𝐈𝐍 𝐏𝐇𝐎𝐓𝐎𝐒 | The Commission on Audit (COA) Regional Office No. I, in a strong demonstration of community stewardship and civic responsibility, spearheaded a comprehensive Wellness and Health Promotion Activity on March 10-13, 2026. Held at the Mariano Marcos Memorial Hospital and Medical Center (MMMH & MC) in the City of Batac, Ilocos Norte, the activity highlighted the meaningful integration of institutional health advocacy and community engagement.
Organized in celebration of Women’s Month, the initiative reflected a holistic approach to public service, one that goes beyond conventional regulatory functions. By prioritizing the physical well-being, preventive care, and productivity of its personnel, COA reaffirmed its broader commitment to society by promoting early detection, wellness, and empowerment through strategic inter-agency collaboration.
The activity featured a range of accessible and preventive healthcare services, including:
✔ PhilHealth YAKAP Program Registration, providing participants with long-term health security
✔ Blood Donation Drive, underscoring the spirit of selflessness and community solidarity
✔ Blood Chemistry and Basic Laboratory Tests, offering essential diagnostic support for preventive care
✔ Breast Cancer Screening (Clinical Breast Examination), empowering women through awareness and early detection
✔ Cervical Cancer Screening and specialized women’s health services, safeguarding women’s health and overall well-being
This successful undertaking was made possible through the collective leadership and dedication of key individuals and groups:
◾ Dr. Maria Lourdes K. Otayza, Medical Center Chief II, and Regional Director Olympia P. Balugay, whose leadership and guidance helped elevate the activity into a model of public health advocacy
◾The multidisciplinary team of doctors, nurses, and healthcare personnel of MMMH and MC, who worked diligently to deliver quality medical services and provide logistical support
◾The Audit Team assigned at MMMHMC, led by Ms. Grace T. Dangcil, who served as focal persons and ensured the smooth coordination and orderly conduct of the activities
This inaugural wellness collaboration represents a paradigm shift, expanding the role of public institutions from administrative oversight to active champions of health, wellness, and empowerment. Through partnerships such as this, COA and MMMH and MC set a strong precedent for collaborative governance, inclusive development, and community-centered advocacy.
