The Youth for Peace Baguio Chapter was glad to be part of this meaningful activity alongside fellow advocates and members of the community. It was a simple yet meaningful way of coming together, sharing the same space, and showing our support for a common cause.

As young people, we believe that creating a more peaceful community also starts with being present and taking part. Activities like this give us the chance to connect with others, share in the cause, and contribute in our own way.

We are grateful to everyone who shared the moment with us. Here’s to more opportunities to come together, stand for what matters, and keep working toward a culture of peace.

The Regional White Area Committee (RWAC) of the Ilocos Cordillera Regional Committee (ICRC) was validated as dismantled at the national level on September 8, 2026, marking another gain in the continuing counter-insurgency efforts in Northern Luzon, as discussed during the 3rd Quarter Campaign Progress Review and Assessment (CPRA) on September 24.

ARREST OF TWO CTG PERSONALITIES

Two CTG personalities were arrested on September 22, 2026, at Malama, Conner, Apayao, in connection with seven counts of murder and two counts of attempted murder.

The arrested personalities were brought to the Conner Municipal Police Station for proper documentation and appropriate legal proceedings.

On 17 September 2026, the Cordillera Administrative Region was declared Insurgency-Free and in a State of Stable Internal Peace and Security (SSIPS).

A milestone made possible through the collective commitment of government, security forces, and communities toward lasting peace and development.

The 5th Civil-Military Operations “Kabalikat” Battalion, CMOR, PA led by LTC JOJO L MASCARIÑAS CMO (GSC) PA, Acting Commanding Officer participated in the declaration of the Cordillera Administrative Region (CAR) as Insurgency-Free and in a State of Stable Internal Peace and Security (SSIPS) on 17 September 2026 in Baguio City.

The activity was attended by Cordillera Regional Peace and Order Council Chairperson and Baguio City Mayor BENJAMIN B. MAGALONG; Police Regional Office-Cordillera Regional Director PBGEN NOEL P. VALLO; 5th Infantry “Star” Division, Philippine Army, Commander MGEN GULLIVER L SEÑIRES PA; National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) National Secretariat Executive Director DANILO D. PAMONAG;, 501st BDE Commander BGEN DARRELL R. BAÑEZ PA, JTUP Commander COL DAVICE CHRISTOPHER G MERCADO INF (GSC) PA, NOLCOM Representative COL GRACIOSO D MERIOLES (MNSA) PA, NICA CAR Deputy Regional Director DIANA JANE D. TABISAURA, OPAPRU MEL SENEN S. SARMIENTO and representatives from national government agencies, local government units, security forces, and community stakeholders.

The activity featured the conferment of the Seal of SSIPS to the Cordillera Regional Peace and Order Council. The council also presented Resolution No. 4, Series of 2026, approving the declaration of the Cordillera Administrative Region as “Insurgency-Free” and in a State of Stable Internal Peace and Security.

To affirm their commitment to lasting peace and development, council officials signed a manifesto of commitment and dedication to peace and progress.

The declaration highlights the collective commitment of all stakeholders to sustaining peace, security, and development in the Cordillera through a whole-of-nation approach.
