Gaudioso Geduspan II may kaangtanan sa reklamo sa abogado nga una na gindagdagan sang show-cause order tungod sa expired nga rehistro sang salakyan, indi paggamit sang seatbelt, kag sa ginpahayag pagbastos niya sa mga traffic enforcers sang LTO nga nag-flag down sa iya sang Mayo.

Suno kay Geduspan, sang nagsumiter sang sabat si Atty. Lira sa show-cause order, may ginlakip siya nga driver’s license apang nakapangalan ini sa iban nga indibidwal.

Dugang sang direktor nga sa ila pag-usisa sa sistema sang LTO, nakit-an nga madamo sang portal nga naka-link kay Atty. Lira imbes nga isa lang, sa diin lain-lain nga personal information ang nakabutang sa kada portal.

Tungod sini nga violation, nagpapanaog ang LTO-6 sang 90-day suspension nga nagsugod tatlo ka semana na ang nakaligad.

Nagsumiter man sang rekomendasyon ang LTO regional office sa ila Central Office sang nagligad nga semana agud ipa-revoke ang driver’s license ni Atty. Lira.

Land Transportation Office Region VI (LTO-6) Regional Director Atty. Gaudioso P. Geduspan II has renewed his call for transport cooperatives across Western Visayas to strictly comply with the Fleet Management System (FMS) under the Public Transport Modernization Program.

The appeal follows the circulation of a viral social media photo showing a traditional jeepney carrying passengers beyond its authorized capacity.

Director Geduspan said such incidents have become increasingly common and thanked concerned citizens for helping authorities identify violations by documenting and reporting unsafe practices.

"These incidents have become more prevalent. We are grateful to the netizens who continue to take photos and report these violations because they are also looking out for the safety of their fellow passengers," he said.

Director Geduspan also dismissed the operator's explanation that deploying additional units during late or final trips would result in financial losses. He stressed that the risks posed by overloaded vehicles far outweigh the additional operating costs of dispatching more units during peak hours and evening trips.

"The cost of preventing an accident is far less than the damage, injuries, or even loss of life that may result from operating overloaded vehicles," he emphasized.

Following the incident, the LTO-6 Intelligence and Investigation Unit (IIU) issued a Show Cause Order against the operator of the passenger jeepney serving the Inca, Lambunao, Iloilo route.
As part of the ongoing administrative investigation, LTO-6 also imposed a 90-day preventive suspension on the driver's license of the jeepney driver after finding sufficient grounds to temporarily suspend his driving privileges while the case is pending.

The investigation was prompted by a viral social media video showing a passenger vehicle departing the Pavia People's Terminal in Ungka, Pavia, Iloilo with passengers riding on the roof and clinging to the rear and sides of the vehicle while en route to Inca, Lambunao, Iloilo.

LTO-6 records also showed that the conductor assigned to the unit did not possess a valid conductor's license. Initial assessment by the LTO-6 Intelligence and Investigation Unit noted the driver’s acts captured in the video posed a serious threat to public safety by compromising the stability of the vehicle and endangering not only its passengers but also other motorists and pedestrians.

These acts may constitute violations of Sections 32(b) and 51 of Republic Act No. 4136, which prohibit passengers from riding on the roof, outside, or rear of a moving vehicle and prohibit drivers from knowingly allowing such dangerous practices.

The registered operator has been directed to appear before the LTO Region VI Office and submit a written explanation within five (5) working days from receipt of the order, explaining why administrative sanctions should not be imposed against the company and its responsible personnel. Failure to respond within the prescribed period may be considered a waiver of its right to be heard.

LTO-6 likewise emphasized that registered operators are administratively accountable for the safe operation of their units and the conduct of their drivers and personnel.

These acts may also constitute violations of Joint Administrative Order No. 2014-01, including allowing passengers to ride on top of a motor vehicle, permitting passengers to ride on the running board, stepboard, or mudguard while the vehicle is in motion, employing reckless or irresponsible drivers, and violating the conditions of the operator's Certificate of Public Convenience (CPC).

To help ensure public safety while the case is under investigation, LTO-6 ordered the preventive suspension of the driver's license for 90 days and directed the driver to immediately surrender his physical driver's license to the Intelligence and Investigation Unit upon receipt of the order.
