𝗩𝗶𝗴𝗮𝗻 𝗣𝗲𝗼𝗽𝗹𝗲'𝘀 𝗖𝗼𝘂𝗻𝗰𝗶𝗹 𝗘𝗻𝗲𝗿𝗴𝘆 𝗖𝗿𝗶𝘀𝗶𝘀 𝗠𝗶𝘁𝗶𝗴𝗮𝘁𝗶𝗼𝗻 𝗔𝗱𝘃𝗶𝘀𝗼𝗿𝘆

In response to the ongoing energy challenges, the following measures are strongly encouraged to promote conservation, sustainability, and community resilience:

1. Conduct virtual meetings for Civil Society Organizations (CSOs) to minimize travel and energy use.

2. Avoid unnecessary use of motorized vehicles and reduce fuel consumption whenever possible.

3. Practice energy conservation by limiting non-essential electricity use.

4. Encourage the adoption of solar and other renewable energy sources.

5. Promote carpooling to reduce fuel consumption and traffic congestion.

6. Support walking and biking as sustainable and healthy alternatives for short-distance travel.

7. Temporarily discourage educational tours (Lakbay-Aral) to reduce travel-related energy use.

8. Conduct livelihood trainings within cluster barangays to minimize transportation needs.

9. Launch the Vigan agri Products Corner to support our farmers and reduce supply chain energy costs.

10. Organize pre-loved item donation drives
Key Implementation Highlights

𝗢𝗻 𝗜𝘁𝗲𝗺 𝗡𝗼. 𝟵 – 𝗩𝗶𝗴𝗮𝗻 𝗔𝗴𝗿𝗶 𝗣𝗿𝗼𝗱𝘂𝗰𝘁𝘀 𝗖𝗼𝗿𝗻𝗲𝗿: The VPC shall purchase produce directly from farmers and sell these to accredited CSOs in good standing. The CSOs, in turn, will sell the produce to their members at cost or at prices lower than those in the public market. Any remaining produce will be made available to the general public at the parking area of the GSP Headquarters.

This initiative ensures fair support for our farmers while providing affordable goods to the community.

𝗢𝗻 𝗜𝘁𝗲𝗺 𝗡𝗼. 𝟭𝟬 – 𝗣𝗿𝗲-𝗹𝗼𝘃𝗲𝗱 𝗙𝘂𝗻𝗱𝗿𝗮𝗶𝘀𝗶𝗻𝗴 𝗜𝗻𝗶𝘁𝗶𝗮𝘁𝗶𝘃𝗲: Each accredited CSO is encouraged to donate at least three (3) pre-loved items from their members for live-selling activities. As the saying goes, “One man’s trash is another man’s treasure,”—what may no longer serve one person can still hold value for another.
Proceeds from this initiative will help sustain the Vigan Agri Products Corner and other community programs.

100 Years of World Thinking Day 2026

The celebration of the Girl Scouts of the Philippines Ilocos Sur Council began on February 22 with a simple yet meaningful program and training for council board members, girls, and staff—reminding us that World Thinking Day is a time to reflect on and celebrate our sisterhood across the globe.

The culminating activities on March 14–15 became a vibrant tribute to unity, leadership, and empowerment among Girl Scouts throughout the province.

Festivities opened with a spirited Unity Foot Parade and Advocacy Campaign in Vigan City, where I proudly marched alongside fellow Board Members, Troop Leaders, field advisers, trainers, teachers and Girl Scouts from all districts—an inspiring display of shared purpose. Adding to the excitement was the unveiling of our council mascot, “Basang,” symbolizing the cherished and empowered young girl at the heart of our movement.

A major highlight was PAKAISTORYAAN: Star Centennial Zarzuela, a storytelling and performance contest celebrating 100 years of World Thinking Day. The participants’ creativity, teamwork, and confidence were truly remarkable. Babal-Lasioan Elementary School (Sta. Maria District) emerged as Champion, followed by Burgos Memorial School West (Vigan City) and Fuerte Elementary School (Caoayan).

The Think and Talk Extemporaneous Speaking Competition showcased the eloquence and insight of our young Girl Scouts. Eriss’h Trixy Czenaiah L. Saraos (UNP Laboratory Schools) claimed top honors, with Venneth Ricunne Pamaran (Sinait National High School) and Devora Khate S. Vite (San Juan National High School) placing second and third.

Participants also strengthened bonds through the Friendship Trail and Scavenger Hunt, fostering teamwork and global sisterhood. The celebration concluded with a film viewing of Lakambini: Gregoria de Jesus, deepening our appreciation of history, courage, and leadership.

More than a centennial milestone, World Thinking Day 2026 reaffirmed the enduring power of the Girl Scout Movement. It is a movement that not only builds confident and responsible young leaders but also weaves a global tapestry of friendship and purpose. As we step into the next century, may every Girl Scout carry forward this legacy—leading with courage, serving with heart, and shaping a better world, one empowered girl at a time.

Shining Bright on the Global Stage: Riley & Felicity’s First International Triumph

Our beloved grandchildren, Riley Eve and Felicity Rae Fariñas, took their very first step onto the international stage as they proudly represented the Philippines in the Global English Language Olympiad of Southeast Asia (GELOSEA) held in Singapore.

With over 600 participants from elementary and high school levels, the competition brought together young learners from across the region—India, Indonesia, Malaysia, Bangladesh, Vietnam, Thailand, Singapore, Mongolia, and, of course, the Philippines 🇵🇭. Competing in the Grade 3 category, our twins stood alongside some of the brightest young minds in Southeast Asia.

Ferdi and I had the joy and privilege of accompanying Riley, Felicity, and their mother Janina Medina-Fariñas throughout the three-day event. The first day was filled with anticipation as the children gathered in a vast convention center for the written examination. The organizers maintained strict standards—students were allowed only pencils and erasers, while parents and guardians waited outside, hearts full of hope and prayers.

The second day offered a welcome pause, with a tour of beautiful Singapore. But it was on the third day, during the awarding ceremony, that our hearts swelled with overwhelming pride.

All their hard work truly paid off. Riley earned the Silver Award in the Grade 3 level, while Felicity shone brilliantly with a Diamond Award and was named First Runner-Up for highest score in their category. We cheered with joy, our hearts bursting as we witnessed their achievements.

Our hearts are full. To see their dedication, confidence, and growth at such a young age is a gift we will forever treasure.

Before the presentation, I accompanied Dr. Eric Zerrudo on stage to accept the commemorative stamps depicting the 14 Stations of the Cross from Sir Maximo C. Sta. Maria III, Member of the Board of Directors, Postmaster General & CEO.

The presentation featured powerful performances by Manlilikha ng Bayan Rosie Sula, Sinukwan Kapampangan, Anak Bale-Balayan Asya, Douglas Nierras Powerdance, Manunubli ng Sinala, and Tawag ng Tanghalan Champion JM Yosures

Rich in symbolism and devotion, the production’s most unforgettable moment came in the finale, as the Risen Christ emerged from the audience, inviting all to wave white cloths in a moving reenactment of the Salubong—a powerful symbol of hope and resurrection.

The experience reminded me of the Senakulo once performed by the Vigan City Cultural Troupe, where faith is brought to life through shared tradition.

My heartfelt congratulations to Eric Zerrudo and the NCCA for this inspiring initiative. May such expressions of faith through art continue to deepen reflection and renew our hope in the promise of resurrection. HAPPY EASTER TO ALL🙏🙏🙏

With a few hours to spare before the program, Eric suggested—and I gladly agreed—that we take a tour of the iconic Manila Metropolitan Theater and the Centro de Turismo Intramuros. What followed was a deeply enriching and inspiring experience.

We were in awe of how beautifully the 𝗠𝗲𝘁𝗿𝗼𝗽𝗼𝗹𝗶𝘁𝗮𝗻 𝗧𝗵𝗲𝗮𝘁𝗲𝗿 has been restored. Beyond its grand ballroom, the space now includes an audio-visual room, music room, the offices and rehearsal space of the Philippine Philharmonic Orchestra, the office of the NCCA Chairman, and two lush gardens where performances are occasionally held. The main theater itself is accessed through a stunning lobby adorned with iconic Art Deco sculptures by Italian artist Francesco Riccardo Monti—including the elegant bronze female figures and the intricate reliefs on the proscenium. Inside, the lobby is further enriched by exquisite woodcarvings of Philippine flora by Isabelo Tampingco, along with murals by Fernando Amorsolo and luminous stained glass that harmonize beautifully with the sculptural elements. Truly, the Met stands as a testament to the country’s artistic and cultural heritage.

We then made our way to the 𝗖𝗲𝗻𝘁𝗿𝗼 𝗱𝗲 𝗧𝘂𝗿𝗶𝘀𝗺𝗼 where we were welcomed by a thoughtfully curated museum spread across three levels. The exhibits showcased religious images, archaeological artifacts, the history of various religious orders, and a rich collection of artworks. One of the highlights on the second floor was the exhibit “Four Centuries of Spanish Engineering Overseas,” which surprisingly featured engineering drawings of a bridge connecting Bantay to San Ildefonso in Ilocos Sur—an unexpected yet fascinating discovery.

Another section of the gallery featured “Lakambini: Ang Marikit na Pamana ng Baro’t Saya,” showcasing breathtaking interpretations of this traditional attire. The building also houses dedicated libraries for both adults and children, as well as a central performance and activity space that brings the entire structure to life.

It was, without a doubt, a fulfilling, enlightening, and memorable afternoon—one that deepened our appreciation for the richness of our cultural heritage.

Cultural heritage is not just a reflection of our past—it is a powerful foundation for sustainable communities and responsive governance.

I am deeply grateful to have served as a resource person during Module 5 of the Competence Framework for Cultural Heritage Management Conference Series on March 27, 2026, at the Manila Metropolitan Theater Ballroom, organized by the National Commission for Culture and the Arts under the leadership of Chairnan & Executive Director Dr. Eric Zerrudo and USTGS- CCCPET acting director Beverly Bautista.

In my presentation, I shared Vigan City’s culture-based governance initiatives—demonstrating how heritage conservation, community participation, and sustainable development can work hand in hand. Integrating culture into governance not only preserves identity but also drives inclusive growth, tourism, environmental stewardship, and better social services.

Alongside me were distinguished speakers who also shared their expertise:

The conference was also a valuable space for learning, as we exchanged ideas and best practices with fellow speakers and participants from across the country—strengthening our shared commitment to sustainable cultural heritage management.

More than anything, the experience reaffirmed a simple truth: Heritage matters. It is the heart of who we are and the key to building resilient, future-ready communities.

𝗛𝗘𝗥 𝗦𝗧𝗢𝗥𝗬, 𝗢𝗨𝗥 𝗣𝗥𝗜𝗗𝗘 💙

In celebration of women's month, the Provincial Government of Ilocos Sur held the " Her Story, Our Pride" Celebrating women in hospitality, tourism, culture and arts competition. The champion john carl pabo, a student of the philippine science High School, Ilocos region campus chose to write my story. My heart was filled with both honor and humility. Of all the stories he could have chosen, he chose mine—and for that, I am deeply grateful. I was also honored with the distinguished ilokana award.
