Guimaras State University (GSU), in partnership with the Province of Guimaras, is inviting researchers, academics, and prospective presenters to submit scholarly works for the 3rd Guimaras Research Conference, slated on October 15, 2026, at the Agri-Eco Convention Hall, Salvador Campus.

The conference forms part of the 3rd Guimaras Data Festival, held in observance of the 37th National Statistics Month, and carries the theme “Tuklas Pilipinas: Statistics as Beacon Towards Inclusive, Resilient, and Sustainable Tourism.”

The research gathering seeks to foreground empirical inquiry and data-driven scholarship that can inform conversations on inclusive development, resilience, and sustainability, particularly within contexts relevant to Guimaras.

Researchers may submit papers under three research clusters:

1. Education, Economy, and Health
2. Engineering, Environmental Management, and Tourism
3. Agriculture, Fisheries, and Forestry

Submitted studies will undergo evaluation and will be considered for cluster-based distinctions, including Best Paper and Best Presenter.

The deadline for submission is August 31, 2026, while the Notice of Acceptance is scheduled for release on September 7, 2026. The conference will run from 8:00 a.m. to 5:00 p.m. on October 15.

The call provides a scholarly avenue for researchers and practitioners to surface evidence, exchange disciplinary perspectives, and translate data into knowledge relevant to the Province's development priorities.

𝐆𝐔𝐈𝐌𝐀𝐑𝐀𝐒 𝐓𝐈𝐆𝐇𝐓𝐄𝐍𝐒 𝐀𝐒𝐅 𝐂𝐎𝐍𝐓𝐑𝐎𝐋 𝐌𝐄𝐀𝐒𝐔𝐑𝐄𝐒

To further strengthen the province's defense against the threat of African Swine Fever (ASF), Governor Ma. Lucille L. Nava, MD has issued a Supplemental Executive Order to Executive Order No. 60, Series of 2026, imposing stricter movement restrictions and enhanced disease containment measures following recent highly suspect cases in parts of the province.

The supplemental order comes in response to recent developments in Barangay Oracon Sur, Nueva Valencia, and several barangays in Sibunag, where highly suspect cases have prompted the Provincial Government to adopt more intensive preventive measures.

Under the supplemental Executive Order, the following directives shall immediately take effect:

𝗦𝘁𝗿𝗶𝗰𝘁 𝗽𝗿𝗼𝗵𝗶𝗯𝗶𝘁𝗶𝗼𝗻 𝗼𝗻 𝘁𝗵𝗲 𝗺𝗼𝘃𝗲𝗺𝗲𝗻𝘁 𝗼𝗳 𝘀𝘄𝗶𝗻𝗲 𝗮𝗻𝗱 𝗽𝗼𝗿𝗸 𝗽𝗿𝗼𝗱𝘂𝗰𝘁𝘀. The transport of live pigs, pork, pork products, and other swine-derived products from the Municipality of Nueva Valencia and Barangay Oracon Norte in the Municipality of Sibunag to other municipalities in Guimaras is strictly prohibited.

𝗗𝗲𝘀𝗶𝗴𝗻𝗮𝘁𝗶𝗼𝗻 𝗼𝗳 𝗯𝘂𝗳𝗳𝗲𝗿 𝘇𝗼𝗻𝗲𝘀. Areas located near highly suspect or confirmed ASF cases may be declared as Buffer Zones, where the movement of live pigs, pork, pork products, and other swine-derived products outside the designated areas shall likewise be prohibited. The following barangays in Sibunag are initially designated as buffer zones:

Concordia Norte
Ayangan
Maabay

𝗜𝗺𝗽𝗹𝗲𝗺𝗲𝗻𝘁𝗮𝘁𝗶𝗼𝗻 𝗼𝗳 𝗱𝗲𝗽𝗼𝗽𝘂𝗹𝗮𝘁𝗶𝗼𝗻, 𝘄𝗵𝗲𝗻 𝗻𝗲𝗰𝗲𝘀𝘀𝗮𝗿𝘆. In areas identified by the Provincial Veterinary Office as highly suspect or confirmed positive for ASF, a depopulation policy may be implemented as a disease containment measure to prevent further spread of the virus. Such action shall only be undertaken following a thorough assessment and upon the written recommendation of the Provincial Veterinarian, and in accordance with existing laws, regulations, veterinary standards, and applicable national guidelines.

Governor Nava emphasized that these measures are essential to safeguard the province's swine industry, protect the livelihood of local hog raisers, and prevent the spread of diseases to unaffected areas.

The Provincial Government of Guimaras enjoins all local government units, barangay officials, hog raisers, traders, transporters, and the general public to strictly comply with the directives under the Supplemental Executive Order and continue supporting the province's ASF prevention efforts.

As part of its continuing commitment to transparency, accountability, and effective local governance, the Municipality of Sibunag successfully conducted the 𝗧𝘄𝗼-𝗗𝗮𝘆 𝗢𝗿𝗶𝗲𝗻𝘁𝗮𝘁𝗶𝗼𝗻 𝗼𝗻 𝘁𝗵𝗲 𝗙𝘂𝗻𝗰𝘁𝗶𝗼𝗻𝗮𝗹𝗶𝘁𝘆 𝗼𝗳 𝘁𝗵𝗲 𝗠𝘂𝗻𝗶𝗰𝗶𝗽𝗮𝗹 𝗮𝗻𝗱 𝗕𝗮𝗿𝗮𝗻𝗴𝗮𝘆 𝗣𝗿𝗼𝗷𝗲𝗰𝘁 𝗠𝗼𝗻𝗶𝘁𝗼𝗿𝗶𝗻𝗴 𝗖𝗼𝗺𝗺𝗶𝘁𝘁𝗲𝗲𝘀 (𝗠/𝗕𝗣𝗠𝗖𝘀) 𝗮𝗻𝗱 𝗣𝗿𝗼𝗷𝗲𝗰𝘁 𝗠𝗼𝗻𝗶𝘁𝗼𝗿𝗶𝗻𝗴 𝗩𝗶𝘀𝗶𝘁𝘀 on 𝗝𝘂𝗹𝘆 𝟳–𝟴, 𝟮𝟬𝟮𝟲. The activity was made possible through the technical assistance of 𝗣𝗣𝗗𝗢, 𝗚𝘂𝗶𝗺𝗮𝗿𝗮𝘀 and the 𝗗𝗜𝗟𝗚 – 𝗚𝘂𝗶𝗺𝗮𝗿𝗮𝘀 𝗣𝗿𝗼𝘃𝗶𝗻𝗰𝗶𝗮𝗹 𝗢𝗳𝗳𝗶𝗰𝗲.

The orientation aimed to strengthen the capacities of M/BPMC members by equipping them with the knowledge, skills, and tools necessary to effectively perform their project monitoring functions. Topics discussed included the roles and responsibilities of committee members, project monitoring procedures, documentation and reporting, and the conduct of monitoring and feedback sessions.

Serving as resource persons were 𝗠𝘀. 𝗟𝗲𝗮 𝗖. 𝗕𝗲𝗹𝘁𝗿𝗮𝗻, PEO III; 𝗘𝗻𝗣. 𝗝𝗲𝗿𝗲𝗺𝗶𝗮𝘀 𝗚. 𝗥𝗲𝗮𝗹𝗮, PEO II; and 𝗠𝗿𝘀. 𝗖𝗿𝘂𝘇𝗮𝗶𝗱𝗮 𝗧. 𝗚𝗮𝗽𝗮𝘀𝗮𝗻𝗴𝗿𝗮, PEO I, all from the PPDO-Guimaras, together with 𝗟𝗚𝗢𝗢 𝗩 𝗠𝗮𝗿𝗶𝗷𝗼 𝗝. 𝗣𝗮𝘁𝗿𝗶𝗺𝗼𝗻𝗶𝗼, Chief of the Project Development and Management Section of the DILG Guimaras Provincial Office.
To reinforce the learning sessions, participants conducted actual monitoring visits to ongoing and completed LGU projects, applying the monitoring tools and techniques discussed during the orientation while identifying observations and recommendations to improve project implementation.

In her message, 𝗛𝗼𝗻. 𝗟𝘂𝘃𝘆𝗻𝗻𝗲 𝗚𝗮𝗹𝗲 𝗩. 𝗖𝗮𝘀𝗰𝗼, 𝗦𝗕 𝗠𝗲𝗺𝗯𝗲𝗿, commended the initiative and underscored the importance of a functional project monitoring system in ensuring that government investments truly benefit the community. She welcomed the committee's observations and recommendations as valuable inputs for enhancing project implementation and public service delivery.

𝗠𝘂𝗻𝗶𝗰𝗶𝗽𝗮𝗹 𝗠𝗮𝘆𝗼𝗿 𝗟𝘂𝗯𝗲𝗻 𝗚. 𝗩𝗶𝗹𝗰𝗵𝗲𝘀, likewise, expressed his sincere appreciation to the resource persons, partner agencies, and participants for their support in the successful conduct of the activity. He emphasized that the committee’s findings and recommendations are vital in improving future project planning, implementation, and monitoring.

The activity forms part of the Municipality of Sibunag's continuing efforts to strengthen project monitoring, promote transparency and accountability, and encourage participatory governance. Through continuous capacity building and collaborative monitoring, the municipality remains committed to ensuring that public investments are effectively implemented and deliver lasting benefits to the community.

Pursuant to the Executive Order issued by Governor Ma. Lucille L. Nava, MD, classes in 𝗔𝗟𝗟 𝗟𝗘𝗩𝗘𝗟𝗦 in both 𝗣𝗨𝗕𝗟𝗜𝗖 and 𝗣𝗥𝗜𝗩𝗔𝗧𝗘 schools throughout the Province of Guimaras are hereby 𝗖𝗔𝗡𝗖𝗘𝗟𝗟𝗘𝗗 effective immediately upon the posting of this advisory today, July 10, 2026.

The suspension of classes is in response to the inclement weather conditions brought about by Typhoon Inday, which continues to bring moderate to heavy rains and poses risks of flooding, flash floods, landslides, and other weather-related hazards.

This measure is implemented to ensure the safety and welfare of all learners, teaching and non-teaching personnel, and the general public.

The Provincial Government of Guimaras encourages everyone to remain vigilant, avoid unnecessary travel, and continue monitoring official advisories from the Provincial Government and other concerned government agencies for weather updates and further announcements.
