City Mayor Hon. Lorelie G. Pacquiao is a proud citizen of Barangay Labangal. She is a proud alumna of Capitol University of Cagayan, where she earned her Bachelor of Science in Human Resource Management. She further strengthened her expertise in governance by completing her Masterโs Degree in Management, major in Public Administration, at the Philippine Christian University.
For 11 years, she served as the Chief Executive Officer or Punong Barangay of Barangay Labangal, where she spearheaded transformative programs and high- impact projectsโparticularly in social services and infrastructure development, including extensive road networks. Her leadership brought numerous awards and recognition to the barangay. As President of the Liga ng Barangay, she sat as an ex- officio City Councilor in the 19th Sangguniang Panlungsod, while also serving as Vice President of the Liga ng Barangay Region 12.
During her tenure in the City Council, she ably chaired key committees: Committee on Barangay Affairs Committee on Public Works and Infrastructure Committee on Gender Equality, Women, Family, Childrenโs Welfare, and Population Management.
She authored and co-authored meaningful and progressive legislation that championed the rights and welfare of the people. Among these are:
- The General Santos City Code of Parental Accountability for the Protection of Childrenโs Rights,
-The creation of the Local Council on Anti-Trafficking in Persons and the
-Anti-Violence against Women and Their Children Council The 2020 Revised Gender and Development Code of General Santos City.
Her work speaks of her heart for public service and her enduring commitment to uplift the lives of every General. A devoted wife, a nurturing mother, and a steadfast leaderโshe exemplifies the true spirit of an empowered woman.
As City Mayor, she has led General Santos City to greater heights, earning multiple awards and national recognitionโincluding the prestigious Seal of Good Local Governance, a testament to the quality of service delivered to the Generals. She was also recognized as the Top 13 Best Performing City Mayor out of 148 city mayors in the entire Philippines.

Hon. Graziel Pacquiao is an empowered young woman and dedicated legislator serving Barangay Labangal, recognized for her compassionate leadership and strong commitment to public service. As Chairperson of the Committee on Social Services and Tourism, she actively leads programs that promote social welfare and community development. She continues to take an active role in conducting community services that respond to the needs of her constituents, especially the vulnerable sectors. With a hands-on approach, she ensures that initiatives are felt at the grassroots level. Her leadership reflects integrity, purpose, and a genuine desire to uplift the lives of others.
