Sangguniang Panlalawigan of Guimaras

Vice Governor Cecile C. Gumarin, MD, together with Sangguniang Panlalwigan Member Hon. Felipe Hilan A. Nava, MD, graced the Special Program for the Employment Students (SPES) 2026 Culminating Program on August 6, 2026 at the Kapitolyo Probinsyal sang Guimaras.

The activity marked the successful completion of the SPES engagement of 213 student beneficiaries, who were deployed to 35 partner employees, including government offices, tourism establishments, and Micro Small Medium Enterprises (MSMEs). Through the program, students gained meaningful work experience while receiving financial assistance to help support their education.

Implemented through the partnership of the Department of Labor and Employment (DOLE), and the Provincial Government of Guimaras, the SPES Program continues to provide deserving students with temporary employment opportunities that promote learning, skills development, and youth empowerment.

The 11th Sangguniang Panlalawigan of the Province of Guimaras under the leadership of Vice Governor Cecile C. Gumarin, MD enacted the following legislative measures during its 56th Regular Session on August 6, 2026:

1. Resolution authorizing the Honorable Governor Ma. Lucille L. Nava, MD to sign for and in behalf of the provincial government the Contract of Services of Dr. Athena June Blanco-Fuentespina as Medical Officer IV assigned at the Dr. Catalino Gallego Nava Medical Center;

2. Resolution authorizing the Honorable Governor Ma. Lucille L. Nava, MD to sign for and in behalf of the provincial government the Contract of Services of the following personnel assigned at the Provincial Engineering Office (PEO):

3. Resolution authorizing the Honorable Governor Ma. Lucille L. Nava, MD to sign for and in behalf of the provincial government the Memorandum of Agreement with the Department of Health- Western Visayas Center for Health Development (DOH-WV CHD) for the allocation of PHP 40,000.00 to the Provincial Health Office (PHO) as Performance-Based grant to enhance TB-related health services and achieve targeted health outcomes;

4. Resolution authorizing the Honorable Governor Ma. Lucille L. Nava, MD to sign for and in behalf of the provincial government the Memorandum of Agreement with Department of Interior and Local Government (DILG) for the implementation of the Document Management System for the Local Government Units (DMS4LGUs);

5. Resolution declaring Municipal Ordinance No. 27, Series of 2026 of the Municipality of Jordan entitled: “An Ordinance Granting New Franchises to Operate Motorized Tricycle-For-Hire (MTH) in Favor of Arvin Helder S. Balajadia and One Hundred Ninety-One (191) other Qualified Applicants Within the Terristorial Jurisdiction of Jordan”, as valid and within the powers of the said sanggunian to legislate;

6. Resolution reactivating the following dormant accounts of the Province of Guimaras with the LandBank of the Philippines- Guimaras Branch, thereby authorizing the Honorable Governor Ma. Lucille L. Nava, MD and Acting Treasurer Mr. Renato J. Tarrazona, Jr. as official signatories:

1922-1032-98- Province of Guimaras- NVDH-Revolving Fund;
1922-1042-86- Province of Guimaras, I-Build PLGU;
1922-1072-00- Province of Guimaras- PCSO;
1922-1075-60- Province of Guimaras- Special Health Fund

7. Adoption of Committee Report No. 26-2026 Re: Draft Ordinance No. 03-2026 entitled: “An Ordinance Setting the Schedule of Fees for Various Services of the Department of Pathology and Laboratory Medicine and the Hemodialysis Unit at Dr. Catalino Gallego Nava Medical Center”;

8. Ordinance No. 02-2026 entitled: “An Ordinance Setting the Schedule of Fees for Various Services of the Department of Pathology and Laboratory Medicine and the Hemodialysis Unit at Dr. Catalino Gallego Nava Medical Center” (Sponsors: Atty. The Office of the Sangguniang Panlalawigan, through the Committee on Rules and Privileges, Ordinances and Legal Matters chaired by Board Member Atty. Paul Vincent G. De La Cruz, Committee on Ways and Means chaired by Board Member Hon. Marilyn G. Edang, and Committee on Health chaired by Board Member Hon. Alejandro D. Araneta, DMD conducted a public hearing on July 30, 2026 in connection with the proposed Draft Ordinance No. 03-2026 entitled: “An Ordinance Setting the Schedule of Fees for Various Services of the Department of Pathology and Laboratory Medicine and the Hemodialysis Unit at Dr. Catalino Gallego Nava Medical Center”.

Present during the public hearing are Vice Governor Cecile C. Gumarin, MD; Sangguniang Panlalawigan Members Hon. Alejandro D. Araneta, DMD, Atty. Paul Vincent G. De La Cruz, Hon. Ariel C. The 11th Sangguniang Panlalawigan of the Province of Guimaras under the leadership of Vice Governor Cecile C. Gumarin, MD enacted the following legislative measures during its 55th Regular Session on July 30, 2026:

1. Resolution authorizing the Honorable Governor Ma. Lucille L. Nava, MD to sign for and on behalf of the Provincial Government of Guimaras, the Contract of Services of Mylyn Grace J. Cabanalan, DMD, for the general operation of the dental services of the Buenavista Emergency Hospital;

2. Resolution declaring Municipal Ordinance No. 23, Series of 2026 of the Municipality of Jordan entitled: “An Ordinance Approving the Renewal of Franchise to Operate Motorized Tricycle-For-Hire (MTH) in Favor of Rowena E. Bartolome and Four (4) Other Qualified Applicants Within the Territorial Jurisdiction of Jordan”, as valid and within the powers of the said sanggunian to legislate;

3. Resolution declaring Municipal Ordinance No. 24, Series of 2026 of the Municipality of Jordan entitled: “An Ordinance Approving the Change of Motorcycle Unit under a Franchise to Operate Motorized Tricycle-For-Hire (MTH) in Favor of Marianie M. Gabuat and Three (3) Other Qualified Applicants Within the Territorial Jurisdiction of Jordan”, as valid and within the powers of the said sanggunian to legislate;

4. Resolution declaring Municipal Ordinance No. 25, Series of 2026 of the Municipality of Jordan entitled: “An Ordinance Approving the Change of Ownership of a Franchise to Operate Motorized Tricycle-For-Hire (MTH) in Favor of Rostrito B. Catalan, Jr and Four (4) Other Qualified Applicants Within the Territorial Jurisdiction of Jordan”, as valid and within the powers of the said sanggunian to legislate;

5. Resolution authorizing the Honorable Governor Ma. Lucille L. Nava, MD, to sign for and on behalf of the Provincial Government of Guimaras, the Memorandum of Agreement (MOA) with Guimaras Electric Cooperative (GUIMELCO) for the procurement and installation of electrical materials and labor for the upgrading of the electrical system of Catalino G. Nava Farm School, Constancia, San Lorenzo, Guimaras;

6. Adoption of Committee Report No. 25-2026 Re: Municipal Ordinance No. 2026 - 05, Series of 2026 of the Municipality of San Lorenzo, Guimaras, entitled: “An Ordinance Creating the San Lorenzo Tuberculosis Council of the Municipality of San Lorenzo, appointing its Members and Specifying Its Duties and Responsibilities and for Other Purposes”;

During the 54th Regular Session on July 23, 2026, the following concerns were brought to the attention of the 11th Sangguniang Panlalawigan under the leadership of Vice Governor Cecile C. Gumarin, MD:

1. Letter dated July 14, 2026, from Governor Ma. Lucille L. Nava, MD, furnishing copy of approved Report of Special Education Fund (SEF) Utilization for the quarter ending June 30, 2026;

2. Letter dated July 20, 2026, from Serren Lor V. Gallinero, MD, DPSP, Medical Specialist III, Acting Chief of Hospital, furnishing copy of the reply of the Provincial Legal Officer on the query regarding the authority of the Acting Chief of Hospital to represent the hospital in legal documents such as Contracts, Memoranda of Agreement (MOA), Memoranda of Understanding (MOU), and other similar instruments;

3. Letter dated July 21, 2026, from Hon. Ma. Lucille L. Nava, MD, informing the members of the Sangguniang Panlalawigan that she has assumed office, effective July 21, 2026, at 3:00 PM.

The 11th Sangguniang Panlalawigan of the Province of Guimaras received a report and update from Ma. Theresa B. Macainan, DVM, Provincial Veterinarian, on the monitoring of African Swine Fever (ASF) and the ongoing preventive measures being implemented across the province during its Regular Session held on July 23, 2026.

The presentation highlighted the current status of ASF monitoring efforts, as well as the Provincial Government's continued commitment to strengthening biosecurity measures, enhancing disease surveillance, and coordinating with relevant stakeholders to safeguard the local swine industry and ensure food security in Guimaras.
