Office heads, Sangguniang Bayan Members, and representatives from various offices and stakeholders were the recipient of today's Government Energy Management Program Orientation by the Provincial Government Environment & Natural Resources Office- Energy Efficiency & Conservation Desk headed by Atty. Cesar Emmanuelle P. Buyco Jr.

Ma. Theresa Sayat, MPDC Head and EECO together with Ms. Ivelyn Lobaton, EEC Focal Person. Facilitated the activity held at the Batad LGU session hall.

Mr. Rey Victor P. Garin, EEC Focal Person alongside Ms. Michaella Rose Garcia, Ms. Leiden Lyka Anonoy, and Ms. Ayesha Belle Patches provided the discussion on the overview and relevant policies, GEMP requirements, inventories, and RE ordinances.

The orientation also provided the best practices, and accomplishments by the Province of Iloilo on the implementation of the GEMP under RA 11285 or the Energy Efficiency and Conservation Act of 2019.

𝐈-𝐏𝐎𝐑𝐄 𝟐𝟐: 𝐓𝐇𝐄 𝐅𝐈𝐑𝐒𝐓 𝐈𝐍 𝐓𝐇𝐄 𝐂𝐎𝐔𝐍𝐓𝐑𝐘

The Province of Iloilo has solidified its position as a pioneer in green energy with the enactment of Provincial Ordinance No. 2022-277, also known as the Iloilo Provincial Ordinance for Renewable Energy 2022 (I-PORE 2022).

This marks the first provincial-level renewable energy legislation in the country.

This legislation pushes for the development, utilization, and commercialization of renewable energy resources throughout the province.

The Iloilo provincial government will then allocate 0.5% (1/2 of 1%) of its annual budget to fund renewable energy projects and ensure its sustainability.

To streamline the implementation province-wide, I-PORE also mandates all barangays, the 42 municipalities, and Passi City to identify areas for possible sites for renewable energy investments.

The ordinance was authored by Board Member Rolando Distura, a steadfast advocate of renewable energy, who also authored the Iloilo Local Energy Code (ILECODE).

The 15th Sangguniang Panlalawigan commenced its 38th regular session today, April 14, 2026, with the presentation of the results in the implementation of Austerity measures in accordance with Honorable Governor Arthur R. Defensor, Jr.’s Executive Order 34 Series of 2026 (An Order To Implement Energy And Fuel Conservation Protocols In The Province Of Iloilo Pursuant To Memorandum Circular No. 114, Series Of 2026 Of The Office Of The President)

Mr. Rey Victor P. Garin, Energy Efficiency and Conservation Focal Person for the Province of Iloilo, presented a total of 15% energy reduction (both in kWh and peso cost), as well as updates in the implementation of the Government Energy Management Program.

The Iloilo Provincial Capitol Complex successfully achieved a 100% 5-Star rating for its compliance with the Department of Energy's Government Energy Management Program under Republic Act 11285, known as the Energy Efficiency and Conservation Act.

Representatives from the Department of Energy Visayas Field Office, as represented by Lourdes Arciaga (Energy Resource Development and Utilization Division), conducted the random spot check on April 13, 2026, to assess IPG's level of compliance and best practices, in connection with MC 114 (Directing all Agencies and Government Instrumentalities to Strictly Adopt Energy Conservation Protocols) and EO 110 (Declaring a State of National Energy Emergency and Authorizing the Unified Package for Livelihoods, Industry, Food, and Transport) by President Ferdinand "B**g B**g" Marcos, Jr.

In response, Governor Arthur R. Defensor, Jr. released Executive Order 34 S. 2026 (An Order To Implement Energy And Fuel Conservation Protocols In The Province Of Iloilo Pursuant To Memorandum Circular No. 114, Series Of 2026 Of The Office Of The President) and E.O. 34-A S. 2026 (An Order To Implement Energy And Fuel Conservation Protocols In The Residential, Commercial, Industrial And Transport Sectors In The Province Of Iloilo).

Furthermore, DOE VFO’s findings in the spot check revealed IPG’s best practices in the GEMP implementation, which include the establishment of the EEC Desk with focal persons, EEC Coordinators, consistent drivers trainings, adoption of a 4-day workweek, carpooling, prioritization of essential travels, and the procurement of the Phase II 100- KW Solar PV System.

The spot check was facilitated by the Provincial Government Environment and Natural Resources Office- Energy Efficiency and Conservation Desk, headed by Atty. Cesar Emmanuelle P. Buyco, Jr., (Energy Efficiency and Conservation Officer), alongside Mr. Rey Victor P. Garin (EEC Focal Person), Ms. Ayesha Belle Patches (PDO I), Ms. Michaella Rose Garcia (PDA), and Ms. Leiden Lyka Anonoy (PDA).

Also present in the preparation are the General Services Office, headed by Vicente B. Flores, represented by Engr. Christian Solvero, Provincial Engineer's Office, headed by Engr. Romeo Andig, represented by Engr. Eugene Resano (Motorpool focal person), and the EEC Coordinators who played a key role in the collection of fuel consumption data and implementation of austerity measures per office in the IPG Capitol Complex.

‎The Provincial Government Environment and Natural Resources Office-Energy Efficiency and Conservation Desk (PGENRO-EEC Desk) headed by Atty. Cesar Emmanuelle P. Buyco, Jr., successfully conducted ocular inspections to Maasin LGU for the requested Solar PV System Installation at their Municipal building, and at Brgy. Sagcup, Lambunao, Iloilo for the requested Solar Streetlights at sitio Bagacay and sitio Tina.

‎The following agenda was discussed: proposed location of the solar PV system installation, and solar streetlights, liquidation status, and the required documents to be submitted by the LGU and Barangay.

‎The ocular inspection was conducted for the preparation of Program of Works (POW) and Detailed Engineering Design (DED) of the proposed Solar PV System and Solar Streetlights. The province presented the RE fund transfer process to Municipal Mayor Francis A. Amboy and EECO Noemie Marie Magullado of Maasin, and Barangay Captain Jowie Lira of Brgy. Sagcup, Lambunao, Iloilo.

‎Renewable Energy fund transfer serves as a financial aid to local government units for the completion of their proposed renewable energy projects – a main component to ensure compliance with the Government Energy Management Program (GEMP) under Republic Act 11285 known as the Energy Efficiency and Conservation Act of 2019.

The Provincial Government Environment and Natural Resources Office (PGENRO) Energy Efficiency and Conservation Desk, headed by Atty. Cesar Emmanuelle P. Buyco Jr., conducted its 1st Quarter Energy Efficiency and Conservation Officers & Focal Persons Meeting this morning, March 31, 2026 at the Grand Social Hall Casa Real Iloilo Provincial Capitol.

The general assembly’s main agenda are the emphasis on Energy Efficiency and Conservation, fast tracking Renewable Energy Projects and Municipal Fuel Monitoring. It also involved discussions of Memorandum Circular 114 (Directing All Government Agencies and Instrumentalities to Adopt Energy Conservation Protocols) and Executive Order 110 (Declaring a State of National Emergency and Authorizing the Unified Package for Livelihood, Industry, Food, and Transport) delivered by Engr. Chammer Jake I. Plaza of the Department of Energy- Visayas Field Office.

Mr. Rey Victor Garin, EEC Focal Person for the Province of Iloilo presented E.Os 34 and 34-A Series of 2026, released by Hon. Governor Arthur Defensor, Jr., as a response to the national mandates released by President Ferdinand “B**g B**g” Marcos

Furthermore Ms. Ayesha Belle Patches, Ms. Leiden Lyka Anonoy and Ms. Michaella Rose Garcia of the EEC Desk provided essential updates on the IPG’s implementation of the Government Energy Management Program under R.A. 11285.

Hon. Rolando “Rolly” B. Distura, and Provincial Administrator, Dr. Raul N. Banias also shared their messages of support during the program, highlighting the importance of the EECOs & focals’ role in addressing the current state of energy in the country.
