Members of documentation teams from the five municipalities and the Provincial Government of Guimaras have successfully completed Project CAPTURE, a three-day capacity-building activity held on August 11โ€“13, 2026 at The Great Hall, DILG Guimaras Provincial Office.

Jointly implemented by the Department of the Interior and Local Government (DILG) Guimaras and Guimaras State University (GSU) as an initiative of the Guimaras Local Governance Resource Center (GLGRC), Project CAPTURE brought together LGU documenters to strengthen their ability to identify, develop, and present stories from local government programs, projects, and initiatives.

In her welcome message, DILG Guimaras Provincial Director Roselyn B. Quintana stressing that the innovations and best practices developed by LGUs can easily be lost when people move on or leadership changes, unless they are properly captured through Knowledge Management. "If it is not documented, it did not happen,โ€ she said.

She emphasized that Project CAPTURE aims to develop not just documenters, but local knowledge champions who can help their offices see the story, the innovation, and the lessons behind every accomplishment, thereby encouraging teams to build a culture of sharing, not just reporting.

Leading the GSU team, University President Dr. Lilian Diana B. Parreรฑo expressed her full support to the undertaking. She underscored the university's continuing partnership with DILG Guimaras through the GLGRC in advancing local governance capacity-building.

Over the three days, participants underwent modules covering the Project CAPTURE framework, discovering and mining stories of change, building and writing the governance story, interviewing for stories, photography and videography for governance documentation, showcasing local governance excellence using the format of the Excell Awards, crafting award-winning titles, and using AI as a documentation partner, This was capped by a Governance Stories Showcase and a Story Clinic where participants applied their learnings.

The activity provided practical approaches to gathering and processing information, identifying significant stories from routine government activities, determining the right story angles, and producing documentation that is factual, relevant, and engaging. Rather than simply recording activities, participants were encouraged to look beyond the events themselves and capture the people, changes, results, and experiences that give substance to government programs.

With the training completed, participants are now expected to apply their newly gained knowledge and skills in documenting local government initiatives and accomplishments in their respective offices.

Project CAPTURE forms part of the continuing efforts of DILG Guimaras and GSU, through the GLGRC, to strengthen local capacities for effective documentation and communication of local governance.

DILG Guimaras conducted a two-day technical assistance and field documentation activity on July 7โ€“8, 2026, to assist the Province of Guimaras and the municipalities of Nueva Valencia and Sibunag in preparing quality entries for the SubayBAYANI Awards. LGOO V Marijo J. Patrimonio, Engineer II Laura Jade J. Singalivo, and ADAS II Roderick G. Ganancial worked closely with LGU counterparts to strengthen project documentation and capture authentic stories of governance excellence.

The activity was conducted in collaboration with Acting Provincial Engineer Ramilo Villasis and Provincial SubayBAYAN Encoder Rheniel Ganancial; Nueva Valencia MLGOO Romie Potot and SubayBAYAN Encoder Remia S. Amen; and Sibunag SubayBAYAN Encoder Julie Anne De Asis. Together, the team facilitated beneficiary interviews, identified and located project beneficiaries, coordinated with barangay officials, and validated project details to ensure that each SubayBAYANI Awards entry accurately reflects the implementation, outcomes, and community impact of the featured projects.

More than documenting completed infrastructure and development initiatives, the activity underscored the importance of preserving the stories behind every projectโ€”stories that demonstrate how responsive governance translates into meaningful and lasting improvements in the lives of Guimarasnons. Through collaborative field validation and direct engagement with stakeholders, the initiative reaffirmed DILG Guimaras' commitment to promoting accountability, transparency, and excellence in local governance while ensuring that the voices of the communities served remain at the heart of every success story.

The spotlight turned to the regional stage as the Province of Guimaras showcased its top volunteer peacekeepers during the 2026 Regional Onsite Validation on July 20 and 21, 2026. The Regional Search Committeeโ€”composed of representatives from the DILG, BFP, BJMP, PNP, and NAPOLCOM Regional Officesโ€”evaluated the official provincial contenders competing at the regional level.

The two-day regional evaluation assessed the official provincial contenders, who bring a strong track record of past excellence to the competition. Individual nominee Chief Tanod John Rey Lacrite, last year's Regional Champion, is aiming for a back-to-back win as a two-time titleholder this year. Meanwhile, Barangay Igcawayan aims for a repeat victory after coveting 1st place in the Group Category for 3rd to 5th Class Municipalities, and Barangay Salvacion vie for the regional grand title in the Group Category for 1st to 2nd Class Municipalities.

These regional contenders earned their spots after competing in the 2026 Provincial Onsite Validation held from June 17 to June 29, 2026. The Provincial Search Committee (PSC), Spearheaded by DILG Guimaras, evaluated six participating barangays across the province. For the 1st to 2nd class Municipalities Group Category, these included Barangay Canhawan of Nueva Valencia, Barangay Sta. Teresa of Jordan, Barangay Salvacion of Buenavista. The 3rd to 5th class Municipalities Group Category included Barangay Igcawayan of San Lorenzo and Barangay Maabay of Sibunag. The provincial phase also recognized three individual nominees for their leadership: John Rey Lacrite of Barangay Constancia, Erick Velagio of Barangay Canhawan, and Edgardo Gallego of Barangay Maabay.

With strong support from local officials and partner agencies, the annual search continues to honor the frontline responders who keep local communities safe. The performance of these barangays during the 2026 evaluations shows the dedication of Guimarasโ€™ barangay tanods in maintaining peace, order, and safety at the grassroots level.

Guimaras Strengthens Unified Position on Local Governance Reforms through the Provincial Consultation on the Review and Amendment Program of the Local Government Code of 1991 (LGC ReVamp)

The DILG Guimaras Provincial Office conducted the Provincial Consultation on the Review and Amendment Program of the Local Government Code of 1991 (LGC ReVamp) on July 29, 2026, bringing together local government leaders and stakeholders from across the province.

The activity forms part of the national LGC ReVamp initiative under the Strengthening Local Governance (STRONGER) for Full Devolution Program, aimed at reviewing whether the 1991 Code still meets the needs of local governments more than three decades after its enactment.

Provincial Director Roselyn B. Quintana opened the consultation by emphasizing that reform of the Local Government Code (LGC) is a collaborative effort with local government units (LGUs) to ensure that the law remains relevant, practical, and responsive to present-day governance challenges. She noted that while the LGC has guided and empowered LGUs for more than three decades, evolving realities such as climate change, technological advancements, and increasing public expectations necessitate a careful review of the Code. She encouraged participants to share their firsthand experiences in validating proposed reforms and identifying priority amendments that will contribute to Region VI's reform agenda and the national review of the LGC.

Assistant Regional Director Mariel Dave M. Gallego of DBM Region VI provided national context through a discussion on Executive Order No. 138 and the implementation of Full Devolution.

The core of the activity was the breakout session, where participants were grouped into four key reform areas: Fiscal and Financial Reform, Administrative and Operations, Service Delivery, and Local Autonomy. Each group reviewed proposals carried over from previous consultations and, for every item, decided whether to recommend it for adoption, defer it for further study, or propose it for de-listing. Several groups also raised additional recommendations beyond the original agenda, drawn from their firsthand experience in local governance.

Group outputs were presented and validated during the plenary session, then consolidated into a single provincial position that reflects the collective voice of Guimaras' local governance stakeholders.

The high level of engagement and quality of feedback throughout the day affirmed the success of the consultation, reinforcing DILG Guimaras' commitment to responsive, participatory, and future-ready local governance.
