The RPMD Foundation Inc. (RPMD), through its βBoses ng Bayanβ initiative, conducted a comprehensive job performance assessment of government officials across the Eastern Visayas Region, focusing on the performance of Municipal Mayors. The survey aimed to gauge public satisfaction with local leadership, utilizing key performance parameters such as service delivery, governance, community engagement, and responsiveness to local issues. The results highlighted the regionβs top-performing mayors, reflecting their dedication to public service.
Mayor Dana Fynch De Lira of Balangiga is leading the list of high-performing mayors, who garnered an impressive 87.5% satisfaction rating. Mayor Roland Boie Evardone of Arteche closely followed with 86.3%, while Mayor Annaliza Kwan of Guiuan ranked third with 84.2%. Mayor Gina Ty of Taft earned the fourth spot with 83.0%, and Mayor Roy Ador of Oras rounded out the top five with 81.6%. Their strong leadership has resonated with their communities, reflected in these high scores.
Other noteworthy mayors include Mayor Daniel Boco of Llorente, who ranked sixth with 80.3%, and Mayor Rochelle Melgar, who secured the seventh spot with 78.5%. Mayor Javier Zacate of Sulat ranked eighth with 77.1%, followed by Mayor Flora Ty of General MacArthur in ninth place with 75.8%. Mayor Rodrigo Rivera of Dolores rounded out the top ten with 74.6%. Additionally, Mayor Godofredo Garado of Maydolong achieved a 72.3% satisfaction rating, while Mayor Vilmas Germino of Can-Avid secured 70.9%.

Dr. Paul Martinez, a Global Affairs Analyst and the Executive Director of RPMD underscored the significance of the recent βBoses ng Bayanβ job performance assessment in the Eastern Visayas Region, particularly highlighting the passing rate, which stands at over 50%. He praised the top-performing Municipal Mayors for their exemplary leadership and unwavering dedication to their communities. The survey of Municipal Mayors in the Eastern Visayas is part of the nationwide "Boses ng Bayan" poll conducted from July 1-10, 2024. This comprehensive assessment captured the sentiments of 10,000 adult respondents, with a margin of error of +/-1% and a confidence level of 95%. By providing a robust analysis of public opinion, the survey offers valuable insights into the performance of local leaders. It serves as a tool to promote transparency and accountability while helping shape a roadmap for continuous improvement in governance across the Philippines.
