have an LDRRM Operation Center. While Quinapondan previously met this requirement with a temporary center inside the Municipal DRRM Office, the facility lacked adequate space and resources for efficient operations during emergencies.
Recognizing this need, the LGU allocated the FY 2023 SGLG Incentive Fund to build a separate, fully-equipped DRRM Operation Center designed to enhance disaster response and coordination.
The construction of the one-story DRRM Operation Center began on August 12, 2024 and was completed on January 7, 2025, with a total cost of PhP2,269,916.29โof which PhP1,800,000.00 came from the SGLG Incentive Fund. The remaining PhP469,916.29 came from the LGU counterpart.
The event concluded with a ribbon-cutting ceremony, unveiling of the project marker, and the signing of turn-over documents. With the completion of its second SGLGIF Project, Quinapondan continues to strengthen public service and disaster preparedness, ensuring the safety and protection of its residents.
