PRB OF FOOD TECHNOLOGY RECOMMENDS COTABATO FOUNDATION COLLEGE OF SCIENCE AND TECHNOLOGY FOR THE ISSUANCE OF COMPLIANCE CERTIFICATE

The Professional Regulatory Board of Food Technology (PRB-Food Tech), with the assistance of the Professional Regulation Commission (PRC) Regional Office XII, successfully conducted a joint inspection with the Commission on Higher Education (CHED) at Cotabato Foundation College of Science and Technology (CFCST) on May 26, 2026. Following the inspection, the PRB-Food Tech recommended the issuance of Certificate of Compliance (COC) to the institution.

CFCST had previously undergone an annual inspection from 2023 to 2025, during which the PRB-Food Tech identified areas for improvement in its Food Technology program. This year’s inspection aimed to monitor the institution’s progress in complying the Board’s previous recommendations pursuant to Republic Act (R.A.) No. 8981, otherwise known as the “PRC Modernization Act,” and R.A. No. 11052, or the “Philippine Food Technology Act.”

Conducted in coordination with CHED, the activity also sought to ensure that the institution’s policies, standards, and program requirements remain compliant with existing regulations. It also forms part of the Board’s continuing commitment to uphold quality education and ethical professional practice in the field of Food Technology.

Based on the recommendations and proposed corrective and preventive actions submitted in 2025, the Board found that the institution is substantially compliant with the policies and standards prescribed under R.A. No. 8981 and R.A. No. 11052. Consequently, the school will be issued a COC valid for three (3) years, after which the institution may be subject to reinspection.

Hon. Sales congratulated the institution for achieving this milestone and expressed his appreciation for the school’s commitment to meeting the standards and requirements governing the practice of the profession.

In response, Dr. Dilangalen reaffirmed the institution’s commitment to sustaining compliance with the program requirements and expressed his gratitude to the PRB-Food Tech for its continued guidance and support toward providing quality education.

As part of the visit, Hon. Mary Grace R. Mandigma, Member of the PRB-Food Tech, also paid a courtesy call to PRC Regional Office XII Regional Director Rotelo B. Cabugsa to strengthen inter-office coordination and reinforce regional support for the profession.

The inspection team was led by Hon. Anthony C. Sales and Hon. Mary Grace R. Mandigma, Chairperson and Member of the PRB-Food Tech, respectively. The team also included Ms. Myzyrhyll May L. Catalan, Senior Professional Regulations Officer and representative of PRC Regional Office XII, Dr. Maria Leonora Lotis DL. Francisco, Member of the Technical Panel for Food Technology, Ms. Ana Cristina T. Biglete from the CHED Office of Programs and Standards Development (OPSD), and Mr. Genaro R. Andres, CHED Regional Office XII Representative. The activity was attended by the deans, department heads, faculty members, and staff of CFCST, led by its President, Dr. Ali K. Dilangalen.

PRC XII, PRB of Fisheries Evaluates Staff and Program Compliance of MSU General Santos

The Professional Regulatory Board (PRB) of Fisheries, in coordination with Professional Regulation Commission (PRC) Regional Office XII, continued its evaluation of staff and program compliance of higher educational institutions in Region XII on May 25, 2026, this time at Mindanao State University, General Santos City Campus.

The inspection aimed to evaluate the institution’s compliance with the requirements of Republic Act No. 8981, Republic Act No. 11938, and other relevant policies and standards governing the practice of the fisheries profession.

During the inspection, the PRB observed that the Fisheries Program of the institution still has increase the number of regular faculty members to complement with the requirements of CHED Memorandum Order (CMO) No. 33, s. 2021. The Board recommended to hire at least two additional faculty members specializing in capture fisheries. The Board also recommended expediting the completion of the capture fisheries laboratory to further enhance the students’ practical skills and competencies.

In addition, the PRB advised the institution to update its curriculum in accordance with CMO No. 33, s. 2021, and to ensure the renewal of professional identification cards of licensed fisheries professionals teaching in the program.

The PRB further encouraged faculty to focus on the processing of Pangasius and large tilapia, as well as the application of greenwater technology in the culture of white shrimp. While recognizing the institution’s strong research and development initiatives in tuna fishing and tuna fisheries management, the Board suggested placing greater emphasis on tuna and shrimp post-harvest technologies and product innovation.

PRC XII, PRB OF CHEMISTRY CONDUCTS VIRTUAL INSPECTION TO TWO DPWH DEO LABORATORIES IN REGION XII

The Professional Regulatory Board (PRB) of Chemistry conducted a virtual inspection for the initial application of the Certificate of Authority to Operate (CATO) of the Materials Testing laboratories of the Department of Public Works and Highways (DPWH) Sultan Kudarat 2nd District Engineering Office (DEO) and DPWH Cotabato 2nd DEO on May 21, 2026.

The inspection aimed to evaluate the laboratories’ compliance with the requirements set under the Philippine Chemistry Law or the Republic Act No. 10657. The activity also served as an avenue to assess laboratory safety, personnel qualifications, hazardous waste management practices, and overall operational readiness for accreditation.

During the inspection, both laboratories demonstrated good laboratory management practices and maintained minimal to no hazardous waste, reflecting their commitment to proper laboratory housekeeping and environmental safety standards. The DPWH Sultan Kudarat 2nd DEO laboratory showed strong potential for approval of its CATO application. The laboratory already employs a licensed chemist and a registered chemical technician, which are among the vital compliance requirements for the issuance of a CATO. The presence of qualified chemistry professionals indicates the laboratory’s readiness to properly manage analytical operations and comply with regulatory standards mandated by the Board of Chemistry.

Meanwhile, the DPWH Cotabato 2nd DEO laboratory is still in the early stages of laboratory development. During the inspection, it was observed that the laboratory still has to comply with several essential requirements for the issuance of CATO, particularly the employment of a licensed chemist who will supervise and manage the laboratory operations. At present, the office mainly relies on third-party laboratories for the conduct of materials testing while continuously procuring laboratory equipment and materials for future operational capability. Despite these deficiencies, the Board of Chemistry provided guidance and recommendations to the DPWH Cotabato 2nd DEO regarding the necessary requirements and compliance measures for CATO issuance. The inspection became an opportunity for them to better understand the requisites and preparations needed should they decide to pursue laboratory accreditation in the future.

The CATO plays a significant role in the laboratory accreditation initiatives of the DPWH, particularly in relation to the Star Rating System managed by the DPWH Bureau of Research and Standards (BRS). Possession of a valid CATO demonstrates that a laboratory complies with national standards on laboratory operation, professional staffing, safety practices, and regulatory requirements. Consequently, CATO serves as an important indicator of operational competency and credibility, contributing to higher evaluation and performance ratings under the DPWH Star Rating System.

The virtual inspection was led by Hon. Adoracion P. Resurreccion and Hon. Ma Theresa C. Cayton, Chairperson and Member, respectively of the Professional Regulatory Board of Chemistry, assisted by Ms. Jennifer R. Mahilum, Professional Regulations Officer I of PRC Regional Office XII.

Slots shall be available until capacity is reached. Walk-in inductees who fail to secure an online appointment shall NOT be entertained on the day of the oath-taking.

2. Print and bring your Oath Form (Panunumpa ng Propesyonal) with QR CODE, along with your Notice of Admission for the March 2026 LEPT, and present them to the PAFTE Secretariat at the PRC Regional Office XII in Koronadal City.

3. Report to the venue no later than your call time on the day of the oath-taking.

PRC RO XII holds Open Government Day

To promote public awareness, deepen citizen participation, and showcase governance innovations, the Professional Regulation Commission Regional Office XII (PRC RO XII) held the “Open Government Day” on 22 May 2026 at the 3rd Floor Conference Hall of the PRC RO XII Building, Prime Regional Government Center, Koronadal City.

This was pursuant to Office of the President (OP) Proclamation No. 916 (s. 2025), entitled “Declaring the Third Week of May of Every Year as the ‘Open Government Week’,” OP Memorandum Circular No. 119 (s. 2026), entitled “Directing Participation and Involvement of All Government Agencies and Instrumentalities in the Observance of the 2026 Open Government Week,” and Department of Budget and Management Circular Letter No. 06 (s. 2026), entitled “Implementing Guidelines on the Adoption of Open Government Partnership Principles in Government Programs, Activities, and Projects Pursuant to Section 54 of the General Provisions of FY 2026 General Appropriations Act.”

The event was attended by 67 participants from government agencies, private institutions, and various organizations. It focused on the Orientation on Continuing Professional Development, which is one of the topics most requested by stakeholders.

PRC RO XII Regional Director Rotelo B. Cabugsa commenced the program by delivering his opening remarks. According to Dir. Cabugsa, “Through activities such as this orientation, we aim to strengthen collaboration between the Commission and our stakeholders by providing a clearer understanding of our programs, policies, and processes—particularly on Continuing Professional Development or CPD Accreditation.”

Meanwhile, Ms. Myzyryll May L. Catalan, Senior Professional Regulations Officer of the Regulation Division, led the orientation. To promote involvement, participants were encouraged to raise clarifications during the open forum.

This initiative is a testament to PRC’s advocacy in expanding its services beyond frontline processing to more complex roles that align with its core values: professionalism, responsibility, unity and accountability, competence, and excellence.

PRC RO XII Celebrates Mother’s Day: Red Roses Honor the Strength
of Mothers in Public Service

Koronadal City, South Cotabato -- The Professional Regulation Commission (PRC) Regional Office XII celebrated Mother’s Day with a poignant event themed “Celebrating the Strength of Mothers in Public Service.” The celebration took place on May 21, 2026, at PRC XII 3rd Floor Conference Room in Brgy. Carpenter Hill, Koronadal City.

Regional Director Rotelo B. Cabugsa spearheaded the celebration, emphasizing the pivotal role mothers play in shaping homes, building communities, and guiding society. In his remarks, RD Cabugsa recognized the profound love, strength, sacrifice, and dedication of mothers and mother figures, highlighting how they continue to serve as pillars of inspiration both within their families and across the workplace.

To add professional insight into the celebration, the Gender and Development (GAD) Committee invited Mr. Maamon C. PRB of Fisheries and PRC XII Conducts Blended Inspection and Monitoring in Region XII

The Professional Regulatory Board (PRB) of Fisheries, in coordination with the Professional Regulation Commission (PRC) Regional Office XII, conducted a blended mode of inspection and monitoring activity on May 12–13, 2026 at the University of Southern Mindanao (USM) – Kabacan, Cotabato Province and Sultan Kudarat State University (SKSU) – Kalamsig, Sultan Kudarat Campus.

The inspection aimed to evaluate the institutions’ compliance with the requirements of Republic Act (RA) No. 8981, otherwise known as the “PRC Modernization Act of 2000,” RA No. 11938, “An Act Regulating the Practice of the Fisheries Profession in the Philippines, Creating for the Purpose a Professional Regulatory Board of Fisheries, and Appropriating Funds Therefor,” and other relevant policies and standards related to the practice of the fisheries profession.

During the inspection, the PRB noted that the Certificate of Program Compliance (COPC) of both schools needs to be updated from CMO No. 43, s. 2006 to CMO No. 33, s. 2021. The Board also observed an inadequate number of faculty and staff for the Fisheries Program. Consequently, the PRB recommended allocating budget for the hiring of additional personnel in accordance with the provisions of CMO No. 33, s. 2021. The Board reminded fisheries professionals to renew and update their Professional Identification Cards (PICs).

The PRB also recommended that the schools explore research opportunities on the captive breeding of indigenous freshwater species. Furthermore, the Board encouraged the institutions to expand their collaboration with BFAR, NFRDI, DOST-PCAARRD, and other universities in research and development initiatives.

The Inspection and Monitoring Team concludes that there is compliance on legal and regulatory requirements, but non-compliant in some aspects that need further re-inspection and monitoring.
