Today, I had the opportunity to sponsor the proposed measure establishing the Philippine Science Institute before the Committee on Science and Technology, Presided by Rep. Joseph Kim Yu.

This measure seeks to strengthen our countryโ€™s human capital for science, technology, research, and innovation by creating a higher education institution dedicated to STEM excellence.

It complements the Philippine Science High School System, which former Congressman Carlito S. Marquez and I worked to further expand during the 19th Congress. If the Philippine Science High School develops young scientific talent, the Philippine Science Institute will help transform that talent into discoveries, innovations, and solutions that will serve the Filipino people and contribute to nation-building.

I firmly believe that investing in science and technology is investing in our future. Through this initiative, we hope to provide more opportunities for our brightest minds to pursue advanced education, conduct meaningful research, and develop innovations that address the challenges facing our nation.

Following the initial deliberation of the bill, I was honored to be designated as Chairperson of the Technical Working Group (TWG) that will further refine and strengthen this important measure.

Together, let us continue building a Philippines driven by knowledge, innovation, and scientific excellence.

Cong. Papa Jess Marquez sponsored the proposed measure on establishing the Philippine Science Institute at the Committee on Science and Technology, presided by Rep. Joseph Kim Yu.

Cong Papa Jess intends to strengthen the human capital for science and innovation, by establishing a higher education institute focused on STEM.

This will go hand-in-hand with the existing Philippine Science High School, which former Cong Lito and Cong Papa Jess also expanded last 19th Congress.

He further said that, "If the Philippine Science High School develops young scientific talent, the Philippine Science Institute will transform that talent into discoveries, innovations, and solutions that serve the Filipino people."

He was moved to become the TWG Chairperson of the bill after the bill's initial deliberation.

Alam natin na hindi biro ang magpaaral.

Mahal ang tuition.
Mahal ang pamasahe.
Mahal ang boarding house.
Mahal ang projects.
Mahal ang mga libro at school requirements.

At bilang isang ama, alam ko ang sakripisyo ng mga magulang na handang magbanat ng buto araw-araw para lamang maitawid ang pag-aaral ng kanilang mga anak.

Kaya naman masaya kong ibinabalita na para sa FY 2025 Tertiary Education Subsidy Program o TDP, mayroon tayong allocation na โ‚ฑ2.04 Million na katumbas ng 269 student beneficiaries.

Ang coverage nito ay para sa First Semester ng Academic Year 2025-2026.

Ang deadline ng pagsusumite ng aplikasyon ay June 15, 2026.

Kung kayo ay enrolled sa isang CHED-recognized school na may MOA sa CHED-UniFAST Program, maaari kayong mag-apply.

Kung mayroon kayong scholarship mula sa inyong LGU, maaari pa rin kayong maging qualified.

Kung kayo naman ay nasa SUC o Free Higher Education Program, maaari pa rin kayong maging eligible.

Ang hindi lamang maaaring makatanggap ay iyong may existing national scholarship gaya ng DOST at iba pang katulad nito.
