The Iloilo Provincial Capitol Complex successfully achieved a 100% 5-Star rating for its compliance with the Department of Energy's Government Energy Management Program under Republic Act 11285, known as the Energy Efficiency and Conservation Act.
Representatives from the Department of Energy Visayas Field Office, as represented by Lourdes Arciaga (Energy Resource Development and Utilization Division), conducted the random spot check on April 13, 2026, to assess IPG's level of compliance and best practices, in connection with MC 114 (Directing all Agencies and Government Instrumentalities to Strictly Adopt Energy Conservation Protocols) and EO 110 (Declaring a State of National Energy Emergency and Authorizing the Unified Package for Livelihoods, Industry, Food, and Transport) by President Ferdinand "B**g B**g" Marcos, Jr.
In response, Governor Arthur R. Defensor, Jr. released Executive Order 34 S. 2026 (An Order To Implement Energy And Fuel Conservation Protocols In The Province Of Iloilo Pursuant To Memorandum Circular No. 114, Series Of 2026 Of The Office Of The President) and E.O. 34-A S. 2026 (An Order To Implement Energy And Fuel Conservation Protocols In The Residential, Commercial, Industrial And Transport Sectors In The Province Of Iloilo).
Furthermore, DOE VFOβs findings in the spot check revealed IPGβs best practices in the GEMP implementation, which include the establishment of the EEC Desk with focal persons, EEC Coordinators, consistent drivers trainings, adoption of a 4-day workweek, carpooling, prioritization of essential travels, and the procurement of the Phase II 100- KW Solar PV System.
The spot check was facilitated by the Provincial Government Environment and Natural Resources Office- Energy Efficiency and Conservation Desk, headed by Atty. Cesar Emmanuelle P. Buyco, Jr., (Energy Efficiency and Conservation Officer), alongside Mr. Rey Victor P. Garin (EEC Focal Person), Ms. Ayesha Belle Patches (PDO I), Ms. Michaella Rose Garcia (PDA), and Ms. Leiden Lyka Anonoy (PDA).
Also present in the preparation are the General Services Office, headed by Vicente B. Flores, represented by Engr. Christian Solvero, Provincial Engineer's Office, headed by Engr. Romeo Andig, represented by Engr. Eugene Resano (Motorpool focal person), and the EEC Coordinators who played a key role in the collection of fuel consumption data and implementation of austerity measures per office in the IPG Capitol Complex.
