RA 7877 was enacted to protect employees, students, and trainees from se_xual hara_ssment committed by persons who have authority, influence, or moral ascendancy over them.

Se*xual harassment occurs when a person in authority (someone with moral ascendancy) demands, requests, or requires sexual favors from another person.

This commonly happens in:

โœ” Workplace
โœ” Educational institutions
โœ” Training environments

The law focuses on situations where the offender abuses their power or influence over the victim.

WHO CAN COMMIT SE*XUAL HARASSMENT?

Under the law, the offender is usually someone who has authority or influence or moral ascendancy, such as:

โ€ข Employer
โ€ข Manager or supervisor
โ€ข Teacher or professor
โ€ข Trainer or instructor
โ€ข Person with moral ascendancy over another

WHEN IS SE*XUAL HARASSMENT COMMITTED?

Se*xual harassment exists when sexual favor is made a condition for employment, education, or opportunities, such as: (1) in the workplace, if sexual favor is made a condition for: Hiring; Promotion; Salary increase; Continued employment; (2) when refusal results in: Unfair treatment; Intimidation; or Hostile working environment; or (3) In Education or Training, If sexual favor affects: Grades; Scholarship;Honors; or Training opportunities.

LIABILITY OF EMPLOYERS AND SCHOOL AUTHORITIES

Employers and school administrators also have legal responsibilities.

They must:

โœ” Prevent se*xual harassment
โœ” Create rules and procedures for complaints
โœ” Establish a Committee on Decorum and Investigation (CODI)

Failure to take action may also result in administrative liability.

PENALTIES UNDER RA 7877

Any person found guilty of se*xual harassment may face: Imprisonment; fine; and Administrative sanctions.

"UNITED FOR A VAW-FREE KIDAPAWAN!" ๐Ÿ’ช๐Ÿ’œ

The City Government of Kidapawan, through the Kidapawan City Inter-Agency Committee Against Trafficking and Violence Against Women and their Children (KCIACAT-VAWC), successfully conducted the Awarding Ceremony of the Barangay VAW Desks with Ideal Level of Functionality on December 12, 2025, at Lanao, Kidapawan City.

The program formally recognized barangays that demonstrated exemplary compliance, effectiveness, and commitment in the implementation of laws, policies, and services addressing violence against women and children at the grassroots level. It featured a Welcome Address and Acknowledgment of Participants by CSWD Officer Ms. Daisy P. Gaviola, RSW; a Message of Support from Chief of Police PLTCOL Josemarie R. Simangan; an Inspirational Message delivered by City Vice Mayor Melvin E. Lamata, Jr.; and Closing Remarks by City Public Employment Service Officer Herminia C. Infanta.

A highlight of the ceremony was the Words of Commitment delivered by Barangay Chairperson Allan M. Masibay, Jr., who ranked First among the Barangay VAW Desks with Ideal Level of Functionality, reaffirming the dedication of barangay leaders to sustain responsive, accountable, and survivor-centered VAWC mechanisms in their respective communities.

As part of the Cityโ€™s continuing support and advocacy for survivors, 30 selected VAWC survivors were provided with financial assistance and gift certificates intended for their wellness and pampering dayโ€”emphasizing the City Government of Kidapawanโ€™s commitment to healing, empowerment, and the promotion of safe, inclusive, and violence-free communities.

Stride and Groove for a VAW-Free City! ๐Ÿงก

The City Government of Kidapawan, through the Kidapawan City Inter-Agency Committee Against Trafficking and Violence Against Women and their Children (KCIACAT-VAWC), in collaboration with the Kidapawan City Federation of CSWDO Community Volunteer Groups, successfully conducted a Fun Run and Zumba Event on December 6, 2025.

Held in observance of the 18-Day Campaign to End Violence Against Women (VAW) and in celebration of International Volunteer Day.

The 3K Fun Run participants proudly carrying their advocacy materials to end VAW ๐Ÿ‘๐Ÿ’ชThe event was participated by the general public, with a total of 420 participants joining both onsite and via online registration.

ORIENTATION-WORKSHOP ON COMPREHENSIVE INTERVENTION AGAINST GENDER-BASED VIOLENCE ๐Ÿงก

The City Government of Kidapawan, through the Kidapawan City Inter-Agency Committee Against Trafficking and Violence Against Women and Their Children (KCIACAT-VAWC), conducted an Orientation-Workshop on Comprehensive Intervention Against Gender-Based Violence on November 26, 2025, at the City Convention Hall, Poblacion, Kidapawan City.

The activity was participated in by KCIACAT-VAWC members, Barangay Chairpersons, and Barangay VAW Desk Officers. As part of the cityโ€™s observance of the 18-Day Campaign to End Violence Against Women, the activity aimed to strengthen the capacity of participants in delivering timely, effective, and coordinated interventions for survivors of gender-based violence.

City Government of Kidapawan joins the observance of the 18-Day Campaign to End Violence Against Women ๐Ÿงก

The City Government of Kidapawan officially opened the 18-Day Campaign to End VAW during the flag-raising ceremony on November 24, 2025. Atty. Jose Paolo M. Evangelista, City Mayor, together with City Councilors, Barangay Chairpersons, and Department Heads, led the signing of the Pledge of Commitment to promote and protect the rights of women.

Mayor Pao emphasized that all public servants must uphold and respect womenโ€™s rights at all times, and avoid any behavior that may cause harmโ€”whether physical, psychological, sexual or economic. He also assured that any complaint involving violence against women by City Government employees will be acted upon immediately.

โœจ Orientation on the Guidelines and Monitoring Tool of the Barangay VAW Desk Functionality Assessment โœจ

Held last October 29, 2025, at the Senior Citizen Hall, the Kidapawan City Inter-Agency Committee Against Trafficking and Violence Against Women and their Children (KCIACAT-VAWC) through the City Social Welfare and Development Office (CSWDO) successfully conducted an Orientation on the Guidelines and Monitoring Tool for Barangay VAW Desk Functionality Assessment.

The activity was participated by the Barangay VAW Desk Officers and Field Workers of the CSWDO, aiming to familiarize with the Guidelines and Monitoring Tool, which will serve as the primary basis during the upcoming Barangay VAW Desk Functionality Assessment of each barangay. The assessment seeks to determine the level of functionality and effectiveness of the Barangay VAW Desks in addressing cases of Violence Against Women and their Children (VAWC) and in implementing prevention and response programs.

The program opened with a welcome address and acknowledgment of participants from Ms. Daisy P. Gaviola, RSW, Head of CSWDO, followed by an inspirational message from City Administrator Ms. Janice V. Garcia, representing Atty. Paolo M. Evangelista, City Mayor.

On September 30, 2025, the Kidapawan City Inter-Agency Committee Against Trafficking and Violence Against Women and their Children (KCIACAT-VAWC) successfully held its 3rd Quarterly Meeting at the City Mayor's Conference Room.

The meeting was presided over by City Mayor Atty. Jose Paolo M. Evangelista, KCIACAT-VAWC Chairperson.

Key highlights included the presentation of the 2nd Quarter 2025 Statistical Data on VAWC and TIP cases in the city.

The committee also began preparations for the upcoming 18-Day Campaign to End Violence Against Women (VAW) 2025, with activities focused on raising awareness, empowering communities, and strengthening collective action to eliminate all forms of abuse.

KCIACAT-VAWC remains committed to fostering inter-agency coordination to ensure timely responses, survivor-centered support, and proactive prevention strategies for the most vulnerable sectors in our community.
