SK One-day Volleyball League Guidelines and Mechanics

I. Eligibility
1. The tournament is open to qualified youth residents of Barangay Barasan Oeste.
2. Participants must be 15 to 30 years old.
3. The tournament shall have a maximum of six (6) teams:
Three (3) Boys' Teams
Three (3) Girls' Teams
4. The team captain must present at least one (1) valid government-issued ID for age and identity verification.
5. A player may represent only one (1) team.
Teams must submit their official roster before the start of the tournament.

II. Team/Zone Representation
To encourage cooperation among the different zones, the following zone groupings are preferred:

Team Zone Composition
Team 1 Zone 1 + Zone 2 + Zone 3
Team 2 Zone 4 + Zone 5
Team 3 Zone 6 + Zone 7

The same zone groupings shall apply separately to the Boys' Division and Girls' Division.

III. Tournament Format
Single Round-Robin with a volleyball-style point system.

IV. Sportsmanship and Conduct
1. All players, coaches, and supporters must observe respect, discipline, fairness, and good sportsmanship.
2. Taunting, insulting, provoking, threatening, or using offensive language against players, officials, or spectators is prohibited.
3. Players must respect the decisions of the referees and tournament officials.
4. Fighting, physical aggression, and disruptive behavior are strictly prohibited.
5. Violations may result in warning, penalty, suspension, or disqualification, depending on the severity of the offense.
6. All participants are expected to promote teamwork, unity, camaraderie, and fair play throughout the tournament.

Poster Making Guidelines and Mechanics

I. Eligibility
1. The contest is open to residents of Barangay Barasan Oeste, aged 15 to 30 years old.
2. A maximum of ten (10) participants shall be accepted.
3. Registration shall be on a first-registered, first-served basis until all ten (10) slots are filled.
4. Each participant must present one (1) valid government-issued ID upon registration for verification of identity and age.
5. Participants shall compete individually.

II. Materials and Requirements
1. Participants must bring and provide their own coloring and art materials.
2. Participants may bring materials such as:
• Colored pencils
• Crayons
• Oil pastels
• Markers
• Watercolor
• Poster paint
• Paintbrushes
• Pencil and eraser
• Ruler and other drawing tools
3. The required drawing paper/illustration board shall be provided by the organizers.
4. Participants are responsible for bringing all materials they need to complete their artwork.
5. The use of pre-printed images, photographs, stickers, or digitally produced elements and phones shall not be allowed.

Quiz Bee Guidelines and Mechanics

I. Eligibility
1. The competition is open to residents of Barangay Barasan Oeste aged 15 to 30 years old.
2. Each zone shall be represented by one (1) team composed of three (3) members.
3. Participants must bring and present at least one (1) valid government-issued ID for verification of identity and age.
4. All team members must be present during the competition.

II. Quiz Bee Coverage
• Mathematics
• Science and Technology
• English and Filipino Language
• Philippine History and Culture
• Philippine Government
• Current Events
• Philippine Geography

III. Competition Format
The Quiz Bee shall consist of three (3) rounds, with ten (10) questions in each round:
1. Easy Round – Multiple Choice
• Each correct answer is worth two (2) points.
• Maximum score: 20 points.
• 15 seconds will be given to answer

2. Average Round – Multiple Choice
• Each correct answer is worth three (3) points.
• Maximum score: 30 points.
• 30 seconds will be given to answer

3. Difficult/Final Round – Identification/Open-Ended
• Consists of 10 questions.
• No choices will be provided.
• Participants must provide the correct answer within the allotted time.
• Each correct answer is worth five (5) points.
• 60 seconds will be given to answer

Total Possible Score: 100 points.

Clincher Round shall be conducted to determine the winner in case of a tie in the final scores.

IV. Prohibited Acts
The following are strictly prohibited during the competition:
• Using mobile phones, smartwatches, tablets, notes, books, or other reference materials;
• Searching for answers using electronic devices;
• Receiving assistance from the audience, other teams, or persons outside the team;
• Communicating with other teams;
• Any form of cheating;
• Disruptive or disrespectful behavior.

The Sangguniang Kabataan Council of Barangay Barasan Oeste was hailed as 3rd Most Outstanding SK Council in the municipality of Santa Barbara during the SK Youth Excellence Night held on August 22.

The council has been serving from 2023 to 2026 and is composed of ten SK Officials led by SK Chairperson, Shayne M. Cajilig, who continuously served their constituents without resignation throughout their term.

Despite the challenges in implementing programs, projects, and activities, the council remained committed in serving the youth, particularly in the area of education.

The SK Barasan Oeste Council expressed its gratitude to the municipal government, PPSK Santa Barbara, especially to Municipal Federation President, Hon. Nikka Joan Suganob, and the youth residents of the barangay for their support and trust throughout their service.

As the Linggo ng Kabataan celebration kicked off, the SK officials and youth of Barangay Barasan Oeste actively participated in various activities organized by the PPSK Santa Barbara from August 16 to 23.

The week-long celebration provided opportunities for the youth to showcase their talents and skills and actively engage in programs that promote youth development and participation.

The Sangguniang Kabataan of Barasan Oeste successfully conducted the Project Educ-Action Year 3 Cash Grant Program on August 2, 2026, Sunday, recognizing the educational achievements of the youth in the community.

The program was graced by Hon. Virginia H. Narciso, Punong Barangay of Barasan Oeste, and Hon. Christine Marie Delgado-Robles, Sangguniang Bayan Member and Chairperson of the Committee on Education. In her message, Hon. Delgado-Robles emphasized that the cash grants are more than just financial assistance but they serve as a reminder that the community believes in and supports education of its students.

An inspirational message was delivered by the barangay's newly licensed architect, Ar. Joselle Marie Esportuno, who encouraged the youth to persevere despite life's challenges and to remain committed to their dreams. She also emphasized the importance of being politically aware rather than being mere followers.

The program was attended by incoming college students, current college students, college graduates, board passers, together with their parents, volunteers, barangay officials, and Sangguniang Kabataan officials. Through initiatives like Project Educ-Action, the Sangguniang Kabataan of Barasan Oeste continues to invest in the education and future of its youth, believing that education is the key to success.
