𝘾𝙝𝙖𝙧𝙩𝙞𝙣𝙜 𝙖 𝘾𝙤𝙡𝙡𝙚𝙘𝙩𝙞𝙫𝙚 𝘾𝙤𝙪𝙧𝙨𝙚: 𝙋𝙍𝙄𝘾𝙀𝙇𝙀𝙎𝙎 𝙋𝙧𝙤𝙟𝙚𝙘𝙩 𝙒𝙤𝙧𝙠𝙨𝙝𝙤𝙥 𝘼𝙙𝙫𝙖𝙣𝙘𝙚𝙨 𝙋𝙝𝙞𝙡𝙞𝙥𝙥𝙞𝙣𝙚 𝙍𝙞𝙨𝙚 𝙋𝙧𝙤𝙩𝙚𝙘𝙩𝙞𝙤𝙣

Initiated by the DENR Biodiversity Management Bureau (BMB) together with the PRICELESS Project Management Unit, the Echo-Inception and Awareness Workshop unfolded as a landmark gathering, uniting diverse stakeholders in a full day of dialogue and collaboration for the sustainable development of the Philippine Rise.

Formally invited to participate, the Isabela Coastal Development Office (ICDO) joined provincial offices and partners in this collective effort.

The morning sessions laid the groundwork, with discussions on the project’s background, structure, and strategic results framework. These presentations emphasized not only the technical foundations of the initiative but also the shared responsibility of all sectors in safeguarding marine ecosystems. The unveiling of the project workplan, alongside delivery partners, provided clarity on how objectives will be translated into action.

In the afternoon, attention turned to local initiatives. We, the ICDO, presented our programs that strengthen marine protection and empower communities, joining other organizations in showcasing efforts that reflect the breadth of commitment across government, academe, civil society, and enforcement agencies.

The day culminated in a stakeholders’ forum, where participants engaged in open dialogue on challenges, opportunities, and recommendations for advancing the PRICELESS Project. This exchange of perspectives underscored the importance of inclusivity and collaboration in shaping the path forward.

By the close of the workshop, next steps were outlined with renewed determination. The event became a testament to collective vision—anchored in the belief that protecting the Philippine Rise is not only a project goal but a generational responsibility.

CAUAYAN CITY- Patuloy na pinalalakas ng Pamahalaang Panlalawigan ng Isabela ang kahandaan ng mga lokal na pamahalaan at iba pang katuwang na sektor sa pagharap sa lumalalang epekto ng climate change sa pamamagitan ng pagpapahusay ng kakayahan sa pagtatasa ng mga panganib at kahinaan ng mga komunidad.

Ito ang naging pangunahing layunin ng KLIMA (Luzon Cluster 2) Workshop on Regional Assessment of Climate Risks and Vulnerabilitiesna ginanap noong ika-29 hanggang 30 ng Hulyo sa Lungsod ng Cauayan.

Pinangunahan ang aktibidad ng National Academy of Science and Technology Philippines (NAST PHL), katuwang ang TOWNS Foundation, Inc., at ang Pamahalaang Panlalawigan ng Isabela sa pamumuno nina Governor Rodito T. Albanoat Vice Governor Kiko Dy, sa pamamagitan ng Isabela Coastal Development Office (ICDO).

Sa workshop, tinalakay ng mga resource person ang kahalagahan ng paggamit ng siyentipikong datos at climate risk assessment sa paggawa ng mga polisiya at programang nakatuon sa pangmatagalang katatagan ng mga komunidad. Binigyang-pansin din ang pagtukoy sa mga lugar na higit na bulnerable sa mga panganib tulad ng pagbaha, pagguho ng lupa, matitinding bagyo, tagtuyot, at iba pang epekto ng pabago-bagong klima.

Inaasahang higit pang mapapalakas ang kakayahan ng Isabela at ng buong Cagayan Valley na mabawasan ang epekto ng mga sakuna, maprotektahan ang buhay at kabuhayan ng mga mamamayan, at maisulong ang isang mas ligtas, matatag, at sustenableng kinabukasan para sa susunod na henerasyon.

𝐂𝐀𝐔𝐀𝐘𝐀𝐍 𝐂𝐈𝐓𝐘, 𝐈𝐒𝐀𝐁𝐄𝐋𝐀 (𝐀𝐔𝐆𝐔𝐒𝐓 𝟎𝟑, 𝟐𝟎𝟐𝟔) — Once known mainly as the country’s corn and rice capital, Isabela is now confronting another challenge: a changing climate that is bringing stronger typhoons, more destructive flooding along the Cagayan River, prolonged drought, extreme heat and rain-triggered landslides that threaten lives, livelihoods and the province’s agriculture-based economy.

Determined to stay ahead of these growing threats, the provincial government has intensified efforts to help cities and municipalities better understand their climate risks and prepare for future disasters.

This comes as experts warn that extreme weather events are becoming more frequent and severe, underscoring the need for science-based planning and climate adaptation.

A two-day KLIMA (Luzon Cluster 2) Workshop on Regional Assessment of Climate Risks and Vulnerabilities was held on July 29–30 in Cauayan City, where local officials, scientists and development partners mapped climate hazards, assessed vulnerable communities and discussed strategies to strengthen disaster preparedness and resilience across Isabela and the rest of the Cagayan Valley.

The workshop was organized by the National Academy of Science and Technology Philippines (NAST), the TOWNS Foundation Inc., and the Provincial Government of Isabela through the Isabela Coastal Development Office under the leadership of Gov. Rodito T. Albano and Vice Gov. Kiko Dy.

The tact seeks to equip local government units with better tools to climate-proof agriculture and infrastructure, reduce disaster risks and protect communities, ensuring that Isabela remains resilient even as climate change continues to reshape the country’s largest agricultural province.*

Yesterday, April 8, 2026, the National Commission on Indigenous Peoples (NCIP) convened a preliminary meeting to discuss the joint monitoring of the Memorandum of Agreement (MOA) signed on September 14, 2011. This agreement involves the Indigenous Cultural Communities/Indigenous Peoples (ICC/IPs) of Divilacan, NCIP, and the Provincial Government of Isabela, focusing on the Ilagan–Divilacan Road Rehabilitation and Improvement Project (IDRRIP).

The annual MOA monitoring serves as an important mechanism to ensure compliance with agreed provisions, assess the sustained delivery of support to IP communities, and provide updates on the current status of implementation. The meeting was strengthened by the participation of partner agencies, including the Isabela Coastal Development Office (ICDO), Environment and Natural Resources Office (ENRO), Provincial Youth Development Office (PYDO), Office of the Provincial Engineering (OPE), and the Provincial Social Welfare and Development Office (PSWDO).

Together, these agencies reaffirmed their shared commitment to uphold the rights and welfare of our IP brothers and sisters while ensuring that development projects remain inclusive and beneficial to all.

April 8, 2026 | Representatives from the Department of Agriculture (DA) met with the Isabela Coastal Development Office to discuss the upcoming Regional Climate-Resilient Agro-industry-Oriented Value Chain Analysis (I-VCA) for Tuna and Citrus in Cagayan Valley.

The meeting focused on clarifying the scope of the research, identifying essential data requirements, and gaining a comprehensive understanding of ICDO’s ongoing programs and initiatives supporting the fisheries sector, including tuna production. The agency’s initiative is expected to greatly benefit the Isabela coastal fisheries sector, reinforcing local capacities and promoting sustainable practices. This collaboration constitutes a strategic step toward strengthening climate-resilient and agro-industry-oriented value chains, thereby advancing the sustainable development of fisheries across the region.
