EXAMPLE:
Problem(s)/Concern(s): There are individuals that have no birth certificates or with erroneous birth certificate details which are mostly from rural areas. Later, when they work, they need to provide SSS, PHIC, HDMF and TIN. To obtain these IDs, a birth certificate is necessary. Sometimes, for whatever reasons, others may obtain these IDs without the birth certificate. However, like in SSS, when an individual retires, the birth certificate is being required to validate the identity in order for him or her to process his/her retirement benefits.
On the employer side, if the employee can't register with these offices, the complete benefits cannot be provided. With this, the employees are deprived of the benefits and worst the employers are penalized for not giving these mandatory benefits. If the employers strictly follow the rule that they will not hire an employee without registration from these government agencies, does this mean that these individuals without birth certificates can't work?
Possible Law/Solution(s):
A law that:
1. will hasten the processing of the birth certificate but without compromising the security as to identity theft or some risks involved due to less stringent requirements.
2. will provide assistance to this kind of individuals to solve this issue such as making it accessible to them even if they are from rural areas.
3. will subsidize the cost of the processing.
