READ | DILG streamlines foreign travel authority process for local officials, personnel

The Department of the Interior and Local Government (DILG) has restructured the approval of foreign travel requests of local government officials and employees following a Malacañang directive authorizing the DILG Secretary to further delegate such authority.

Administrative Order No. 47, s. 2026 authorizes the DILG Secretary to further delegate the approval of foreign travel requests of local officials and employees. Previously, the authority delegated by the President rested with the DILG Secretary.

Under DILG Circular No. 2026-017, the Secretary remains the approving authority for all official and unofficial foreign travel of Provincial Governors, Highly Urbanized City and Independent Component City (HUC/ICC) Mayors, and the Municipal Mayor of Pateros.

The Secretary will also approve foreign travel of provincial, city, and municipal elective officials when the trip exceeds three months or takes place during an emergency or crisis.

For official trips of three months or less and when there is no emergency or crisis, DILG Regional Directors are authorized to approve the foreign travel of provincial, city, and municipal elective officials.

Regional Directors will also act on official and unofficial foreign travel requests of appointive officials and employees of the same local governments when the trip exceeds three months or occurs during an emergency or crisis.

For barangays in component cities and municipalities, DILG Provincial Directors are authorized to approve official and unofficial foreign travel of elective and appointive officials when the trip exceeds three months or takes place during an emergency or crisis. For barangays in HUCs and ICCs, such requests will be acted upon by the DILG City Director.

The revised approval mechanism took effect on September 7, 2026.

The DILG continues to process applications through its Foreign Travel Authority Online System (FTA OS), where applicants may submit the required documents electronically.

The new mechanism decentralizes the processing of certain foreign travel requests while retaining the Secretary’s approval authority over specified local officials and travel circumstances.

As part of its commitment to responsive, inclusive, and culturally sensitive local governance, 𝗗𝗜𝗟𝗚 𝗜𝗹𝗼𝗰𝗼𝘀 𝗦𝘂𝗿 𝗦𝘂𝗯-𝗖𝗹𝘂𝘀𝘁𝗲𝗿 𝟮 (𝗦𝗖𝟮) initiated the 𝗖𝗼𝗻𝘀𝘂𝗹𝘁𝗮𝘁𝗶𝗼𝗻 𝗪𝗼𝗿𝗸𝘀𝗵𝗼𝗽 𝗼𝗻 𝘁𝗵𝗲 𝗗𝗲𝘃𝗲𝗹𝗼𝗽𝗺𝗲𝗻𝘁 𝗼𝗳 𝗦𝘁𝗮𝗻𝗱𝗮𝗿𝗱𝗶𝘇𝗲𝗱 𝗜𝗻𝗱𝗶𝗴𝗲𝗻𝗼𝘂𝘀 𝗗𝗶𝘀𝗽𝘂𝘁𝗲 𝗥𝗲𝘀𝗼𝗹𝘂𝘁𝗶𝗼𝗻 (𝗜𝗗𝗥) 𝗙𝗼𝗿𝗺𝘀 on September 17, 2026, in Candon City, Ilocos Sur.
This SC2 innovation aims to develop uniform, practical, and culturally responsive forms that will improve the documentation and implementation of Indigenous Dispute Resolution processes while respecting the customs, traditions, and established practices of Indigenous Cultural Communities.
The consultation workshop brought together 𝙧𝙚𝙥𝙧𝙚𝙨𝙚𝙣𝙩𝙖𝙩𝙞𝙫𝙚𝙨 𝙛𝙧𝙤𝙢 𝙥𝙖𝙧𝙩𝙣𝙚𝙧 𝙖𝙜𝙚𝙣𝙘𝙞𝙚𝙨, namely the Ilocos Sur Polytechnic State College (ISPSC), Philippine National Police (PNP), National Commission on Indigenous Peoples–Ilocos Sur (NCIP Ilocos Sur), and Provincial Government of Ilocos Sur (PGIS), along with 𝙥𝙖𝙧𝙩𝙞𝙘𝙞𝙥𝙖𝙣𝙩𝙨 𝙛𝙧𝙤𝙢 𝙨𝙚𝙡𝙚𝙘𝙩𝙚𝙙 𝙗𝙖𝙧𝙖𝙣𝙜𝙖𝙮𝙨 𝙬𝙞𝙩𝙝 𝙧𝙚𝙘𝙤𝙜𝙣𝙞𝙯𝙚𝙙 𝙄𝙣𝙙𝙞𝙜𝙚𝙣𝙤𝙪𝙨 𝙋𝙚𝙤𝙥𝙡𝙚𝙨 𝙘𝙤𝙢𝙢𝙪𝙣𝙞𝙩𝙞𝙚𝙨.
The activity featured technical discussions on the procedural and documentary aspects of IDR, followed by the collaborative formulation, presentation, and critiquing of draft forms.
The program was highlighted by the Words of Welcome of LGOO VI Mildred T. Villaruz, SC2 Leader; and Inspirational Message of Provincial Director Randy S. Dela Rosa, CESO V.
𝗟𝗚𝗢𝗢 𝗩𝗜 𝗙𝗿𝗮𝗻𝗰𝗶𝘀 𝗝𝗮𝘆𝘀𝗼𝗻 𝗖. 𝗥𝗮𝗾𝘂𝗲𝗹, led the technical sessions and facilitated the formulation and review of the draft IDR forms.
Through innovation, consultation, and inter-agency collaboration, SC2 continues to develop responsive solutions that recognize indigenous identity, uphold cultural traditions, and strengthen inclusive public service.

𝗧𝗛𝗜𝗥𝗗-𝗣𝗔𝗥𝗧𝗬 𝗠𝗢𝗡𝗜𝗧𝗢𝗥𝗜𝗡𝗚 𝗖𝗢𝗡𝗗𝗨𝗖𝗧𝗘𝗗 𝗜𝗡 𝗟𝗚𝗨 𝗦𝗧𝗔. 𝗖𝗥𝗨𝗭

On September 15, 2026, the Nueva Segovia Consortium of Cooperatives (NSCC), the Civil Society Organization Service Provider of the Department of the Interior and Local Government (DILG) Regional Office I, conducted Third-Party Monitoring of an identified Local Government Support Fund (LGSF) project in the Municipality of Sta. Cruz, Ilocos Sur.

The monitoring activity validated the reported accomplishments and assessed the actual status of project implementation at the local level. It also provided an opportunity to identify implementation issues and challenges, document good practices, and determine areas requiring technical assistance and appropriate intervention.

This activity reflects the shared commitment of the DILG, LGU Sta. Cruz, and its partners to transparency, accountability, and the effective implementation of government-funded projects for the benefit of the community.
