Bottom-Up Budgeting enables citizen to experience the benefits of transparent, accountable, and participatory governance at the grassroots. Through BUB, citizens engage their local government units (LGUs) in identifying concrete solutions to poverty in their communities. Their collaboration results in a creation of anti-poverty plans that spell out projects to be funded by the National Budget.
