This means that even when people experience problems, pain, or difficult situations, God can still use those moments to bring about something positive in their lives. It does not mean that everything that happens is good, but rather that God can turn any situation into an opportunity for growth, strength, and a deeper faith. The verse is a reminder to trust God, because He has a plan and can bring good out of every circumstance.
